Group Purpose
The purpose of the City Growth & Partnerships Group is to:
 lead the delivery of the City Centre Revitalisation project;
 provide advice on the strategic management of the Council property portfolio;
 provide leadership on the delivery of initiatives for events, sponsorship, economic growth
and business attraction;
 lead Council’s partnership approach with key stakeholders and community groups
particularly in the areas of youth, harbour and village planning;
 provide leadership on, and coordination of, communications, city promotions and
marketing, consultation and engagement;
 provide co-ordination and promotion of the democratic processes of the Council.
Position Purpose
The purpose of the Strategic Advisor - City Centre & Property position is to:
 Facilitate the development and delivery of a co-ordinated City Centre Plan for revitalising
the Porirua City Centre in partnership with the private sector
 Facilitate the delivery of public space improvements and the activation programme for the
city centre revitalisation
 Provide strategic advice and support to the Manger City Growth & Strategic Property in
optimising the Council’s city-wide strategic property portfolio, including the city centre

Planning

Facilitate the development of the City Centre Revitalisation Plan
and undertake detailed planning (and reprioritisation, as
required) of the associated work programme

Contribute to the development of strategies to optimise the use
of Council owned property, including the purchase, disposal,
retention and use of property by Council
Contribute to the financial analysis related to capital investment
programmes, asset management, and other forecasting and
budget policies for Council


Provide high quality advice to the Manager City Growth &
Strategic Property and ensure the provision of expert advisory
services on matters relating to the strategic management of the
Council property portfolio, including the city centre

Develop and deliver strategic property initiatives that support
city growth strategies

Manage the delivery of the Porirua City Centre Revitalisation
programme of work, including improvements to the public
space, optimising the use of Council owned property in the city
centre and supporting owners of key strategic properties that
can contribute to the prosperity and vitality of the city centre

Establish and maintain effective working relationships with
internal and external stakeholders, ensuring that relationships
with key stakeholders are professional, positive and
constructive
Establish effective relationships with Maori and other
stakeholders to ensure that obligations under Treaty of
Waitangi are met
Represent Council and the City Growth & Partnerships Group at
appropriate conferences, seminars and other events


Person Specification
Essential Experience, Skills
and Qualifications
 Highly developed programme management skills
 Experience in operating in multi-stakeholder partnership
programmes
 Strong strategic planning and stakeholder engagement
skills
 Contract management and relationship skills
 Understanding of key issues and opportunities that
influence and support growth within cities
 Understanding of business planning processes, market
analysis and financial management within a commercial
environment
 Experience in driving ambitious objectives through
development of robust strategies and meaningful delivery
of actions with extensive partner involvement
 Relevant tertiary qualification
 Experience in strategic property initiatives
 Experience in the delivery of urban design and place
making projects
 Familiarity with the Health & Safety at Work Act 2015,
Resources Management Act 1991, the Local Government
Act 2002 and other relevant legislation
 Excellent interpersonal and communication skills, both
written and oral
 Political acumen
 Experience working in diverse communities
 Proven ability to develop, lead, motivate and manage
highly performing teams
 Understanding and commitment to diverse workplaces
 Understanding and commitment to the Treaty of Waitangi

Additional Information - Porirua City Centre Revitalisation
Porirua City Council has embarked on an exciting multidisciplinary project to revitalise the city
centre, in partnership with the private sector. The Council is also working to optimise its
strategic property portfolio and ensure that it stimulates long-term activity, confidence and
vitality in Porirua.
A range of initiatives are focused on attracting new business to the city centre; optimising the
use of Council owned property; working with owners of key strategic properties to ensure that
existing and new uses contribute to the prosperity and vitality of the city centre and providing
incentives to encourage residential development and investment.
Stage 1 of public space improvements has been completed with a new Kiosk winning a 2016
Wellington Regional Architectural Award. The Council has committed $21m in its Long Term
Plan for City Centre infrastructure and public spaces over the next 10 years.
