of the Rector of the Wrocław University of Environmental and Life Sciences

regarding the establishment of the Team for the implementation of the European
Charter for Researchers and the Code of Conduct for the Recruitment of Researchersat
the Wrocław University of Environmental and Life Sciences
Pursuant to Article 66 (1) of the Higher Education Act of 27 July 2005 (Dz.U. of 2012, item
572, as amended) and Paragraph 69, section 3 of the Statute of the Wrocław University of
Environmental and Life Sciences, the following is hereby ordered:
Article 1
1. The implementation of Human Resources (HR) Strategy for Researchers of the Wrocław
University of Environmental and Life Sciences shall be one of the priority actions as part of
striving for creating friendly circumstances for scientific work, improving quality of such
work and research carried out as part of the work, as well as guaranteeing transparent rules for
employing scientific employees.
2. The European Charter for Researchers sets out general rules and requirements defining
roles, scope of duties and rights of researchers, as well as their employers and/or funders.
3. The Code of Conduct for the Recruitment of Researchers covers general rules and
requirements which should be followed by employers and/or funders when appointing or
recruiting researchers.
Article 2
1. As of 1 October 2016 I establish the Team for the implementation of the European Charter
for Researchers and the Code of Conduct for the Employment of Researchers, at the Wrocław
University of Environmental and Life Sciences, hereinafter referred to as "The Team", which
consists of:

2. The Chairperson of the Team shall:
a) supervise the on-going works of the Team;
b) coordinate actions carried out by the Team, according to the approved scope of work and
the time schedule;
c) ensure a proper flow of information and communication within the framework of actions
carried out;
d) presenting periodic reports regarding the Team’s actions to the Rector.
Article 3
1. The Team's task is, in particular, to implement the European Charter for Researchers and
the Code of Conduct for the Recruitment of Researchers at the Wrocław University of
Environmental and Life Sciences, in accordance with the guidelines of the European
Commission.
2. The scope of works of the Team shall include:
1. analysing internal legal regulations, procedures, and practices applied at the University,
indicating the scope the University fulfils the provisions of European Charter for Researchers
and the Code of Conduct for the Recruitment of Researchers;
2. developing organizational, legal, and informative documentation as a result of carried out
internal analysis, which was to indicate areas that need specific actions in the context of
adapting internal regulations to the requirements of the Charter and the Code;

3. developing the strategy of operating (in Polish and in English version), hereinafter referred
to as the "HR Strategy", comprising:
a)
schedule of works of the Team and the scope of liability,
b)
results and conclusions of the internal analysis in the context of executing the
provisions of the Charter
and the Code,
c)
a plan including a description of actions that are going to be carried out in order to
implement the provisions of the Charter
and the Code, as well as a description of actions that are going to be improved in order to
ensure conformity with the provisions of the Charter and the Code,
d)
carrying out the process of implementation of the provisions of the charter and the
Code to the internal acts of law, procedures, and practices,
e) information about the plans to carry out actions promoting the provisions of the Charter and
the Code internally (at University) and externally (regionally or nationally),
f)
appointing a team for monitoring the implementation of provisions of the Chart and
the Code as well as for ensuring quality of the procedures undertaken as part of the HR
Strategy,
g)
developing HR Strategy, Action plan specifying implementation of the European
standards regarding the conditions of work of Researchers and the Schedule of
implementation works (Gantt Chart) shall be completed by 15.11.2016.
Article 4
1. The Vice-Rector for Research and International Relations shall have substantive
supervision over the execution of the Directive.
2. The University staff are obliged to cooperate with the Coordinator of the Team in order to
allow a smooth and effective realization of the specific stages of work.
Article 5
This Directive shall enter into force on the day of signing.
