Please note: For the purpose of this Management Plan, the Manager is a staff member of Beechen
Cliff School responsible for managing the MUGA bookings. The Responsible Person is the lead
member of any hiring group or club, or alternatively the lead coach of a session.
A. INTRODUCTION
The aim of this Management Plan is to formally set out procedures and protocols for the
Operation of the MUGA for use by Beechen Cliff School, community, staff and hiring groups.
The MUGA are situated within the Beechen Cliff School site at Kipling Avenue, Bath BA2 4RE. Access
to the public is controlled and limited to out of school hours and school holidays. Private and group
hire is by prior arrangement only.
This document and important contact details will be displayed at the entrance to MUGA 1 where it
is clearly accessible to all at all times. All hirers will have received and confirmed understanding of
its content.

MUGA 1
MUGA 1 can house people, referees and a small number of viewers in the dugout area or outside
the facility.
Flooring
MUGA 1 is artificial turf with a sand base.
Court Markings
This court is marked out for Tennis, Hockey, Five a Side Football and 11-a-side Football. It is also
suitable for a wide variety of other sports and activities.
MUGA 1 Footwear
The following are suitable for artificial turf: trainers, astro boots
The following are not suitable for artificial turf: Aluminium/metal studs, moulded studs or blades
MUGA 2
MUGA 2 can house people, referees and a small number of viewers outside the facility.
Flooring
MUGA 2 is a 3G artificial turf with a rubber crumb.
Court Markings
This court is marked out for Five a Side Football. It is also suitable for a wide variety of other sports
and activities.
MUGA 2 Footwear
The following are suitable for 3G artificial turf with rubber crumb: trainers, astro boots,
aluminium/metal studs, moulded studs
Safety and Security
Both MUGA are self contained and secured by high metal gated fences. Toilets, showers and
changing rooms are situated in the main sports hall close to the MUGA with disabled access and
toilet and shower facilities. These facilities are accessible to hirers and users during hired sessions.
Floodlights
There are flood lights to both MUGA with amenity lighting for access. When weather and lighting
conditions require it, the floodlights will be on full until 18:00 hours on MUGA 1 and then operate on
a 50% basis until 21:00 hours in accordance with condition 3 of application 12/05126/VAR. The
floodlights will operate on an automatic timer system as installed by VERDE RECREO and switch off
at 21:00 hours weekdays and 18:00 hours weekends and bank holidays. Due to the reduced lighting
level on MUGA 1 after 18:00 hours sport is restricted to football training only as the output is not
satisfactory for hockey or football competition. The lighting on the pitches operate independently
and will only be active for the pitch hired. The school caretaker on duty will be responsible for
switching the lights on/off manually should the need arise. All hirers will have the school mobile
number for the caretaker – 07503 187472. If the pitches are not in use the floodlights will not be
active
D. CAR PARKING (see appendix 2))
There are up to 60 designated car parking places available on the school site after 6pm. All hirers are
asked to park considerately in the designated parking areas as indicated on appendix 2 to avoid
congestion as from time to time there may be small scale meetings related to school business taking
place at the same time. Secure cycle parking for up to 100 bikes is also available at the main
pedestrian entrance to the school. Upon booking, hirers are encouraged by the Manager to car
share, cycle or walk if convenient. Hirers must inform parents dropping off children for youth groups
to drop off and pick up in the turning circle outside the main reception entrance of the school to
avoid congestion at changeover times. Access for emergency vehicles will be via the main school
entrance along the path to the front of MUGA 1.
E. ACCESS TO THE MUGA
MUGA 1 has two access gates – one at the entrance to the facility and one to the side of the facility.
MUGA 2 has one access gate. Both MUGA have amenity lighting with access via a path.
F. IN CASE OF EMERGENCY
In the event of an emergency all users must vacate the MUGA via the entrances and go to the
evacuation point outside the sports hall.
All gates are kept free of obstruction at all times and will be locked at the end of the hire
arrangement.
G. FIRST AID PROVISION
First aid provision is the responsibility of each hirer. During the booking process each club or hiring
body will be urged to ensure that a first aider will be present at each training session. It is the
responsibility of the hirer to ensure that they have sufficient first aid and that it is in order and that
its contents are in date and complete.
H. POTENTIAL RISK FACTORS
It is the responsibility of hirers and users to, as far as is reasonably possible, prevent
foreseeable accidents by drawing attention to the points covered within this Management Plan and
exercising authority to stop any activity that is potentially dangerous.
All hirers must, prior to using the MUGA agree to adopt and adhere to this
document and the terms and conditions of hire.

. User behaviour can become a risk if it becomes inappropriate or loud.
. The behaviour of spectators is the responsibility of each club/hirer unless behaviour
becomes out of control when the Manager would need to be contacted. Beechen Cliff School
reserves the right to deny future bookings if the behaviour is deemed inappropriate.
. Teachers and coaches must be aware of the spectators area at all times as intruding
can become a child Protection issue. If such a situation arises the Manager must be contacted.
. It is the responsibility of the hirers and user groups to ensure that all those who have
responsibility for, or are working with young people under 18/16 years of age or those
who are vulnerable have an Enhanced level of Criminal Records Bureau check CRB.

. Teachers and coaches must be aware that they are responsible for the club members and
volunteers during each session
. Teachers and coaches must hold relevant qualifications for the activities that they are teaching.
I. PUBLIC ACCESS AND SPECTATORS
. During Beechen Cliff School use until 18:00 hours public access is not permitted, unless
prior arrangement has been made with the Headmaster and the Manager.
.During school holidays and weekends access before 18:00 hours is permitted with prior
arrangement with the Manager
. Children under the age of 18 must be supervised at all times by a parent/carer,
teacher or coach.
. Access by clubs and or groups outside of Beechen Cliff School periods will only be
permitted once a signed agreement has been obtained indicating the hirers
understanding of the terms and conditions of the hire and the Management Plan.
. Consumption of food and drink is not allowed on the MUGA. However users must ensure that any
litter is removed at the end of each session and no glass bottles shall be permitted
J. OPENING AND CLOSING PROCEDURE
. The MUGA will be opened in the morning ready for school use in term time and closed after the
last booking of the day by the facility caretaker. Members of Beechen Cliff School sports staff are
able to lock the facility after each lesson.
. During school holidays and at weekends for public bookings the MUGA will be opened and closed
by the facility caretaker.
. Hirers and users are expected to vacate the property promptly after the session has closed
. Hirers are expected to check the MUGA after the session has finished ensuring that lost property is
kept to a minimum and that the facility is left as found.
. It is the responsibility of each hirer to check the condition of the MUGA at each use. Any damage
or danger must be reported to the Manager and the court must not be used until it is made safe for
play to continue
K. DETAILED WORK INSTRUCTION
The following list although not exhaustive details what each teacher/coach/ instructor or hirer
should check for on entering the MUGA at each sessions.
On entering the MUGA the following must be checked:
. Visual check that the equipment is in good repair and has not been vandalised.
. That all exits are clear from obstruction and are unlocked

MUGA
THE MUGA IS USED BY A VARIETY OF GROUPS. THESE RULES ARE PROVIDED FOR THE SAFETY OF ALL
USERS
. Children under the age of 16 are not permitted to be on site without a responsible
adult
. Any one abusing the facilities or causing malicious or unnecessary disturbance shall be asked to
leave the site by the Manager (or responsible person)
. Smoking is prohibited in the MUGA and in the surrounding area
. Glass bottles are not permitted in the MUGA and any rubbish is disposed of in the correct manner
i.e. bins or removed by users.
. Any emergency maintenance is reported to the Manager.
M. BOOKING PROCEDURE
All bookings for out of school hours must be made via the Manager at Beechen Cliff School on
[email protected] or by phoning the school on 01225 480466.
In the event of major school events such as Open Evening, there will be no bookings and hirers will
be informed well in advance so that they can make alternative arrangements.
