• Develop U.S. policy on IEG Scenario B and federation of networks NSA,
U.S. Mission, Joint Staff. – CLOSED
• U.S. C3(PS) REPS requested by NSA to ask why there was no agreement on
the Crypto Interoperability Strategy. This is in the CaP4 POW. – OPEN
• DoD CIO IntlAffairs will consider holding a U.S. SC Reps meeting via VTC to
those outside of Washington DC Area following the NATO C3B Principal’s
Meetings to recap meeting and plan way ahead for next meeting.
Meeting would be one to two months following the NATO C3B Principal’s
Meeting. After consideration, we believe e-mail is an adequate means of
communication and we will endeavor to be more vigilant. – CLOSED.
• El Wells requested that all CaPs identify tasks (with deliverables) that
would require new C&I Agency support for him to take to the C3B(PS) for
review. Task and deliverables should include a cost estimate from the
Agency. – OPEN
• El Wells was requested to investigate putting NATO Unclassified
documents on the C3B web site on the Internet to allow easier access for
the U.S. community. This is being done better than before. Check your part
of the C3B web site for this information. – CLOSED

Mr. Wells agreed to send two NATO Industrial Advisory Group (NIAG)
studies to Mr. Wiemeyer for further distribution and to forward the
AMN Joining Instructions to Mr. O’Connor.
DoD CIO and CED U.S. Mission ensure that it is very clear to Ms. Takai
that that no positions can be agreed or decisions made based on a
slide/viewgraph in a briefing but require a document that must be
approved by the appropriate body. Further recommended that Ms.
Takai be requested to make an intercession at the C3B meeting in
May-June stating this requirement
Mr. Wells requested that CaP 2 document their STANAG development
process.
Mr. Wiemeyer to disseminate all of the briefings to the CaP Reps and
Chairs distribution list
Suggestion from Mr. Swider for Mr. Wells to consider suggesting to the
C3B(PS) that they recommend to CaPs that their Chair be a local NATO
National representative from the national delegations.
DoD CIO International Affairs to consider modifying “Credentialing” of
U.S. Reps to CaPs (and perhaps CaTs) to become a DoD CIO function.
This would allow Director of International Affairs or DoD CIO (Ms.
Takai) to sign the accreditation letter for the Representative. Would
be included in the “Guidance for NATO U.S. Representatives Guidance
and Procedures” document under development.
CED at the U.S. Mission will forward the C3B Substructure Working
Practices to DoD CIO International Affairs for distribution to the CaP
Reps and Chairs.
