CHANGE NOTIFICATION
Summary:
This change notification advises the sector that the Health Information Standards Organisation (HISO)—in
conjunction with the mental health and addiction services team—completed a full review of the
Programme for the Integration of Mental Health Data (PRIMHD) standards in 2013.
We implemented some of the changes identified in this review as part of NCAMP 2014. This notice
covers some of the remaining ADOM-related changes.
National Collections Impacted by Change:
PRIMHD
Context of the Change:
HISO has—in conjunction with the mental health and addiction services team and the mental health and
addiction sector—completed a full review of the PRIMHD standards documentation. The review took into
account the future direction of mental health planning and the data set required to help make policy and
funding decisions to support this future planning.
These three outcome items are to be valid for ADOM collection occasion records with a completion date
of 1 July 2014 or later, ie when ADOM was introduced.
Details of Proposed Changes:
1. The new ADOM outcome items are mandatory for ADOM collection occasion records with a
completion date on or after 1 July 2016, optional for ADOM collection occasion records with a
completion date on or after 1 July 2014.
2. We are adding the following outcome items to the ADOM outcome tool:
 Number of Days ADOM Collection Covers
o The Outcome Item code is 21
o The corresponding Outcome Item Value code must be a single number between 7
and 28 inclusive.
 Mandated or Voluntary Referral Indicator
o The Outcome Item code will be 22
o The corresponding Outcome Item Value codes will be:
 1 (Mandated referral)
 2 (Voluntary referral).
 Co-existing Problems Indicator
o The Outcome Item code will be 23
o The corresponding Outcome Item Value codes will be:
 1 (Receiving services for co-existing problems)
 2 (No services for co-existing problems).
What is Expected of the Sector:
All DHBs and NGOs that submit ADOM records to PRIMHD will need to include these three new ADOM
outcome items to PRIMHD.
Impact of Change on National Collection(s):
The Ministry will be able to meet its obligations to report on the information provided to PRIMHD.
