Mission Statement The mission of the National Youth Congress Bible Quizzing Ministry is to help young people cultivate the actions, attitudes and lifestyle of Jesus Christ. The Quizzing Ministry aims to achieve this goal by: Encouraging today’s youth to study the Bible Developing discipline and discipleship Creating opportunities for interaction and fellowship Providing avenues for exciting Christian competition The National Youth Congress Bible Quizzing Ministry strongly believes that rules are necessary to achieve a ministry whose purpose and standards are clear and consistent. It is the duty of everyone associated with quizzing to uphold the integrity of the rules and quizzing ministry. Any attempt to gain an advantage by circumvention, disregard or manipulation of the rules is unethical and detrimental to the quizzing ministry. Rules alone can never prevent unfair tactics or unsportsman-like attitudes. The actions and attitudes of every person involved (quizzers, coaches, officials, ect...) should be in accordance with the purpose and objectives of the National Youth Congress Bible Quizzing Ministry. The pursuit of success must never dominate the commitment to exhibit a Christ-like example. In every situation, both in and out of quizzing, we must all try to exemplify the attitude of Jesus Christ! 1 Competition Director: 1. The Competition Director is the National Youth Congress President or anyone appointed by the National Youth Congress President. 2. The Competition Director is responsible for the following: Organizing the method of competition. Obtaining all officials for the quiz tournaments. Distributing copies of the National Youth Congress Quizzing Manual and Study Guide. Overseeing the operation of the competition, supervising publicity, informing teams of the quiz location, obtaining and distributing awards, ect. Quiz Master: 1. The Quiz Master is appointed by the National Youth Congress President, must be impartial, and have a thorough knowledge of the quizzing rules and Biblical materials being covered. 2. The Quiz Master must: Read each question for the quizzers and recognize the first quizzer to jump. Rule on the correctness of a “Toss-up Question” or “Bonus Question.” Consult with the Content Judge to determine the correctness of an answer or ruling on challenges and appeals if he/she deems it necessary. Announce the score periodically if a scoreboard is not present. Call any foul committed by a quizzer or coach. Ensure that the actions of all quizzers, coaches, and officials are in adherence with the Quiz Code of Ethics. **Note: The Quiz Master’s interpretation of the official rules and the Quiz Code of Ethics is FINAL. The Quiz Master shall rule on all matters not covered by the rules or Quiz Code of Ethics. 2 Content Judge: 1. The Content Judge must be impartial and have a thorough knowledge of the quizzing rules and Biblical materials being covered. 2. The Content Judge must: Have access to all quiz questions and read them silently as the Quiz Master reads them aloud. Serve in an advisory capacity to the Quiz Master regarding rulings on the correctness of a “Toss-up” or “Bonus” question, challenges, and appeals. Jump Judge: 1. The Jump Judge must be impartial. 2. The Jump Judge must: Determine which quizzer jumped to answer a question first. The decision of the Jump Judge(s) is FINAL and CANNOT be challenged. **Note: A minimum of two Jump Judges must be present when no electronic equipment is being used. Foul Judge: 1. The Foul judge must be impartial. 2. The Foul Judge must: Inform the Quiz Master of all fouls committed by a quizzer or coach during the tournament. Scorekeeper: 1. The Scorekeeper must be impartial. 2. The Scorekeeper must: Have a thorough knowledge of the official quizzing rules, especially those concerning scoring. Record team line-ups. Record the points gained or lost by each individual quizzer and team. 3 Notify the Quiz Master when a quizzer has answered four consecutive questions correctly. Record the final team and individual scores. Supply the Quiz Master with periodic score updates and the final scores. Make note of all substitutions. Timekeeper: 1. The Timekeeper must be impartial. 2. The Timekeeper must: Keep an accurate record of the number or “time-outs” used by each team. Boldly and loudly announce the word “TIME” when there is no more time left for a quizzer to answer a question or for a team to remain in “time-out.” Boldly and loudly announce any infringement of time limits by a horn, bell or verbal means. 4 Questions: 1. 2. 3. 4. 5. All “toss-up” questions asked during a tournament will come directly from the State Youth Congress Study Guides. All “toss-up” questions are based solely on the KING JAMES VERSION (KJV) of the Holy Bible. A “toss-up” questions will be read only once and cannot be repeated. If no quizzer jumps to answer a “toss-up” question five (5) seconds after it has been read, then the “toss-up” question will be closed, the Quiz Master will give the correct answer and read the next “toss-up” question. The Quiz Master may throw out a “toss-up” question if it is misread or contains wrong information. Platform Rules: 1. 2. All quizzes must be seated facing the Quiz Master. Only the officials, coaches, and quizzes are allowed on the platform during a tournament. Team Line-ups: 1. 2. 3. Each team coach will turn in their line-up to the Scorekeeper prior to the start of the tournament. (A team line-up is a list of the names of each team member and the order in which they will be seated during the quiz.) Failure to turn in a line-up will result in a 10-point deduction. The line-up cannot be changed once it is turned into the Scorekeeper. A foul will be called if a team is not sitting in the order of their line-up. Time-Outs: 1. 2. Each team is permitted three (3) time-outs. A time-out is no more than sixty (60) seconds long. Only the team captain, team coaches and officials can request a timeout. 5 Substitutions: 1. 2. A substitution can only be made during a time-out. The coach must inform the Scorekeeper when a substitution is made. Length of Competition: 1. The quiz competition will officially end when the last question has been read and answered. Pre-Announcing Questions: 1. There is a specific way in which the Quiz Master will ask each question. (Please see page 8 for details and specific examples.) Jumping: 1. 2. When a “toss-up” question is read, the first quizzer off the seat toward a standing position will be announced by the Jump Judge(s), recognized by the Quiz Master and allowed to answer the “tossup” question. If two (2) or more quizzers from opposing teams jump at the same time, they will be asked to approach the Quiz Master and other officials and whisper the answer into his/her ears. Answers: 1. 2. 3. 4. 5. 6. A quizzer’s weight leaving the seat is considered a jump. All quizzers must wait until the Quiz Master has finished reading the “toss-up” question before they jump to answer it. If any quizzer jumps to answer the “toss-up” question before the Quiz Master can finish reading the “toss-up” question, then the quizzer will only receive five (5) points for the correct answer. A quizzer has five (5) seconds to answer a “toss-up” or “bonus” question. A quizzer must wait to be announced by the Jump Judge(s) before they can proceed to answer a “toss-up” or “bonus” question. After a quizzer has been recognized by the Quiz Master, he/she must approach the microphone and answer loudly and clearly. 6 Quiz-Outs: 1. A quizzer who answers four (4) consecutive questions correctly, “Quizzes Out” and will not be permitted to answer any more questions for the duration of the quiz. Bonus Questions: 1. A “bonus” question will only be asked if a “toss-up” question has been thrown out. “Bonus” questions can also be used to break a tie between opposing teams with the same score. Challenges: 1. Only the team captain may “challenge” a decision if he/she feels that the Quiz Master or Content Judge ruled incorrectly on an answer. If approved, ten (10) points will be awarded, if overruled, ten (10) points will be deducted. Appeals: 1. An appeal is when a team captain request that the Quiz Master throw out a “toss-up” question because of a misreading, erroneous information, or auditory/visual interference (extreme noise, faulty sound or malfunctioning lighting system, ect.) Fouls: 1. The following shall be designated as fouls: Any action or attitudes by quizzers, coaches, or officials which the Quiz Master deems inappropriate or not in accordance with the State Youth Congress Quiz Code of Ethics. Verbal and non-verbal communication between any quizzer and the audience, coach, officials or another quizzer. Starting to answer a question before being recognized by the Quiz Master. Jumping before a “toss-up” or “bonus” question is read. Touching another quizzer. Having any piece of paper visibly displayed during any part of the quiz. Team members not sitting in the order of the official line-up. Each foul will result in the deduction of ten (10) points from the team score. 7 1. Identify the speaker in this verse: “I am the way the truth,…” “Question number six will be a Multiple choice question. number six. Question. In the beginning was the what? A, B, C…” “Question number seven will be a Quote question. Question number seven. Question. Quote this verse, Genesis chapter 1, verse 1.” “Question number eight will be a Reference question. Who said it, to whom, and what was the response: “You are the…” Question 8 The Points: Correct answer to “toss-up” question = +10 Points. Incorrect answer to “toss-up” question = -10 Points Correct answer to “bonus” question = +20 Points. Incorrect answer to “bonus” question = NO POINT DEDUCTION. An “approved” challenge = +10 Points An “overruled” challenge = -10 Points A team foul = -10 Points Late team line-up = -10 Points 9 The Team: 1. A standard team is comprised of five (5) members. 2. A team can have more than five (5) members, but only five quizzers will be able to participate in a quiz session at a time. The other team members will be substituted in at the discretion and direction of the team coach. 3. If a team has less than five (5) members, that team can link-up with a team from another district to form one complete team. 4. If a team has less than five (5) members and does not wish to link up with a team from another district, then they are more than welcome to enter the competition with no less than two members. 5. Each team must have a COACH. 6. Each team must have a CAPTAIN and a CO-CAPTAIN. 7. The captain of each team has the authority to challenge a question, appeal to have a question thrown out, or request a timeout. 8. The co-captain will act in the place of the captain, should the captain quizout or become disqualified for some reason. 10 What Does It All Mean? An APPEAL is a request from the team captain to the Quiz Master to throw out a question because of a misreading, erroneous information, or auditory/visual interference (extreme noise, faulty sound/lighting systems.) AUDITORY/VISUAL INTERFERENCE is excessive or sudden noise/distraction which interrupts a quizzer’s concentration. BONUS POINTS is the standard 20 points awarded to a team or teams when a bonus question is answered correctly. BONUS QUESTION is a question that is used when a “toss-up” question is thrown out or to break a tie between opposing teams. The CAPTAIN is the only quizzer on a team permitted to make an appeal, challenge a question, or request time-out. The team must have a captain appointed at all times. A CHALLENGE is a request by a captain that the Quiz Master reconsider a decision concerning a “toss-up” question. The COACH is the adult who supervises the quiz team, the learning of all quiz materials, interprets quiz rules and assists the team during competition. The CO-CAPTAIN is the quizzer who assumes the duties of the captain should the captain “quiz-out,” be disqualified or leave the quiz area for any reason. A CONTENT JUDGE is the individual responsible for assisting the Quiz Master in ruling on the answers, in considering challenges and appeals, and interpreting the official rules. 11 ERRONEOUS INFORMATION is any material given by the Quiz Master of by a quizzer at any time that is incorrect. Correctness will be determined by the King James Version of the Holy Bible. An ERROR is an incorrect answer to a “toss-up” or “bonus” question. A FOUL is an unfair act to gain an advantage during jumping or answering or any other action or attitude not in accordance with the National Youth Congress Quiz Code of Ethics. A FOUL JUDGE is an official responsible for calling all fouls committed during a quiz. A JUMP is a quizzers weight leaving the seat toward a standing position. A JUMP JUDGE is an official who is responsible for determining the first quizzer to jump. An OVERRULED CHALLENGE is a challenge which the Quiz Master has determined contains insufficient grounds to reverse the original decision. The PLATFORM is the area that the teams, coaches, and officials occupy during the quiz. A PRE-JUMP is a jump by a quizzer before the Quiz Master has finished reading the question. The QUIZ MASTER is the official responsible for reading the questions, ruling on challenges, appeals, the correctness of answers, the interpretation of official rules, and adherence to the Quiz Code. The QUIZ CODE contains all the guidelines and standards by which all Bible Quizzing participants must abide without exception. A RULING is the decision made by an official regarding: jumping, answering, challenging, time limits, appeals or fouls. 12 The SCOREKEEPER is the official responsible for recording all points added or subtracted from a team, noting substitutions and when a quizzer is in danger of “quizzing out.” STUDY GUIDES are the Elementary, Middle School, High School, and Young Adult question and answer booklets. These booklets contain the “toss-up” and “bonus” questions that will be asked during the quiz tournament. A TEAM LINE-UP is a form that shows the order in which team members will sit during a tournament. It also shows which quizzers will be serving as captain, co-captain, and substitutes. The TIMEKEEPER is an official who is responsible for ensuring that all quizzers and coaches are in compliance with the time limits A TIME-OUT is the sixty (60) second break requested by a team captain, coach or an official. A TOSS-UP QUESTION is a standard question found in the National Youth Congress Bible Quizzing Study Guide that will be asked by the Quiz Master during a tournament. 13 DON’T FORGET! Quizzers, remember to memorize the answers to all “toss-up” and “bonus” questions VERBATIM (word-for-word)! Quizzers, remember to wait until the Quiz Master has FINISHED reading the “toss-up” and “bonus” questions before jumping to answer! Coaches, don’t forget to select a captain and co-captain for your district team. Coaches, remember to complete a team line-up sheet and submit it to the Scorekeeper prior to the start of the competition. Ten (10) points will be deducted if you don’t! Coaches, be sure to review the official rules on “Fouls” with your quizzers! It is very important that everyone conduct themselves appropriately. Bible Quizzing Is Great! 14
