MPA MANAGEMENT ARRANGEMENTS Management of MPAs is per the annual signed confirmation letter from DEA to manage ECPTA MPAs ECPTA has undergone organizational restructuring and MPAs are clustered in one Region – Marine & Coast to co-ordinate MPA management Organogram revised which includes MPA personnel & was approved by the ECPTA Board of Directors – March 2016 There has been a slight MPA budget increase from DEA • Reserve Clusters 1) Biodiversi ty & Heritage 2) Marine & Coastal 3) Game Managem ent & Recreatio n 3. COMPLIANCE AND ENFORCEMENT Joint Law Enforcement patrols are done in collaboration with other law enforcement Institutions Routine coastal patrols in all MPAs Boat patrols are done – weather permits Relations with Justice Forums and SAPS at Dwesa, Hluleka, Amathole and Pondoland is improving and this has been through MPA awareness programmes Poaching in both inshore and offshore is happening in all MPAs Warnings, fines and court cases have been effected Road blocks Joint Law Enforcement 5. EE AND AWARENESS CAREER Expo Schools Competitions & schools visits to MPAs Marine Day Celebrations with the DEDEAT Coastal Cleanup Campaigns Traditional Authorities meetings (IMBIZOs) Intergovernmental sessions – Municipalities, NGOs & government depts., Pondoland MPA brochure developed Permanent appointment of Community Liaison officers Career Expo Pondoland Career Expo Hluleka Cleanup Campaign 6. RE-ZONATION & EXPANSION OF MPAs Dwesa-Cwebe rezonation – After several meetings and engagements held with Dwesa/Cwebe communities together with other interested/affected parties, with all processes the Dwesa/Cwebe rezoning was finally gazetted Opening for fishing started on the 1st of December 2015. Operation Phakisa – Amathole Off-shore expansion. Public participation done with a positive spirit from the MPA users 7. CHALLENGES Shortage of MPA staff is still a big challenge in all 4 MPAs Insufficient funding for management of MPAs especially that DwesaCwebe will have to be monitored for the re-zoned areas for fishing Poaching with fish trawlers still a challenge within MPAs Sand mining around our MPAs Dwesa-Cwebe rezonation challenged by Community legal advisers Boat launching sites 9. 2016/17 PLANS Capacity Building: 2 x Officials Attended EMI Level 2 Training - DEA Fish ID course for Field Rangers Sea Fishery Control Officer training, MPA Management basic training - DEA Marine Two-way radio training Contingency Plans for MPAs initiated following the Oil Spill workshop by DEA MPA management Plans to be finalized Review of Estuarine Management plans – Mtentu and Msikaba 2016/17 PLANS Cont…… Implementation of EE and Awareness plans – all MPAs Joint Law Enforcement Operations around MPAs Support the Operation Phakisa Initiative: Marine Protection & Oceans Governance – Joint Law Enforcement and Amathole MPA Off-shore expansion Coastal and Marine Tourism: Identify Projects to benefit communities from Operation Phakisa Initiative END……..
