An additional 20,500 young people. Small Settlements 40% live in settlements with populations under 3,000. The spread of settlements makes it challenging to deliver services equally. Life Chances People with SEND do not always have the same opportunities to access learning, training, education or independent living post 16. Diversity There are increasing migrant worker and traveller communities across Cornwall. Services need to recognise differences in needs and customs. Hidden Poverty Over 16,800 children (under 19) live in poverty. Advances in medicine and technology mean that more children live with complex health needs. From September 2015 the school leaving age rose to 18.
