INVESTMENT
Stockport Council and Transport for Greater Manchester
(TfGM) want to make it easier for everyone to get into and
around Stockport town centre, regardless of how they travel.
Stockport Council is committed to ensuring the town builds on
its strengths so has launched its ambitious Investing in
Stockport programme. This work will see £900 million invested,
by ourselves and partners such as TfGM, in Growth projects
over the next five years. We need to ensure our transport
networks make it possible for everyone to access the
opportunities this will bring.
Improving local transport networks opens up access to new
jobs and opportunities, whilst also ensuring Stockport continues
to grow and become an even better place to live, work and visit.

We would like your views on two important transport projects –
Town Centre Access Plan (Phase 2) and Stockport Transport
Interchange. Both projects seek to improve different aspects of
the local transport network and will bring significant benefits for
the local community.

Stockport Town Centre Access Plan
HIGHWAYS
The Town Centre Access Plan (TCAP) is a package of
measures which aims to transform the accessibility and
connectivity to and around Stockport town centre. Considering
access by all modes of travel the plan aims to ease congestion
for general road traffic, buses and freight and encourage
walking and cycling.
The Town Centre Access Plan is being delivered in two distinct
phases between 2015 and 2020. Work on the Phase 1
schemes has begun and is already bringing improvements
within the town centre.
We are seeking to build on this with a second phase of works
and would like your feedback on the proposals we are
developing.
The Town Centre Access Plan proposals include:
 New one-way system around King Street West, Wood Street,
Kingston Street and Chestergate
 Improvements to the approaches to Junction 1 of the M60
 New link road between Wellington Road North and Travis
Brow with a shared pedestrian /cycle path. Introduction of
vehicle width restrictions and improved cycling facilities on St
George’s Road
 New bridge over River Mersey from the Stockport
Interchange to Astley Street
 Improvements made to Wellington Road South/Heaton Lane
as part of TCAP Phase 2/Stockport Interchange, including
improved pedestrian facilities and Heaton Lane (eastbound)
becoming bus/local access only
 Mersey Square public realm improvements as part of
Stockport Interchange project
 Improvements to Knightsbridge/Great Portwood Street
including improved traffic capacity, pedestrian and cycle
facilities and public realm
 Introduction of a Bredbury to Stockport cycle route via
Woodbank Park including a new signal junction at Stockport
Road West/Welkin Road
 Improvements to Hall Street/Turncroft Lane pedestrian and
cycle facilities
 Improvements to the A6 including better local access for
vehicles, more facilities for pedestrians and cyclists,
additional bus facilities and improved public realm
 New pedestrian/cycle crossing on Higher Hillgate.
A new transport interchange for Stockport
As part of plans to make it easier to travel to, from and within
Stockport, Transport for Greater Manchester (TfGM) and
Stockport Council are developing a new transport interchange
to benefit passengers, residents and businesses.
The new interchange will provide a modern attractive
concourse and offer greater access for all passengers. It will
also have better facilities, modern waiting areas, improved
security and easier access to travel information and tickets
through the redevelopment of the current Stockport Bus
Station.
This development and other road improvements in Stockport
town centre will see a safer, accessible environment created for
pedestrians by limiting access for traffic into Mersey Square.
This will be made possible through the construction of a new
access route to the bus station from Heaton Lane, via a new
road bridge across the River Mersey at Astley Street.
Stockport Council and TfGM are currently exploring potential
residential, commercial and other development opportunities
which might be appropriate for construction in conjunction with
the new interchange. This will attract more investment into
Stockport and would further support the regeneration of the
borough.
Subject to planning permission, we plan to start work on site in
late 2016, with the interchange opening for use in 2018. The
interchange forms part of the wider Greater Manchester Local
Growth Deal Programme, which is being funded by Central
Government and local contributions.

Q. What is an interchange?
A. An interchange is a transport hub which allows passengers
to change easily from one type of transport to another, for
example bus, train, taxi, bicycle or coach. This makes public
transport more accessible; easier to use, safer, more reliable
and enjoyable. The Stockport Interchange will also have
improved links to the railway station, a cycle hub and remain
situated on the Trans Pennine Trail.
Q. What improvements will the new interchange offer over
the existing bus station?
A. While developing the design for the new interchange we are
keen to ensure that we provide a facility that not only caters for
the needs of passengers today and in the future, but also
recognises the heritage of its surroundings.
The new interchange will provide a modern, covered, central
concourse with better links for pedestrians between the town
centre and the interchange. New lift access will improve links
between the interchange, A6, and the rail station. Provision for
cyclists between the Trans Pennine Trail and the town centre
will also be improved through the introduction of a new route.
In addition, the scheme will include a Cycle Hub, which offers a
safe facility for cyclists to leave their bikes whilst at work, or out
shopping. Access into the interchange for buses and
pedestrians will be provided via the new bridge across the
River Mersey at Astley Street which will significantly reduce
traffic from Mersey Square and allow improvements to be made
to the public realm.
Q. What will the new interchange offer?
A. The interchange will be fully accessible and have improved
passenger facilities including:
• A ticket and information outlet, retail and café facilities
• High quality, fully accessible toilets and baby changing
facilities
• A covered passenger concourse with a seated waiting area
• Secure cycle parking facilities
• Enhanced passenger security and CCTV
• Clear and concise electronic passenger information
• Improved taxi facilities
Q. How will bus services be maintained during
construction?
A. We will make sure that bus services can still use the bus
station and will work to ensure any disruption to passengers
and services is kept to a minimum. Whilst work is being
undertaken information about changes to services and stand
locations will be available at the current bus station, in the rail
station and the TfGM website.

Next steps
Stockport Council and TfGM will collate, analyse and consider
the responses to the consultation. The feedback will be used as
part of the decision making process to inform the development
of the designs for Phase 2 of the Town Centre Access Plan and
the Stockport Interchange.
