Some questions we would like to consider are, How do we know "local preferences" in the face
of political choices over land policy and land administration reform, and how do we explain
variation therein? What is the political meaning of rulers' choices in land governance strategies?
What is the future for African agriculture and pastoralism? How would we envision possible
futures and the forces that shape them?
