REQUEST FOR PROPOSAL (RFP)
Dear Sir / Madam:
We kindly request you to submit your Proposal for Graphic Design.
Please be guided by the form attached hereto in the Terms of Reference, in preparing
your Proposal.
Proposals may be submitted on or before Friday, May 29, 2015 via email to the address

Your Proposal must be expressed in the English language, and valid for a minimum period of 90
days
In the course of preparing your Proposal, it shall remain your responsibility to ensure that
it reaches the address above on or before the deadline. Proposals that are received by UNCDF
after the deadline indicated above, for whatever reason, shall not be considered for evaluation.
If you are submitting your Proposal by email, kindly ensure that they are signed and in the .pdf
format, and free from any virus or corrupted files.
Services proposed shall be reviewed and evaluated based on completeness and
compliance of the Proposal and responsiveness with the requirements of the RFP and all other
annexes providing details of UNCDF requirements.
Any discrepancy between the unit price and the total price shall be re-computed by
UNCDF, and the unit price shall prevail and the total price shall be corrected. If the Service
Provider does not accept the final price based on UNCDF’s re-computation and correction of
errors, its Proposal will be rejected.
No price variation due to escalation, inflation, fluctuation in exchange rates, or any
other market factors shall be accepted by UNCDF after it has received the Proposal. At
the time of Award of Contract or Purchase Order, UNCDF reserves the right to vary
(increase or decrease) the quantity of services and/or goods, by up to a maximum twenty
five per cent (25%) of the total offer, without any change in the unit price or other terms
and conditions.

Any Contract or Purchase Order that will be issued as a result of this RFP shall be subject
to the General Terms and Conditions attached hereto. The mere act of submission of a Proposal
implies that the Service Provider accepts without question the General Terms and Conditions of
UNCDF, herein attached as Annex 3.
Please be advised that UNCDF is not bound to accept any Proposal, nor award a contract
or Purchase Order, nor be responsible for any costs associated with a Service Providers
preparation and submission of a Proposal, regardless of the outcome or the manner of conducting
the selection process.

In exceptional circumstances, UNCDF may request the Proposer
to extend the validity of the Proposal beyond what has been
initially indicated in this RFP. The Proposal shall then confirm the
extension in writing, without any modification whatsoever on the
Proposal.

Conditions (GTC). This is a mandatory criteria and cannot be
deleted regardless of the nature of services required. Non
acceptance of the GTC may be grounds for the rejection of the
Proposal.

Any delay in UNCDF’s response shall be not used as a reason for
extending the deadline for submission, unless UNCDF determines
that such an extension is necessary and communicates a new
deadline to the Proposers.

Terms of reference
Graphic Design
I. INTRODUCTION
UNCDF is the UN’s capital investment agency for the world’s 48 least developed countries. It
creates new opportunities for poor people and their communities by increasing access to
microfinance and investment capital. UNCDF focuses on Africa and the poorest countries of Asia,
with a special commitment to countries emerging from conflict or crisis. It provides seed capital
– grants and loans – and technical support to help microfinance institutions reach more poor
households and small businesses, and local governments finance the capital investments –
water systems, feeder roads, schools, irrigation schemes – that will improve poor peoples’ lives.
UNCDF programmes help to empower women, and are designed to catalyze larger capital flows
from the private sector, national governments and development partners, for maximum impact
toward the Millennium Development Goals.
II. summary/purpose
UNCDF is seeking qualified independent consultants or firms to provide UNCDF with on-call
graphic design services during the calendar year of 2015, with up to two one-year extensions
possible at UNCDF’s discretion. The proposals selected will be awarded on-call retainer
contracts. UNCDF may award contracts to multiple service providers.
II.1 Objectives
UNCDF seeks graphic designers who can represent the work we do* through compelling visuals.
The graphic designer should have a broad range of design skills with particular expertise in the
areas of:







Annual Report
Print Publications
Infographics
Collateral/Fact Sheets/Brochures
Donor Materials
Event Thematic (programmes, signage)
Interactive Digital Publications

II.2 Project Team & Location of Work
The consultant or firm will work with the Communications Team at UNCDF including staff
members and consultants. No need for the consultant to be based in the US.
II.3 Duration of Consultancy
The consultant or firm will be procured for an initial period of 12 months. The contract may be
extended by two one-year increments at the discretion of UNCDF.
II.4 Preferred Qualifications









At least 5 years in graphic design across a variety of mediums
Ability to design for print and digital
Ability to respond to tight deadlines
Ability to incorporate feedback and work with UNCDF to develop an exceptional final
product
Must be willing to follow established brand guidelines
Any artwork and fonts must comply with PCs
Ability to work with printers to ensure success of final product
Experience with nonprofits
All work will be property of UNCDF and designers will be asked to submit raw files
III. EVALUATION OF OFFERS
Proposals will be evaluated using the combine scoring mechanism 70% for the technical – 30 %
for the financial.
III.1 Application Procedure
All applicants are required to submit a proposal for the design of a report cover and an inside-pages
spread based on the Report on results achieved by UNCDF in 2013 (http://undocs.org/DP/2014/12),
and submit 10–20 examples of visual work from their latest portfolio.
