* Afternoon Session warm ups will begin approximately 30 minutes after
the conclusion of each morning session. Teams will be notified of afternoon
start times when entries have been received. Afternoon start times will be
posted on the TEAM website.
Eligibility:
Swimmers must be currently registered with USA Swimming. No on deck
meet registration shall be permitted. Swimmers must be within the listed age
brackets as of June 30, 2017.
Entry Period:
Entry acceptance period begins at 10:00 am, Wednesday, June 7, 2017.
**NOTE CRITERIA FOR EARLY ENTRIES. ONE day early entries will be
accepted with Ref Approval at 10am, Tuesday, June 6th, 2017. No
unauthorized early entries will be accepted. Hytek Meet Events file is available
for download on TEAM Eugene website (www.teameugene.org). Final entry
deadline is 10:00 am, Tuesday, June 20, 2017. E-mail entries to Toni Kerr at

EARLY Entries:
To submit entries ONE DAY EARLY, please email a list of certified officials
from your team who are committed to officiating during sessions in which you
have swimmers. Please email your list to Margie Zerr at [email protected]
before May 31st. With her approval of your list, your team will be authorized to
submit entries on June 6th, 2017.

Entry Limit:
Entries will be open for Morning Sessions until the four-hour limit is reached.
There is a 275 swimmer limit for the Afternoon Sessions. If the Morning
Sessions do not fill, we will add additional swimmers to the Afternoon Sessions
by team, in the order entries were originally received. Changes and additions
will be made at the discretion of the Meet Director and Meet Referee.
Each swimmer may enter no more than three individual events per day, plus no
more than one relay per day.
The 800 meter freestyle and 1500 meter freestyle events may be limited to the
top twenty-four seed times. Swimmers will need to provide their own counters
and two lane timers.
Entry Fees:
$16.00 facility surcharge per swimmer
$3.00 OSI surcharge per swimmer
$3.00 individual event fee
$10.00 relay event fee

Entries:
All events are TIMED FINALS. Entry times must be Long Course Meters
(LCM) only. Converted SCM, SCY, and NT’s are acceptable. Submit entries
using HY-Tek software. Please include HY-Tek meet entries and meet entry
fees summary reports.
With the submission of entries, the coach/team representative attests that all
swimmers entered are registered with USA Swimming.
Any swimmer entered in the meet must be certified by a USA Swimming
member coach as being proficient in performing racing starts or must start each
race from within the water. When unaccompanied by a member coach, it is the
responsibility of the swimmer or the swimmers legal guardian to ensure
compliance with this requirement.
All relay entries must be completed and returned to the meet office fifteen (15)
minutes after the start of warm-ups for each session. You are not required to
submit a relay entry form if swimmers names are already entered and there are
no changes in relay order of athletes entered. Teams not pre-entered with relay
athletes and order that do not check in by the announced deadline will not be
seeded and may not be allowed to compete.
The 800 meter freestyle and 1500 meter freestyle events will be swum fastest to
slowest, alternating girls and boys. All other heats for each event are arranged
slowest to fastest.
Check-In:
All Morning Session events will be pre-seeded. All Afternoon Session
events will be Deck Seeded. Coaches are responsible for positive check in with
the meet office. Check in will close fifteen (15) minutes after the start of
warm-ups.
No Coach Present:
For unattached swimmers, or swimmers whose coach is not attending the meet,
it is the swimmer’s responsibility to arrange for a certified coach to be
responsible for the swimmer. This must be done before the swimmer may enter
the water for warm-ups or competition. Please see the Meet Director or Meet
Referee if assistance is needed upon arrival at the meet.
Facility:
50 meter outdoor pool, 8-lane, with 9’wide lanes. Depth 3.6 ft. – 13.2 ft.
Starting blocks at deep end. Touch pads at both ends. Colorado timing system.
Facility has accessibility for adaptive swimmers. The competition course has
been certified in accordance with 104.2.2C(4). The copy this certification is on
file with USA Swimming.
No Overnight camping or RV parking in the pool parking lots or parking
lots adjacent to the pool. No parking or overnight camping will be allowed
at Roosevelt Middle School.
Set-up of canopies and/or chairs Thursday evening is NOT permitted.
Chairs, tents, and canopies may be left Friday and Saturday night at your own
risk. (Beware of sprinklers!)
Restrictions:
Tobacco, non-tobacco, vapor products of any kind, alcoholic beverages, and
glass containers are not allowed in the swimming venue. NO SHAVING
PERMITTED. Use of audio or visual recording devices, including cell phones,
is not permitted in changing areas, rest rooms or locker rooms. Deck changing is
prohibited. Photography is not allowed behind the blocks during the start of a
race or relay exchange. Operations of a drone, or any other flying apparatus, is
prohibited over the venue (pool, athlete/coach areas, spectator areas and openceiling locker rooms) any time athletes, coaches, officials and/or spectators are
present.
Any act of theft, vandalism or similar action will result in immediate
disqualification from the meet and the loss of any points accumulated toward
team standings by the individual.
Scratch Rules:
Oregon Scratch Rules shall be in effect
Individual Scratch Rule –
1. Pre-Seeded Event - Each swimmer shall report promptly prior to the start of
each race in which they are entered. Any swimmer not reporting for or
competing in an individual timed final event when finals are scheduled shall
not be penalized.
2. Deck Seeded Events - Positive check-in is required for all swimmers
swimming in deck seeded events.
3. After the Deck Seeded events have been seeded, any swimmer who fails to
compete in an individual event in which swimmer entered and has not been
scratched in accordance with paragraph 4 will be barred from his/her next
individual event. (Note: All afternoon session events are deck seeded.)
4. Exceptions for failure to compete - No penalty shall apply for failure to
withdraw or compete in an individual event if:
A. A scratch was declared prior to the scratch deadline which is 15 minutes
after the start of warm-ups for the respective day of the meet.
B. The Referee is notified in the event of illness or injury and accepts the
proof thereof.
C. It is determined by the Referee that failure to compete is caused by
circumstances beyond the control of the swimmer.
Rules:
Current USA Swimming and OSI rules will govern this meet.
Warm-up Safety:
Current Oregon Swimming Safety Guidelines & Warm –Up procedures will be
in effect and strictly enforced.
Coaches are responsible for marshaling their own swimmers and following the
stated warm-up procedures.
1. Circle swim counter-clockwise only. No paddles, pull buoys, fins,
kickboards, snorkels or other training equipment.
2. For the first 30 minutes, no diving or backstroke starts allowed from the
blocks or edge of pool. Swimmers must enter the pool feet first in a cautious
manner, with at least one hand in contact with the pool deck or gutter. All lanes
are open for general warm-ups.
3. After the first 30 minutes of general warm-ups, the remaining time may be
used for racing starts in lanes 3, 4, 5, and 6 only. Racing starts may only be done
at the deep end of the pool. Backstrokers shall not start at the same time as a
swimmer on the blocks. Swimmers shall not step on the block if there is a
backstroker waiting to start.
4. Swimmers are required to exit the pool upon completion of their warm-up to
allow other swimmers adequate warm-up time.
5. This section may be modified at the Referee’s discretion.
Awards:
An award will be made to each of the top eight swimmers, girls and boys, in
each age group (10 & Under and 11 & 12). 13-14 and 15 & Over swimmers
will receive points toward team scores. Points scored by 12 & under swimmers
will also count toward team scores. Awards must be picked up at the conclusion
of the meet on Sunday. Team scores will be announced, but no awards will be
made to the top teams.

A three day Morning Session heat sheet will be on sale for $7.00. Afternoon
Session heat sheets will be sold daily for $4.00, approximately 30 minutes prior
to the start of each afternoon session.
Hospitality:
Hospitality will be provided to all coaches and officials.
Lane Timers:
Teams are responsible for providing lane timers for the meet.
