Report of the Chief Executive

Issue
1.1
To present progress towards the achievement of the improvement priorities,
outcomes and performance indicators set out in the Local Area Agreement and
Council Improvement Plan.

Recommendations
2.1
Scrutiny Panels are asked to comment on progress in the second quarter of the
Local Area Agreement and Council Improvement Plan.

Report
3.2
The performance management arrangements for the LAA and CIP are based on
quarterly monitoring to ensure that progress is tracked and that remedial action is
taken where required. The key elements of this process are set out below:

Each indicator has a target of performance to achieve for 2007/08.

Where indicators are monitored quarterly, an actual result for the year to date
and a forecast of their performance for the whole of 2007/08 is provided. Where
indicators are monitored annually the result for the year is provided once
available.

Performance is then traffic lighted by comparing the forecast (or result for the
year if available) with the target.

Where there is no performance data indicators are traffic lighted grey but
progress on actions is given to provide assurance that issues are being
progressed,

Directorates focus their corrective actions on areas of poor, unsatisfactory or
unknown performance.

Members attention is drawn to the fact that performance in a number of LAA
themes/CIP improvement priorities may be of relevance to their Scrutiny role. For
example, performance in the Environment theme/improvement priority will be of
interest to Health and Social Care, Community Services and Regeneration Scrutiny
Panels.

LAA Progress Report
3.5
There are 2 parts to the attached LAA report. The first part presents an overview of
performance against each of the 6 themes of the LAA. This is supported by an
overview map of performance using the traffic light system. Following feedback
from Members on the presentation of the 1st Quarter Reports, a glossary explaining
the indicators in the theme appears at the end of each theme report.

The second part of the LAA report comprises an overview report that covers the
mandatory, narrowing the gap and reward indicators across all the themes of the
LAA. This, too, is supported by overview maps for each performance measure.
There are 92 LAA performance indicators, many of which include subsets bringing
the total number of performance measures to 192. Of these no data is available or
information is incomplete for 51% (grey) at quarter 2, 71% of the indicators were
grey in Quarter 1. Of the indicators that can be traffic lighted in Quarter 2 :

61% of the indicators are green

27% are red

12% are amber

The detailed performance reports for Quarter 1 and Quarter 2 can be found on the
Calderdale Forward website at www.calderdaleforward.org.uk in Documents,

Overview progress reports on the LAA for the second quarter (July-September) will
be submitted to the Calderdale Forward Board on 23 January 2008.
3.10
CIP Progress Report
3.11 The attached CIP progress report provides an overview against each of the
Council’s seven improvement priorities. This is supported by an overview map of
performance using the traffic light system that sets out how each
theme/improvement priority is performing, and a graph comparing the performance
with the previous monitor. A glossary of all the indicator definitions appears at the
end of the report.
3.12 As members will recall, an eighth priority, work to ensure that the differences in
health, quality of life and economic prosperity between different communities within
Calderdale reduce rather than increase – narrowing the gap, was agreed at Council
in October. Narrowing the Gap is currently being progressed as a cross-cutting
priority through the LAA and there are a number of narrowing the gap targets
already in the CIP – e.g workforce composition. Any further Council specific
priorities will be considered in the next Council Improvement Plan.

3.13 The 174 performance indicators in the CIP inform our CPA service scores (other
than for Children & Young People) and direction of travel judgements. At the
quarter 2 monitor, of the indicators that can be traffic lighted:

72% are green

15% are amber

14% are red

Conclusion
4.1
Where performance information is available in Quarter 2, performance is overall on
track to achieve targets. Where performance is not on track officers are taking
corrective actions to address performance issues and by quarter 3 it will start to
become evident whether these actions are impacting on performance. By quarter 3
information will also be available for a number of annual indicators, thereby giving a
more complete performance picture.
