The Milestones of Digital TV in Finland
• 31.12.1995: first report of the Ministry of Transport and Communications:
”The Strategy for Broadcasting - Radio and Television 2010”
• 15.4.1996: 2nd report of the Ministry: ”The Digitalization of Broadcasting
in Finland”
• 18.5.1996: The principal decision by the Government of Finland on
digitalization of broadcasting in Finland
• 10.2.1997: Digital TV Expert Group of the Ministry was appointed
• 15.7.1997: digital satellite service (DVB-S) TV Finland launched
• 25.9.1997: first DVB-T (8k) - test transmission with the YLE transmitter in
Espoo Kivenlahti
• 15.5.1998 3rd report of Ministry from its Digital TV Expert Group
• 16.6.1998 Digital TV Forum Finland established
• 23.6.1999: The licences for national digital commercial tv-channels and a
multiplex for YLE for public service broadcasting were granted by the
Government for 10 years, from 1 September 2000 to 31 August 2010

Main Goals:
• to compete with content and services - not with technology i.e.
to build a uniform technical platform to customers on which to
compete
• For a small market like Finland right timing and scale is
essential: we can’t lead the way, but we try to ride with the
second wave when everything is ready, tested and affordable
• small markets need close co-operation:

• Sweden (ca. 4 million TV-HH’s):

• Finland (ca. 2,2 million TV-HH’s):
– Satellite: DTH 4 % + SMATV 6 % = 10%

Principle solution of the distribution :
• The terrestrial distribution is the basic way to reach every
Finnish household owned and operated by Digita Ltd
• Cable must carry all national services and add their own
services
• Satellite service reaches Finnish citizens even abroad (TV
