The National Family Planning Board, a Statutory Agency Of the Ministry of Health seeks to recruit a PROJECT CO-ORDINATOR Reporting to the Executive Director, the Project Co-ordinator will directly manage and conduct the planning, implementation and monitoring and evaluation of the PROMAC Project at the National Family Planning Board, in full compliance with European Union procurement, financial policies and procedures and other pertinent rules and regulations of the National Family Planning Board/Government of Jamaica. Specific Responsibilities: 1. Coordinate timely implementation of all aspects of the project with particular emphasis on specific activities described in the health seeking behaviour proposal such as training, development of media campaigns and other information, education and communication (IEC) materials, and monitoring and evaluation. 2. Develop quarterly work plans for activities as defined in the project proposal. 3. Maintain communication channels with the European Union and Family Health unit in the MOH on project matters. 4. Develop terms of reference, negotiation report and other supporting documentation for the hiring of consultants to the project. 5. Manage and provide timely technical support to consultants employed to the project, and oversee the deliverables of the consultant. 6. Develop training plan, in collaboration, with the four (4) Regional Health Authorities (RHAs) to train Community Health Aides and other Health Care Workers. 7. Identify and train community volunteers as Community Peer Navigator in four (4) regional health authorities (RHAs). 8. Implement infant care, training support programmes in thirteen (13) parishes. 9. Partner with Rise Life Management Services, a Non-Governmental Organization (NGO) to utilize the “Healthy Baby, Healthy You” media campaign and related materials. 10. Partner with the Family Health Unit to implement outreach activities during Vaccination Week in the Americas. 11. Establish and convene meetings of the joint NFPB and Health Promotion and Education Steering Committee in consultation with the European Union, Family Health Unit – Ministry of Health and other key stakeholders. 12. Manage the institutional strengthening of selected NFPB staff members in Financial Management, Budget Preparation, and Project Management. 13. Submit quarterly requests for funds. 14. Prepare monthly Financial Expenditure Report 15. Prepare procurement for services and submit negotiation reports for purchase order. 16. Prepare and submit monthly reports on the progress of PROMAC project activities. 17. Participate in NFPB’s Senior Officers’ Meetings, sharing experiences from the field, bringing up issues of general programme nature for collective decision making. 18. Perform other duties as may be assigned. Key Competencies Strong interpersonal skills and ability to work in a team Have excellent analytical, and writing skills Be results oriented and able to meet strict timelines for outputs Be able and willing to travel and work island wide Good working knowledge of MS Office applications (Word, Excel), Microsoft Outlook and Microsoft Project. Qualifications and Experience Master’s Degree in Social and Behaviour Change Communication, Public Health, Social Work, or related studies. Certificate in Project Management would be a distinct advantage. Minimum 5 years of work experience in project implementation, donor liaison, administration or related functions. Preparing reports to donors and clients and coordinating the compliance to grant requirements. Familiarity with Jamaica’s sexual and reproductive health programme or health promotion and education would be considered an asset. Excellent command of both oral and written English.
