GENERAL REGULATIONS
1. Invitation
The Government of Georgia and Georgian chess federation have the honor to invite all
European Chess Federations affiliated to FIDE and ECU to participate at the 20th European
Youth Chess Championship, which will take place in Batumi, Georgia (Black Seaside),
between September the 19th (arrival) and September the 29th (departure).
2. Participation
a) All participants including parents, coaches, observers and relatives are obliged to stay in
official hotels.
b) In order to provide appropriate tournament conditions, the Federations must complete
carefully the official registration form and send it back to the contact person before 1st
August 2010.
c) Each federation can register one player in each of under 8, 10, 12, 14, 16, 18 (boys,
girls) categories, totaling a maximum of 12 players – (“invited players”).
d) The players placed 1-3 in the previous European Youth Championship will have the
personal right to participate in the tournament of the corresponding age – category or a
higher age – category if they fulfill the conditions that they didn’t reach the age of 8, 10,
12, 14, 16 or 18 years, respectively, by January 1st of the year in which the tournament will
commence. This privilege may be exercised once exclusively in the subsequent year
following the year of qualification – (“personal right players”).
e) According to the decision of ECU the winners of the ECU Youth Grand Prix 2010 in the age
categories -8, -10, -12, -14 and -16, boys and girls, will have the personal right to
participate in the tournament of the corresponding age – (“additional personal right
players”).
f) Any federation can register additional players as well.
3. ECU fee
In accordance with ECU regulations, a 65 € entry fee is required for each “invited” or
“personal right” player and 130 € for each extra player. Mentioned amount should be
transferred directly to ECU bank account before the start of the tournament.
4. Registration
a) The deadline for the registration is 1st August 2010. After this date all the registrations
will be subjected to a 100 € (Euro) penalty.
b) Each player (“invited”, “personal right” or extra) and each accompanying person (head of
delegation, coach, parent or journalist) must pay the registration fee - 100 Euro at the
moment of their registration before 1st August 2010 - the deadline for the registration
c) The above - mentioned amount of 100 EUR is non refundable and must be transferred to
the bank account given below, before 1st August 2010.

d) For the first round only players arriving in Batumi on the day before the first round will
be paired. Exceptions have to be confirmed by the organizers and the chief arbiter. If any
payment to organizers is not settled until the second round the respective players are not
allowed to continue the championship.
5. Travel and Visas
a) Travel expenses for transfer from Batumi International Airport to the
hotels – on
September 19th , as well as the departure transfer - on September 29th is 30 € (round trip).
b) Travel expenses for transfer from Tbilisi International Airport to the Batumi hotels (about
350 km, takes about 4 - 4.30 hour) - on September 19th, as well as the departure transfer on September 29th is 80 € for both ways.
c) Travel expenses for transfer from Trabzon International Airport (crossing Turkey –
Georgian border with absolutely no delay on the border) to the Batumi hotels (about 180
km – nice highway, takes 1.30 hour) - on September 19th, as well as the departure transfer
- on September 29th is 80 € for both ways.
d) If any delegation arrives one or two days before the competition the organizer will try to
provide transport services from Tbilisi, Trabzon or Batumi airport for the same prices.
e) The EU, Turkey, Israel, former SU and most European countries citizens do not need
Georgian visas. They will get free of charge stamp in Tbilisi or in Batumi airport. The citizens
of Russia, Serbia, Macedonia and Bosnia will get Georgian visa easily in Tbilisi or in Batumi
Airport. The cost of visa is about 23 Euro.
f) Reservations and payments for transportation must be before 1st August 2010.
7. Lodging and meals
a) All participants including heads of delegations, parents and coaches are obliged to stay in
organizers official hotels.
b) Reservations and payments for hotels must be made before 1st August 2010.
C) Free board and room will be provided for “invited” players, “personal right players” and
also to the heads of delegation.
d) Hotel payments must be made only in Euro.
e) Payments in advance for accompanying persons and extra players must be transferred to
the bank account given in chapter 9.
f) Hotel accommodation with FB (include breakfast, lunch & dinner with huge amount of
Georgian fruit) for accompanying persons and extra players will cost per person per day –

g) Number of single and triple rooms in *** star and **** star hotels are limited. So, to get
singles and triples try to make an early registration.
8. Tournament hall
Playing hall will be in the “Chess palace”. Distance of playing hall from hotels: from 5 to 15
minutes by bus. Organizer will provide free bus transfer to the playing hall before the start
of each round starting at 14.00 Return circuit to hotel will be every 20 – 30 minutes starting
from 17.00

Players of federations who are not represented at the captain’s meeting will not be paired
according to the decision of ECU Board.
11. Rules and regulations
The tournament will be played by a 9-round Swiss System. National ratings will not be
taken into account for the pairings. Playing rates will be according to FIDE regulations: 90
minutes for 40 moves + 30 minutes until the end of the game plus an additional 30 seconds
per move starting from move one.
12. Prize fund
a) In each age category of boys and girls sections, the first three winners will receive Cups,
medals and diplomas, the IV – V winners of each category – medals and diplomas, the VI –
X winners of each category - diplomas.
b) The champions of each age category will be awarded with HP laptop computers.
C) The II – V players of each category will be awarded with chess programs, mobile phones,
DVD players, MP 3 players. Total amount for all prizes will be 25 000 €.
d) Each participant will receive special presents in total amount for all presents 10 000 €.
