Northern Sun Intercollegiate Conference (NSIC) 2016-17 Women’s Basketball Game Operations Pre-Game Checklist It is imperative that the officials have a pre-game conference with the table crew. The referee will conduct the pre-game with input from the U1 and U2. The table crew should know that they are integral role of insuring that the game is administered correctly. The pre-game conference should be held in the officials’ locker room 45 minutes before game time, if possible. If that is not possible, the officials need to meet with the table crew between the time they go out on the floor and the start of the game. Official Scorer 1. The scorer will record the time on the game clock when the official signals that an instant replay review for a correctable error of counting a two-or-three point goal is required. 2. Review scorebook for starters and accuracy of player line-ups. Check for each team representative approval (initials). 3. 2 free throws beginning with the 5th foul in each period. (Women Only) 4. Review All Media Time out information New media format: 4 timeouts: 3 –thirty seconds and one full-60 second. Lose one thirty second time out if not used in first half. One extra 30 second timeout in overtime and any unused from 4th period. (Women Only) 5. All media timeouts are regular (75-second) and will be between periods – along with - There must be one electronic-media timeout in each period that occurs at the first team-called timeout above the 5-minute mark of each quarteror the first dead ball at or below the 5-minute mark. (Women Only) 6. Notify of final timeout. 7. Review alternating possession arrow change procedure – throw-in violations and fouls before throw-in ends. 8. Review unusual signals, intentional fouls, moving from throw-in spot, excessive swinging of elbows etc. 9. Overtime format- 1 min intermission, continuation of 2nd half, 5-minutes(Women only), 1 additional 30 second time-out, and 59.9 stoppage. 10. Review approval of final score with referee before leaving court, thumbs up or other communication. Public Address Announcer 1. Request that PA Announcer announce when there is 1 minute remaining in game. Game-Clock Operator 1. Instruct Game-Clock Operator to run down game-clock – listen to horn, check LED lights. 2. Verify that there are two stopwatches at table to serve as back-up timing devices. 3. Review 59.9 stoppage of game-clock in regulation /overtime on made basket. 4. Review timeouts- horn at 45 and 60 for regular, 60 and 75 seconds for media, 30-second timeouts - horn at 15 and 30 seconds. 5. New 2015-16: Review player disqualification, 15 seconds for replacement, first horn when official tells the table of the disqualification and gives start signal and second horn at 15 seconds. 6. Review blood rule, Women - 20 seconds allowed with horn at 5 and 20 seconds. 7. Review responsibility for notifying officials of any timing or score keeping errors at next dead ball. 8. Review - Horn should be sounded ONLY when ball is clearly dead and/or in possession of an official. 9. Review responsibility to notify both teams and officials when there is three minutes before either half is to begin. Shot-Clock Operator 1. The shot clock operator will stop the timing devise and reset it after a double personal foul when only one of the fouls is a flagrant foul. 2. Instruct Shot-Clock Operator to reset and run down shot-clock – listen to horn, should be distinctly different sound. 3. Check to see if timing devices allow for automatic reset of shot-clock to previous reset point. 4. Review jump ball tip-off, game-clock starts on tip, and shot-clock starts on possession. 5. Review on a missed free throw, game-clock starts on touch, shot-clock on possession. 6. Review throw-ins, game-clock and shot-clock start on touch by ANY player in-bounds. 7. Review kicked ball reset of shot-clock to 15 when 14 or fewer seconds remain. 8. Review turning off shot-clock on reset situation if game clock reads less than shot-clock period (30 sec for men and women). 9. Instruct when in doubt about ball hitting rim or change of possession – Do NOT reset shot-clock. 10. Review defense saving ball going out of bounds, bat vs. throw, no possession vs. possession, no reset vs. reset. 11. Advise to be deliberate in resetting shot-clock – i.e. defensive player saves ball from going OB but steps on line first.
