Some notes on institutional and sustainability fro the
EASCAB Post Evaluation Meeting

Aspects Evaluated in the Post
Evaluation
o Ex-Post Evaluation of the EASCAB Project,
carried out in AMSs and ASEC, May/June 2013
o The following aspects were evaluated:

Institutional
o AMSs have started to take an increasing role in
developing the framework of the ASEAN
Community Statistical System,
o Brunei and the Philippines have taken the lead in
strategic planning and the mid-term review;
Malaysia and Singapore are preparing the
dissemination policy document; Indonesia is
finalising the draft TOR for the WGIMTS; and
Vietnam is undertaking a similar role for SITS
Institutional
o Increased harmonization of ASEAN statistics
brought closer cooperation, exchange of
experience, increased comparability of the
statistics, and benchmarking
o In many countries the EASCAB Programme have
brought the statistical institutions closer together
than before
o
The cooperation between NSO and the Central
Bank and Customs also became much closer as
result of the joint participation in the activities
under programme
Institutional
o The programme added impetus, speeding up
developments and brought specific
improvements
o In few countries, however, agencies typically
do not share information, leading to duplication
in data collection exercises
• awareness of the CoP and its future application
differed among countries and agencies,
Institutional
• In most of the countries it was only the NSO which
was aware of the CoP and the aim to apply it
across the statistical agencies
• The NSOs are also generally aware that it would be
their responsibility to introduce the CoP to other
data producing agencies
• Two countries were not aware of the ASEAN Code
of Practice
Sustainability
o Capacity building is considered fully sustainable
but vary considerably.
o The current lack of funding of ASEAN and other
international cooperation may reduce the ASEAN
cooperation in statistics and hence the impact of
the programme
o
o
In some countries improvements put in place and
the development actions undertaken within the
EASCAB programme were sustainable
In some countries the human resource base is
very thin; therefore, although training has been
continued it was uncertain if there would be a
budget to continue it in future.
Sustainability
o Availability of handbooks/ guides in the national
language has been seen as important
requirements for sustainability in some countries
o Resources available to many ASEAN Member
States post-EASCAB do not allow participation in
all meetings. Over the medium term, this situation
would limit the pace of further harmonisation
o Lack of funding for operationalizing the newly
acquired methods and practices might jeopardize
the sustainability of the programme actions in a
few countries

Institutional and Sustainability

A substantial part of the EASCAB programme was
devoted to capacity building at ASEANstats, and
ASEANstats staff received a great deal of training
in operating the system and handling the data.
ASEANstats has therefore been fully enabled to
carry its coordinating role.
Immediately following the completion of the
project, data checking and processing ceased for
a while
ASEANstats
Visibility
•
•
The increase in the scope and provision of
statistics resulting from the programme was mainly
achieved in its last year of the programme, but
dissemination of products and visibility materials
seemed to be limited
Little effort has been spent on informing users of
the new database and the increased
dissemination of statistics.

Even within the ASEAN Secretariat, possible
users are not well aware of the existence and
potential uses of the database
ASEANStats
Visibility
• Statistics receive little emphasis of the ASEAN
Secretariat website; they remain rather invisible.

User has to look under ‘resources’ in order to find
ASEAN statistics.
ASEANstats has no specific website of its own. The
URL aseanstats.asean.org leads to the new
database only.
• Searching for publications with a search engine such
as Google appears to yield no results.
For Consideration in the Next COMPASS
Programme
o Should continue to help improve the coordination
among agencies in the Member Countries
o Further Strengthen Coordination between SCPC
and other WGs under the ACSS and the role of
SCPC in helping the ACSS Committee provide
leadership and facilitate decision making
o Strengthen mechanisms for routine update of the
programme activities to all statistical agencies and
all members of WGs
For Consideration in the Next COMPASS
Programme
o Should address the lack of visibility
o Prioritize statistical capacity building in CLMV
o TA to improve ASEANstats’ website to give
structure, coherence, accessibility and visibility.
o Link to ASEANstats webpage in each AMSs
o To strengthen of ASEANstats' capacity, the new
project should support reorganisation of its
operational function and prioritisation, including
management and human resources
For Consideration in the Next COMPASS
Programme
o Should support the presence of a project
representative in each of the CLMV countries
o Consider the application of web meeting
o Plan the number of meetings/workshops in
advance and inform AMSs, for well-planned
budgeting at both COMPASS and AMSs and
ASEC level
