POSITION DESCRIPTION Ministry of Public Safety and Solicitor General POSITION TITLE: Senior Policy Analyst DIVISION: Gaming Policy and Enforcement UNIT: POSITION NUMBER(S): 54774 Policy, Responsible Gambling and Business Services LOCATION: Victoria SUPERVISOR’S TITLE: Executive Director POSITION NUMBER 74485 SUPERVISOR’S CLASSIFICATION: Strategic Leadership PHONE NUMBER: 250-387-3211 PROGRAM: Gaming Policy and Enforcement Branch (GPEB) regulates all gaming in B.C., ensures the integrity of gaming industry companies, people and equipment, and investigates allegations of wrongdoing. This includes regulatory oversight of the B.C. Lottery Corporation (which conducts and manages lotteries, casinos, community gaming centres and commercial bingo halls), B.C.'s horse racing industry, and licensed gaming events. The Branch also manages responsible and problem gambling programs and distributes gaming funds to community organizations. The Policy, Responsible Gambling and Business Services Division develops and maintains a rigorous and transparent policy and regulatory environment for gaming and horse racing in British Columbia, balancing economic benefits with associated social issues. This includes the province-wide Responsible Gambling Strategy, which delivers counselling services and public awareness and education. The Division is responsible for all financial and information technology requirements of the Branch, including the annual budget process, distribution of gaming revenues to charities, local governments and other grant recipients, personnel management practices, custom built web-based applications, help desk functions, and strategic planning for future IT requirements. PURPOSE OF POSITION: Senior Policy Analysts are responsible for the development and implementation of provincial and charitable gaming and horse racing policies, regulations, standards and legislation, and the conduct of special projects involving consultations with BC Lottery Corporation, gaming industry leaders, non-profit community organizations, special interest groups, other ministries, the federal government, crown agencies and local governments. NATURE OF WORK AND POSITION LINKS: Senior Policy Analysts work independently to manage special projects for the development, analysis and evaluation of policy and standards proposals and legislation, and the conduct of industry and community consultations, that respond to or have impact on current and future priorities and initiatives. This includes reviewing initiatives from other ministries, governments and the gaming industry by formulating and recommending the Branch and Ministry position. Senior Policy Analysts must have a clear understanding of the direction in which gaming and horse racing regulation needs to move in order to translate the vision of the Minister, the ADM, Executive Directors, and Directors into effective legislative amendments and policies that are synchronized with the federal Criminal Code and serve the needs of the Province and communities. This requires the ability to work with government, industry, community organizations, and municipal officials who may have divergent interests, and developing solutions that meet the needs of all parties. Senior Policy Analysts lead projects and project teams through all phases, including problem definition, consideration of strategies and implications, research of issues, development of options, and selection of alternatives for recommendation, including sound implementation approaches and the likely impacts on program delivery. They monitor and evaluate subsequent activities and recommend legislative, policy and program changes where appropriate. To accomplish this, Senior Policy Analysts work with: Stakeholders, including gaming services providers, industry associations, the horse racing industry, municipalities and community organizations for the purposes of consultation on legislation, directives, public interest standards, policies, and practices; Officials of the BC Lottery Corporation to address policies and standards for lottery schemes, casinos, community gaming centers and commercial bingo halls, the protection of gaming revenues, and the location and relocation of gaming facilities; Updated: July 2011 Page 1 of 3 NATURE OF WORK AND POSITION LINKS: Municipalities, concerning gaming revenue sharing, the location or relocation of gaming facilities and the types of gaming within their boundaries; Charitable umbrella organizations, including the Bingo Council of BC and the BC Association of Charitable Gaming, to build relationships, resolve issues, and consult on public policy matters; Legislative Counsel, the Ministry Legislation & Legal Services Branch and Cabinet Operations concerning legislation and Orders in Council; Cabinet Operations and Treasury Board Staff and senior ministry officials, concerning the preparation of major briefing materials for the Minister and the Deputy Minister for Estimates Debates and general public discussion of issues; Gaming regulators in other Canadian and foreign jurisdictions to establish and maintain networks to exchange information concerning policies, standards and legislation, and to address new innovations in commercial and charitable gaming, horse racing, and lottery schemes; Other GPEB staff who work to ensure the integrity of gaming. SPECIFIC ACCOUNTABILITIES / DELIVERABLES: 1. Review and analyze existing legislation, regulations, policies, procedures, reports, background information and other materials of direct relevance to GPEB, recommend changes to improve program effectiveness, and identify complex policy and program issues, alternatives, implications, solutions and implementation strategies that address the recommendations; 2. Manage projects to conduct public consultation with stakeholders in order to identify emerging issues, such as new forms of gaming, internet gaming and first nations gaming, and to lead the development of options for addressing these issues through policy, legislation, and standards; 3. Manage projects to develop changes to policy, standards, and legislation in response to government initiatives and ; 4. Advise the General Manager, Executive Directors, senior management and operational staff on issues impacting policies, and recommending appropriate solutions and strategies; 5. Identify budget, personnel, logistic, equipment, technology, administrative resources and external participants required to ensure the success of projects, and the tasks that must be carried out; 6. Provide direction to Policy Analysts in the collection and analysis of relevant information; 7. Coordinate the BC Lottery Corporation Board appointment process in consultation with the Lottery Corporation and Board Resourcing and Development Office; 8. Develops briefing materials respecting the disclosure of information and records requested under the Freedom of Information and Protection of Privacy Act. 9. Build relationships with representatives from the major sectors of the gaming and horse racing industry to accurately capture emerging issues and solicit input into policy proposals; 10. Prepare the documentation required for legislation, policy, budget, and planning initiatives, including requests for legislation, Cabinet submissions, Treasury Board submissions, service plans, budget documents, briefing notes, issue papers, reports, and project documents; 11. Analyze the implications of policies or legislation proposed by other government agencies and prepare policy responses for the Ministry that are consistent with Branch objectives. Graduate degree preferred, or an equivalent combination of education and experience. At least three years progressively responsible experience analyzing complex policy issues, including: o Experience conducting research and policy analysis; demonstrated ability to analyze, research and develop policy options and recommendations. o Experience developing legislation and regulations. o Experience working with senior government officials, senior level professionals and external stakeholders. o Experience writing Cabinet Submissions and/or Treasury Board submissions.
