 The Strategic Plan (SP) and
Comprehensive Development Plan (CDP)
establish the need for each Title III
Activity
 Each objective must address and answer
a need addressed in the SP and/or CDP

Baseline data
 In order to write a measurable objective,
you must develop baseline data.
 The baseline data should be established
during the year before the writing of the
application
 The baseline data must be attached to the
need and goals outlined in STP/CDP
section of the application.

contracts by 5% each year of the five year budget
period
Performance Indicator(s):
1. The number of grant proposals submitted will
increase by 5% each budget period.
2. The number of contracts submitted will increase by
2% each budget period.
