Regular meeting May 23 1968 A regular meeting of the Woodland Park Council was called to order by mayor Kenney, May 2nd, 1968 at 7 P. M. The. pledge of allegiance was said. mayor Kenney Lee, gave the invocation. Trustees answering roll call: Clifford, Jackson, Lawson, Mills and Wolff. The minutes of the April 25, 1968 meeting were approved. Correspondence was read: Bess Inman reminded the Mayor, Council and all interested persons that a civil defense meeting will be held at the high school, May 8, 1968 at 7: 30 P. M. Mrs. Pooley' s letter of complaint concerning trash, garbage and dogs was read and discussed. A committee appointed by the mayor is studying the animal control ordinance for a later consideration. Mr. Don Gglesby, Supt. of the Woodland Park schools was present to discuss the proposed summer baseball program. - After much discussion the council decided if they support the boys baseball program they would appreciate having a cover letter from the school to the effect that the Town would be provided a summer baseball program for all boys in this area. Participating parties would be the town, businesses, parents and children. Wolff moved, the Town support school, the summer recreation program and the Town will supply $ 600. 00. $ 400. 00 from the -Parks and Recreation department, $ 100. 00 will be out of Parks and $ 300. 00 The from. contingency. $ 200. 00 will be taken from Administration contingency. money will not be committed until the program is a reality. Carried Lee seconded. by a roll call vote. Attorney Evans stated according to State Statutes all bills of the Town should be published each month. bills, Lee moved, in the Ute Pass Courier, they publish the monthly Jackson seconded, according to State Statutes, begin publishing in Play 1968. Carried by a roll call vote. Series 1966. Attorney Evans, read an amendment to Ordinance 16, Wolff recommended copies of the amendment be given to each council member for study and make a decision at a later meeting. The amendment applies to summer residents water rates and charges for water turn off and. on. Attorney Evans read the traffic ordinance, the traffic ordinance will be redrafted to contain the State speed limits. Bolsen is to get the information to Evans. Mills recommended the Sanitation Board should be asked to consider reducing annual sewer rate requirements for summer residents to be compatible with water rate changes as proposed in the amendment under study. Lawson stated he had received a verbal resignation from Richard Bennett, deputy, but not a written resignation. Lawson moved, seconded. Carried. they accept Bennett' s resignation as deputy marshall, Lee The Town should have a written resignation from Bennett. For the vacancy, of the position of deputy marshal, the police department had received two applications, which were reviewed by the trustees. Tom Tjalas and Alban Beckwith were ' both present atthe meeting. Lawson moved, they hire Alban Beckwith as deputy marshal, at a salary of 5400. 00 per month. He will be on probation for a six month period and upon satisfactory completion of probation he will receive a $ 25. 00 a month increase in pay.. Lee seconded. Carried by a roll call vote. Lawson recommended that the children who served on the safety patrol at the school crossings be given a party to show the appreciation of the police departmentpfor the faithful performance of their duties. The Mayor asked John Wondergem to serve on the Library Board, filling the vacancy created by Robinson' s resignation. Wondergem accepted. The Bolsen explained the drainage situation on hiway 24. State felt the paving program would help preserve the hi -way and they favored Perhaps the proposed paving next years plan. The State is unable to help with any finances this year. budget could reflect some help to the Town along hiway 24. the Town purchase a police uniform, consisting of one jacket, one pair trousers, two shirts, one hat and a tie. Lawson moved, Typer stated he did not want to receive any compensation, he was just happy to be able to help the Town. Lawson amended his motion to delete Typer from the above motion. Lee approved. Mills commended Bolsen on the preparation of the work analysis. Wolff proposed for future thought, that if they hire a third man, he could be used in different departments and to relieve the police department for off duty hours. This should be considered at the next meeting. Wondergem asked about cleaning up the cemetery before the end of the month. Clean up for the Town was discussed. Potter agreed that the Town -could pick up trash and use his dump, Potter encouraged the Town to keep it cleaned up: along with Mr. Wolff, had attended a meeting with -Le County Commissioners, May 1, 1968. It was suggested that Teller County secede from participation with El Paso County. The agency did not send a representative Mills explained he, to EDA. A representative from each municipality will be -represented atthe Freemont Agency. Mills recommended they pass a resolution alining us with the Fremont Agency. Wolff asked if there was a parallel. between Pikes Peak Area Council of Governments and the Freemont Agency. There apparently is no conflict nor assessment. Mills moved, seconded. the following resolution be adopted and formulated, Wolff Carried. Whereas, We the Trustees of the Town of WoodlandPark are concerned with the total well- being of all citizens and the Economic Development of this Area., and wish to further employment and education and better living conditions for the disadvantaged, THEREFORE, BE IT RESOLVED that we designate the Freemont County Community action Agency as the existing CAA, to continue and represent us in this area. Lawson moved the unsuccessful applicants for deputy marshal be sent letters thanking them for their application and if a vacancy occurs they would be encouraged to consider applying again. Mills seconded. Carried. The Mayor appointed Wolff as ex- officid member to the library board. Jackson will assist Wolff on the Parks, Recreation and Cemetery commission.
