UNICEF Vacancy – Temporary Appointment (364 days)
Immunization Logistics Officer (NO-B), Cold Chain and EPI Supply
Chain Management, based in Yangon
UNICEF Myanmar is seeking to recruit dynamic, motivated and committed professional to
provide overall management, quality assurance and coordination of the cold chain expansion
and replacement plan and immunization supply chain for strengthening immunization services
delivery and introduction of new vaccines in coordination with the Central Expanded
Programme on Immunization (CEPI) and Procurement and Supply Unit in the Department of
Public Health, Ministry of Health. The incumbent will be based in Yangon with frequent travel
to Nay Pyi Taw (40%) and other States and Regions.
Under the guidance and supervision of the Immunization Specialist, the incumbent will carry
out the following tasks:MAJOR DUTIES AND RESPONSIBILITIES:
1.
Collaborate with the UNICEF Supply/Logistics Section to facilitate procurement as well
as efficient customs clearance, storage and distribution of cold chain equipments and
other associated supplies including GAVI supported supplies (vaccines and injection
materials.
2.
Support UNICEF EPI team and Department of Public Health/CEPI in reviewing the
distribution plan of all EPI supplies especially cold chain equipments and facilitate the
distribution in consultation with UNICEF Supply/Logistics team.
3.
Provide weekly and monthly updates on the status of procurement, clearance, storage
and distribution of cold chain equipments and other EPI supplies for cold chain
expansion, immunization supply chain strengthening including vaccines and injection
materials.
4. Support the Ministry of health in ensuring that the cold chain equipments distributed are
installed and functional. In addition, provide support in ensuring that the cold chain
inventory is updated to include new equipments.
5. Support UNICEF and MOH/CEPI in the implementation of the effective vaccine
management (EVM) improvement especially in the areas related to strengthening
immunization supply and logistics management system.
6.
Support MOH/CEPI and Procurement/Supply unit in immunization supply/logistics
management systems, procedures and documentation including regular reporting.
7.
Plan, design and conduct training for Government counterparts in supply management,
distribution and inventory management of immunization supplies and equipment in
collaboration with other technical experts in the field.
8.
Provide effective coaching to the Ministry of Health staff at central, state/region and
Township level as required on immunization supply management.
QUALIFICATIONS, SKILLS AND ATTRIBUTES required to perform the duties of the post:
a)
Education
Advanced university degree in one of the following areas: Management, Public
Administration, International Development or related field. A first level University
degree with relevant years of working experience may be exceptionally accepted in
lieu of the advanced university degree.
b)
Work Experience
 Minimum two years of progressively responsible professional work experience in an
international organization with proven records of managing large procurement,
logistics and data management. Experienced in strategic sourcing, transport
management, customs clearance process, and warehousing & distribution
management.
 Prior experience of working in Myanmar in the areas related to management of
health related supplies -the health logistics background especially the Myanmar
Ministry of Health supply chain.
 Experience in managing and supervising teams with a mix of skills.
 Experience of managing large and complex budgets.
 General knowledge of health issues, Immunization, is desirable.
 Strong interpersonal skills and ability to negotiate with programme counterparts
from the Government and NGOs.
 Strong planning, organization and strategic thinking skills
c)
Language Proficiency
Fluency in English and local working language of the duty station is required.
