A Bylaw to amend Bylaw 12800, as amended,
The Edmonton Zoning Bylaw
Amendment No.238
WHEREAS a portion of 35-51-25-4; located south of 23 Avenue and east of 156 Street,
Terwillegar Towne, Edmonton, Alberta, is specified on the Zoning Map and Appendix I to Section 920 –
Special Area Terwillegar Towne as (AG) Agricultural Zone and (TTSLR) Terwillegar Towne Small Lot
Residential Zone; and
WHEREAS an application was made to rezone the above described property to (TTMU)
Terwillegar Towne Mixed Use Zone and (RF5*) Terwillegar Towne Row Housing Zone;
NOW THEREFORE after due compliance with the relevant provisions of the Municipal
Government Act RSA 2000, ch. M-26, as amended, the Municipal Council of the City of Edmonton duly
assembled enacts as follows:

The Zoning Map, being Part III to Bylaw 12800 The Edmonton Zoning Bylaw is hereby amended
by rezoning the lands legally described as a portion of 35-51-25-4; located south of 23 Avenue and east of
156 Street, Terwillegar Towne, Edmonton, Alberta, which lands are shown on the sketch plan annexed
hereto as Schedule “A”, from (AG) Agricultural Zone and (TTSLR) Terwillegar Towne Small Lot Residential
Zone to (TTMU) Terwillegar Towne Mixed Use Zone and (RF5*) Terwillegar Towne Row Housing
Zone.

The Edmonton Zoning Bylaw is hereby further amended by deleting from it Appendix I to
Schedule 920 and substituting therefor as Appendix I the map annexed hereto as Schedule “B”.

DISCUSSION
1.
The Application
The application is to rezone land in the south-central portion of the Terwillegar Towne
neighbourhood from (AG) Agricultural Zone and (TTSLR) Terwillegar Towne Small Lot
Residential Zone to (TTMU) Terwillegar Towne Mixed Use Zone and (RF5*)
Terwillegar Towne Row Housing Zone.
2.
Site and Surrounding Area
The site is flat and vacant. Immediately to the north and west are row housing and single
detached residential lots already developed in Terwillegar Towne. To the east is land for
future development in Terwillegar Towne, and to the south is land planned to be
developed as part of a future neighbourhood south of Terwillegar Towne.
ANALYSIS
1.
Compliance with Approved Plans and Land Use Compatibility
The site is designated in the Terwillegar Towne Neighbourhood Area Structure Plan as
part of the neighbourhood’s mixed use Towne Square. The Towne Square is intended to
feature a pedestrian oriented mix of commercial, residential and institutional land uses.
The (TTMU) Terwillegar Towne Mixed Use Zone was specially designed for this
purpose, so this zoning fully complies with the approved plan for the neighbourhood.
The rezoning from (AG) Agricultural Zone and (TTSLR) Terwillegar Towne Small Lot
Residential Zone to (RF5*) Terwillegar Towne Row Housing Zone is intended to
continue, south of Terwillegar Boulevard, the practice of row houses fronting onto the
Towne Square.
2.
Transportation and Utilities
The Transportation and Streets Department has no objection to the proposed rezoning.
No other affected City department or outside agency objects to this application.
3.
Surrounding Property Owners’ Concerns
No owners of adjacent properties contacted the Planning and Development Department in
response to a letter notifying them of the proposed rezoning.

TERWILLEGAR TOWNE
JUSTIFICATION
The Planning and Development Department recommends that Bylaw 13252 be APPROVED on
the basis that it is in conformance with the Terwillegar Towne Neighbourhood Area Structure
Plan and meets the technical requirements of City departments and utility agencies.
