• For the first time in Italy you can find, at a national level, a
piloting action aimed at the promotion of a dual system
due to an agreement between Regions and National
Government
• The piloting project previews to use 3 main tools and it will
concern training VET courses aimed at gaining the final
qualification or the professional diploma. The beneficiaries
are youngsters between 14 and 18 years old

The piloting project will be developed in 2 steps
• selection of VET centres to involve in the project,
enhancement of their guidance and placement services and
identification of a good organizational model for guidance
• start up of the training courses that will preview the dual
system

STEP 1 – SELECTION OF VET CENTERS
• open national call to select and involve in the piloting project 300 VET
centers at the national level – 8 in FVG
• every selected vet provider will receive 35.000,00 €
• the grant will contribute to enhance a new organization of guidance and
placement services, will fund the training for operators and promotion of
new tools to improve relations with production system …. Just to facilitate
the start up of the dual system

STEP 1 – OTHER ACTIVITIES
Italia Lavoro is the Labour Government Agency that will select the VET
centers and provide some servicies to VET centers during the piloting
project.
• Support VET providers to raise guidance and placement services to new
identified standards
• Support Vet providers to define and organize new models of placement and
guidances
• Train the operators
• Support VET providers to take part in the list of authorized subjects allowed
to realize the dual system and placement
• Support VET providers in designing and signing apprenticeship contracts
to hit qualification or diploma

• Provide training about law aspects of the apprentice contract
• Realization of informative material about the new apprentice contract to
disseminate in the production sector
• Create a model to support companies about their fullfillments for hosting
students of the dual system
• Monitoring the going on of the project
• Support vet providers in scouting of companies interested in the dual
system
• Territorial needs assessments
• Dissemination activities among stakeholders
• Collecting the companies requests and defining the requested professional
profiles

STEP 2 : START UP OF THE TRAINING COURSES
• The project will be developed in two years – 2015/2016 and 2016/2017
with VET courses that start in september
• The challenge is to involve at least 50 companies within 2 years
• The final EQF levels of qualification will be the 3° and the 4°
• In the case Vet providers are not able to find an hosting company for the
piloting experience, the practice firm could be a valid solution and it will
have to take at least 400 hours per year
• The practice firm is a protected work environment realized inside the Vet
Center, very similar to the company

PROBLEMS?
• we are absolute beginners, so we need suggestions, things
to avoid….
• at the moment little cooperation with the Ministry of Labour,
despite the agreement – centralization of the decisions
• (too) many operating details are still unknown
