Political dialog with other
regions and countries in the World
• Montenegrin political dialogue with third countries, regions
covered by specific EU policies, for example: the European
Neighborhood Policy, Euro-Mediterranean Partnership and the
Peace process in the Middle East; Transatlantic cooperation,
• Cooperation with the Russian Federation and Asian countries as
well as regional integrations, cooperation with the ACP
countries and Latin America shows a high degree of
compatibility of the Montenegrin foreign policy with the EU,
• Political dialogue between Montenegro and the third countries
covered by the European Neighborhood Policy is carried out on
an ad hoc basis.

Euro-Mediterranean Partnership
• Montenegro has good cooperation with the countries
appertaining to Euro-Mediterranean dialogue;
• Cooperation between Montenegro and the Euro
Mediterranean dialogue countries (Israel, the Palestinian
Authority, Lebanon, Jordan, Algeria, Egypt, Tunisia, Libya,
Morocco, Syria, Mauritania) is carried out on an ad hoc basis;
 Policy towards Syrian conflict in line with EU,
 Support to peace efforts and reaching overall, lasting and
sustainable solution for relations of Palestine and Israel,
•Membership in the Union for the Mediterranean (13 July
2008).

Eastern Partnership
- Montenegro has good cooperation with the
Eastern Partnership countries (Moldova, Georgia,
Azerbaijan, Armenia, Belarus, Ukraine);
- Cooperation with the Eastern Partnership
countries is carried out on an ad hoc basis, with
the focus of the advancement of economical
cooperation.

RUSSIA, CHINA, INDIA
Russia
Relations between Russia and Montenegro are characterized by traditionally
friendly relations and successful and developed bilateral cooperation in all areas,
with regular political contacts;
Montenegro and Russia signed 23 agreements, while 12 are in procedure;
• China
Montenegro has an good cooperation with China in various fields and the
continuity of visits at the highest level is present;
Montenegro and China exchanged ambassadors immediately after Montenegro
restored its independence;
Relations of Montenegro and China have permanent growth trend with mutual
interest for further development through continuous political dialogue and
intense cooperation at all levels.
Additional incentive for development of bilateral relations – Agreement of
cooperation between China and states of Central and Eastern Europe in 2012.

UNITED STATES OF AMERICA (USA)
•
Montenegro and the USA have good partner relations and political contacts
with developed cooperation;
•
In the last 10 years, USA provided Montenegro with assistance of more than $
200 million;
•
The USA strongly supports the reform of the defense sector in Montenegro,
which is of particular importance for the further progress of Montenegro into
NATO;
•
Montenegro's cooperation with the USA in the defense sector is realized
through: Program for International Military Education and Training (IMET),
Foreign Military Financing Program (FMF), the Combating Terrorism
Fellowship Program (CTFP), Program Military to military / State Partnership
Program (SPP) with the federal state of Maine, the Partnership for Peace
Program, George C. Marshall Center, programs of humanitarian assistance,
program for the destruction of surplus weapons and ammunition.

UNITED STATES OF AMERICA (USA)
•
Since Montenegro restored its independence, Montenegro and NATO have concluded a
number of bilateral agreements: Memorandum of Understanding between the
Government of Montenegro and the USA Government in executing Exercises MEDCEUR,
in July 2010; Agreement between the Government of Montenegro and the USA
Government on cooperation in the area of preventing the spread of weapons of mass
destruction and improving defense and military relations, in September 2011; Plan
of bilateral cooperation between the Montenegrin army and the Armed Forces of
the United States in 2010, in March, 2009; Technical agreement on the destruction of
small arms and light weapons and various types of ammunition, in December 2009;
Acquisition and Cross-Servicing Agreement (ACSA), September 2007; Agreement on the
use of resources / equipment for the area of defense, training and other services in the
field of defense, May 2007; Status of Forces Agreement (SOFA), May 2007; Security
Cooperation Agreement (SCA), in April 2007, Agreement on Article 98 of the Rome treaty
on mutual non-extradition of nationals to international courts, in April 2007;
•
USA in Montenegro opened the Representative American Chamber of Commerce and, in
the Ministry of Defense, the Office for bilateral cooperation.;

CANADA
•
Montenegro and Canada have a good bilateral cooperation, especially in the field of
economics. Canada has, through the programs of the Canadian Agency for
International Aid (CIDA), helped projects related to health, education, judiciary,
public administration, strengthening civil society, local initiatives, environmental
sustainability, combating human trafficking and gender equality. In addition, Canada
supports the strengthening of the capacities of Montenegrin defense sector;
•
In November 2012. the Memorandum of Understanding between the Ministry of
Defense and the Department of National Defense of Canada and the Canadian Forces
on Canadian Military Training and Cooperation Program was signed, and it replaced
the previous Memorandum of understanding between the two ministries of defense,
signed in March 2008. Within the frame of Memorandum of Understanding a number
of programs are implemented with the emphasis on learning foreign languages, and
until now several dozen Montenegrin officers went through various forms of training
in Canada. Canada has also been a major donor to the NATO project of assisting
Montenegro in the process of destroying stocks of landmines in the year 2007;
•
Montenegro and Canada regularly cooperate within organizations and agencies of the

UN system and within other international organizations.

LATIN AMERICAN CONTRIES
• Montenegro has good partner relations with Latin
American
states,
aimed
at
developing
cooperation and enhancing legal-contractual
basis in areas of sustainable development,
tourism, culture.
• The cooperation and communication that has been
established could be assessed as action-packed
within international forums. Montenegrin officials
have visited Argentina, Cuba, Brazil after 2006. 14

COOPERATION WITH ASIAN COUNTRIES
• Montenegro has good partner relations with Asian states,
aimed at development of overall bilateral relations and
establishment of contractual legal basis for cooperation in
the field of economy.
• Good cooperation and communication has been
established with Asian states in the frame of international
forums. Montenegrin officials have visited Japan, India and
China.
• Planned official visits to South Korea, New Zealand.

JAPAN AND AUSTRALIA
•Montenegro and Japan have good and friendly relations that
tend to be intensified and developed in all fields of activities.
•Agreement on prevention of money laundering and
financing terrorism, January 31st 2012, has been signed by
financial-intelligence services of Montenegro and Japan, on
the side line of the meeting of Egmont group – Philippines.
•Montenegro and Australia have good friendly relations with
mutual readiness for their strengthening.

HUMAN RIGHTS
•Montenegro has accepted the highest standards for protection and promotion of
human rights according to the international human rights law (first of all UN,
CoE)
•State Party to all major international human rights treaties
•Permanent cooperation with all treaty bodies (first of all UN) and special
procedures aimed at implementing of international standards and
recommendations
•Reporting before appropriate human rights treaty bodies, with some delays in
the initial stage, is mostly regular and in line with the reporting guidelines
•Montenegro has accepted being a subject to all communication procedures of
the UN human rights treaties it has ratified and made no reservations to any of
these treaties
•Respect for human rights, promotion and protection of fundamental human
rights and freedoms - lasting value of its policy and the basis for strengthening
national and regional stability

Member state of the UN Human Rights Council for the term 2013-2015
As a HRC member state, Montenegro is fully committed to the principles of universality,
impartiality, objectivity, non-selectivity and constructive international dialogue and
cooperation in the field of human rights
Voluntary pledges and Commitments of Montenegro as a candidate/member of the UN

Montenegro has been acting in accordance with accepted international standards and
advocating for universal implementation of the international human rights law
Its activities in multilateral forums in the field of human rights are fully in line with the
EU common positions (the GA Third Committee, Human Rights Council; cooperation
has been intensified in 2013 within the UN HRC sessions)
As a HRC member state, Montenegro expects to strengthen its professional capacities
for specific aspects of human rights issues, which will contribute to development of
national capacities for participation in the human rights dialogue as a tool of the EU
common foreign policy, once the membership criteria have been met
To that end, Montenegro will put special focus on the EU guidelines for the human
rights dialogue and the EU human rights guidelines
