Background
1.1
Introduction
Responsibility for the collection and publication of construction statistics transferred from BIS
(Department for Business, Innovation and Skills, formerly BERR (Department for Business
Enterprise and Regulatory Reform) to the Office for National Statistics (ONS) on 1 March
2008.
Since that date, the ONS has maintained the content and timing of the publication of the
Construction Statistics Annual. This was a hard copy only publication in 2008 and became a
web only publication, with excel and pdf links, from August 2009. This change resulted from
recommendations in the public consultation on the 12th January 2009 and the publication of
findings in June 2009 (Click here for link).
ONS publishes a range of statistical information and analysis in compendia publications. The
Construction Statistics Annual is a compendium of construction related data, published by the
ONS, other government departments and non-public sector sources. Most of the data is
already available for free on the internet and much of the content is published more regularly
than annually. As a result, the annual becomes out of date very quickly and loses its value as a
source of reference.
1.2
Document purpose
This document describes a set of proposed changes to the Construction Statistics Annual
published by ONS. It also gives users the opportunity to comment on the proposals.
Information on how to respond to this consultation is found on the first page of this document.
This consultation is being carried out in line with the National Statistics Code of Practice.

Scope
The proposals relate to the content of the Construction Statistics Annual. Each of the chapters
appearing in version No.12 (2011 edition) are considered separately. The chapters are listed in
Table 1.

The proposals
It is proposed that the annual will cease to exist in its current format. Instead, a reference
document will be published which will contain links to the sources of the data, where
available. Much of the data contained in the annual is already available on the internet and
updated more frequently than annually, so the proposal will allow access to more up to date
information. Links will be refreshed at least annually. ONS already maintains a document
which links to construction sources. (Click here for link) This document will be incorporated
into the new reference document.
Table 2 lists the generic principles for changes to the Construction Statistics Annual
publication on which users are invited to comment. The impact of each of these generic
principles has been considered against the content of every chapter in the annual. The detailed
proposals and rationale are set out in Appendix 2.
