Between Brexit, the results of the American election and new governments federally and provincially, the political arena has
changed, bringing along new ideas and perspectives. Among the ongoing issues there are still a lot of uncertainties around
provincial and federal regulation, international regulation of our competitors and customers, and potential renegotiations of
trade deals. What commodities are we focusing on and who are our customers? Ongoing discussions around public confidence
of extraction industry and related sectors have heightened the need to re-evaluate the Canadian energy sector, including
petrochemicals. We are still in an era of low-cost natural gas feedstock and low corporate taxes relative to our American
competitors, but there remain other factors that inhibit an investment boom in the Canadian sector. We look to integration,
regulatory clarity, government competitiveness in incenting investment and transportation bottlenecks as discussions to be
had beyond quantifiable costs. New game, new rules: How will the Canadian petrochemical industry adapt to these changes?

Conference Co-chair
Allan Fogwill joined the Canadian Energy Research Institute (CERI) in November 2014 as President and CEO.
An energy sector executive with over 25 years’ experience in both the public and private sector, Mr. Fogwill’s
background has focused on economic and market analysis of energy sector issues along with policy
development related to energy regulation and efficiency issues.
Mr. Fogwill has previously worked for natural gas distribution companies in BC and Ontario and for the
Ontario Energy Board dealing with market analysis and the analysis of distribution costs. Prior to assuming
his role at CERI, Mr. Fogwill provided regulatory consulting services to local distribution companies in Ontario.
Allan has a Master’s degree from Simon Fraser University in Natural Resources Management and a Bachelor
of Science degree from the University of Saskatchewan in Geography. He has also served as the Chair and
CEO of the Canadian Energy Efficiency Alliance and the Canadian Gas Research Institute.

Opening Keynote Address
IHS Markit
Mark Eramo is Vice President, Global Business Development – Energy and Chemicals at IHS Markit. Based in
Houston, TX he joined IHS in May 2011 following the acquisition of Chemical Market Associates, Inc. (CMAI).
In this current role, which began in August 2015, Mark leads a global team that is working with existing and
new clients to develop and strengthen the business relationships at the executive level, and ensure a full
understanding of the breadth of the IHS offerings for the chemical industry. Prior to this role, Mark had
responsibility for the IHS Chemical market insight teams located in every major region that provide in-depth
market research and analysis on nearly 300 chemical and plastics products.
Mark worked at CMAI for more than 13 years, where, in his last role as executive vice president, he was
responsible for CMAI’s global market advisory services covering base chemicals, intermediates and plastics
markets. Mark also served on the Board of CMAI.
Before joining CMAI, Mark worked for more than twelve years in the chemical industry with Vista Chemical
Company holding positions in technical sales, customer service and product management. He received a
Bachelor of Science degree in chemical engineering from Cornell University, where he also enjoyed playing
football for the Big Red.
Abstract
The world economy continues to gain momentum, with global growth forecast at 3% or higher for the near
term. Crude oil markets are showing some strength, however, improving supply from North America leaves
questions about future price levels. Significant length continues in North American natural gas and NGL
markets. At the same time, investment plans in the North American chemical market continue to emerge with
many international and domestic companies reaching final investment decisions (FID’s) and many new
projects being announced. Given what appears to be a somewhat predictable path forward, many questions
remain for companies to consider as they plan for future capital spending:




How will US domestic and foreign policy impact near term economic growth…and trade relations with key
trading partners like Canada, Mexico and China?
Will near term energy price trends continue to support the flow of capital investments into the North
American chemical industry beyond 2020? Will the USGC continue to see the bulk of the investments?
How will China’s 13th 5-year plan impact North American chemicals and plastics producers? What about
investment activity in other regions of the world?
Will merger & acquisition activity in the chemical space continue at record levels?

Alberta’s Industrial Heartland Association
Alberta’s Industrial Heartland is the largest hydrocarbon processing zone in Canada and Garret is the lead
representative in helping facilitate new developments into the area. Garret has worked in previous roles with
both Lamont County and Sturgeon, two of the five partners within Alberta’s Industrial Heartland.
Prior to joining Alberta’s Industrial Heartland Association, he spent six years working in local government,
with an increasing focus on heavy industrial development. Garret plays a key role assisting potential investors
and introducing them to the required industry and government contacts.
Garret has a Bachelor of Arts in Political Science and a diploma in communications.

Consulate-General of Japan in Calgary
Paul Pryce is the Political & Economic Advisor to the Consul General of Japan in Calgary where he advises the
Government of Japan on strategic trends in Western Canada’s oil and gas industry while promoting a
business environment friendly to Japanese investment. Paul has previously consulted for the China Institute
of International Studies (an organ of the People’s Republic of China’s Ministry of Foreign Affairs) and the
Indonesia-based think tank UPH Analytics. Paul also serves as a Policy Fellow at the Canada West
Foundation, where he writes frequently on economic development in Western Canada, and is on the Board of
Directors at the Alberta Council of Technologies.
Abstract
This presentation will provide a strategic overview of demand trends for liquefied petroleum gas (LPG) and
other petrochemical feedstock in the Asia-Pacific region, as well as forecasts of future demand. Particular
focus will be placed on the regional and global impact of new propane dehydrogenation and mixed alkane
dehydrogenation capacity in China, the recovery of the Korean LPG market, regulatory changes in Japan, and
expanding Asian use of unconventional olefins production technologies.

Paige Morse joined Argus in 2016 and is responsible for market intelligence and analysis for propylene and
related derivative markets. She is a strategic thinker with broad experience in business development and
corporate planning in chemical and energy markets. Paige has held R&D and commercial roles at Shell, Dow,
Sunoco and Clariant in the US and Europe, and has been involved in several acquisition/divestment projects
in her career.
Paige earned a PhD in chemistry from the University of Illinois and a Bachelor of Arts from Kenyon College.
Abstract
Propylene markets lack a regional cost leader – in contrast to ethylene– and producers engage on a global
scale in a very competitive market. This dynamic is shifting as on-purpose processes based on costadvantaged feedstock become more prevalent. Canada can effectively participate in this emerging playing
field, but only with clear consideration of the regional drivers for feedstock costs, production options, and
derivative demand.

Pietro Di Zanno has had a varied professional career. He has held technical, marketing and sales positions
over the course of his 30+ year career.
Starting in 1985 as a process engineer for Shell Canada Products’ Montreal East Refinery, he also had the
opportunity to operate the hydrotreating and hydrocracking complex, while also being responsible for the
site’s chemical, lubes and bitumen plants (1989). He was transferred to The Hague, The Netherlands for Shell
International in 1991 and in 1992 he returned to Montreal as a bottom of the barrel and lubes specialist till
1995.
In 1995 he became a Business Development Manager in London, Ontario for Air Liquide Canada Inc. He led
the Refining and Chemical market team from Calgary, Alberta in 1998. In 2000, he became the Global Market
Manager for the Oil and Gas Market, from Air Liquide’s headquarters in Paris, France.
In 2009, he led a team of experts in Lurgi’s Chemical Conversion Market, supporting sales efforts for
methanol, di-methyl ether, methanol to propylene, gasification, prospects and projects, etc. He was asked to
support the successful sale of the license and equipment supply for the Orascom (Natgasoline) methanol
project in Beaumont, Texas between 2013 and 2014.
Pietro returned to Calgary in January, 2014, as Director of Major Projects, Business Development. He is
responsible for the Air Liquide Global E&C Solutions, Canada LP’s sales in Canada across its technology
portfolio.
Pietro is a graduate of McGill University, with a Bachelor of Chemical Engineering (1985) and a Masters of
Business Administration (1992). He has executive training from the Massachusetts Institute of Technology
(2006). He currently holds six patents on oxy-combustion, inerting atmospheres and other processes.

Peter Howard is past President and CEO of the Canadian Energy Research Institute (CERI) from 2010 until
2015.
Mr. Howard has over 40 years of experience specializing in engineering and technical applications in the oil
and gas industry. Prior to joining CERI in 2004, Peter held several positions, including senior associate with
J.R. Lacey International, president of Arundel Information Systems, partner with LOGIS Data Systems Ltd.,
and vice president with Computer Research Associates Ltd. Mr. Howard is a co-author of the Gas Energy
Management Model, the LOGIS data retrieval system and has acted in a consulting role for numerous
companies with regard to computer modeling, data mining and computer application development.
Mr. Howard holds a Bachelor of Science degree in Mechanical Engineering from the University of Alberta in
Edmonton and is a registered Professional Engineer in the Province of Alberta.

Cameron Gingrich is Director, Gas Services at Solomon Associates and has over 17 years of natural gas
experience. He is responsible for analytical support and in-depth customized data analysis, trending, and
modeling. His work on the North American Gas Strategies (NAGS) Retainer Service, multi-client studies, and
custom consulting projects focuses on analysis of pipeline tolls, gas supply/storage load duration modeling,
gas demand outlooks, and gas price modeling. Mr. Gingrich has provided written evidence for multiple NEB
LNG export filings as well as providing oral testimony for KM LNG hearing in June 2011. Additionally, Mr.
Gingrich provided written evidence and testified before the EUB Inquiry into Natural Gas Liquids Extraction
Matters in February 2008. He has led analysis on the Northern Gas and Evolution of Dawn multi-client studies
and has authored papers on Summer Gas Storage Analysis, Canadian Gas Exports to 2025, Natural Gas Price
Forecast to 2045, and LNG Outlook to 2035.
Mr. Gingrich has a Bachelor of Science from the University of Alberta and a Bachelor of Arts in Economics
from the University of Calgary, where his studies focused on strategic energy and financial markets.

Gerry Goobie is a Principal in the Calgary office of Gas Processing Management Inc. (GPMi) providing
consulting services to clients in the natural gas, crude oil, natural gas liquids and natural gas processing
businesses throughout North America.
Gerry has worked in the petroleum industry for 37 years specializing in the natural gas, NGL and crude oil
businesses. Gerry’s experience includes commercial operations, project management, strategic planning,
acquisitions and divestments and regulatory matters as well as process design and reservoir engineering.
Gerry holds a Bachelor of Science in Chemistry from Memorial University of Newfoundland as well as a Master
of Science in Chemical Engineering from the University of New Brunswick and a Master of Business
Administration from the University of Calgary. Gerry is a Registered Professional Engineer in the Province of
Alberta.
Prior to joining GPMi, Gerry was a Managing Consultant in the Calgary office of Purvin & Gertz Inc. an
internationally renowned, independent oil and gas consultancy. Prior to joining Purvin & Gertz, Gerry worked
in various commercial and operational roles for ATCO Midstream Ltd., TransCanada Pipelines Ltd., Murphy Oil,
Alberta Natural Gas Ltd., Esso Resources Canada and Texaco Canada Resources. Gerry is a frequent speaker
at crude oil, natural gas, midstream and petrochemical conferences.

Yuko Amizaki is Associate Director of Business Development at Intrexon’s Energy Sector. Intrexon’s Energy
Sector develops and commercializes a proprietary methane-to-chemicals platform process. Prior to joining
Intrexon, Yuko was involved in business development and investment in industrial biotech at Renewable Energy Group and Burrill Venture Capital prior to joining Intrexon.
Yuko has a MBA from MIT and a Bachelor of Agriculture and Master of Science degree from the University of
Tokyo.
Abstract
The low cost and abundant supply of natural gas make it North America’s greatest untapped energy resource,
leading to the development of technologies for natural gas conversion to compounds of greater value.
Intrexon has developed the first natural gas-to-chemicals bioconversion platform powered by methantrophic
fermentation, applying synthetic biology to program bacteria to produce higher value materials of interest.
Once converted to chemicals, the products can be transported by rail, barge and ship, which expands the
geographically accessible area to market the products. Our innovative genetic toolbox allows us to engineer
the biology of the methanotroph to more efficiently convert natural gas into a wide range of valuable
chemicals and fuels. These applications include butadiene, acrylic resins, and drop in diesel fuel. Using a
methanotrophic bioprocess to produce fuels and chemicals has several advantages beyond the low cost and
minimal processing of feedstock. Natural gas bioconversion offers scaling opportunities beyond traditional gas
-to-liquid (GTL) facilities, as well as biomass feedstock facilities. Biocatalytic processes that achieve high
yields under milder processing conditions allow for reduced capital and operation expenditures, offering
greater economic viability. Join us as we discuss this opportunity, our development of the technology, and

Dave Podruzny is Vice President, Business and Economics and is Secretary to the Board of Directors for the
Chemistry Industry Association of Canada (CIAC).
He worked as Chief Organic Chemist with the Customs Laboratories in Revenue Canada until 1979. From
1979 to 1994, Mr. Podruzny worked with the federal industry department, participating in the Canada-US
Free Trade negotiations, in the GATT Uruguay Round negotiations, and as a member of Canada’s Energy and
Petrochemical negotiating team during the North America Free Trade Negotiations. He served as Director in
the Chemicals Branch at Industry Canada from 1990-1994 before joining CIAC.
Dave grew up near Peace River, Alberta. He received an Honours BSc in Chemistry from the University of
Alberta in 1972. He is an avid jogger and downhill skier and enjoys building rock gardens. He and his wife
have two children and live near Ottawa, Canada.

Dr. Beaulieu (PhD, Columbia) is a Professor of Economics and is the Program Director, International
Economics at The School of Public Policy at the University of Calgary. He has worked as an economist for the
Government of Kenya and the Bank of Canada. He is widely published in academic journals and in policy
oriented publications and his research focuses on international economics, firm dynamics, labour markets and
income inequality. Dr. Beaulieu has been the recipient of awards such as the Petro-Canada Young Innovators
Award (1998), a Killam Resident Fellowship and in 2004 he was the Norman Robertson Fellow at the
International Trade Canada. He has served on the Executive Council of the Canadian Economics Association.
Dr. Beaulieu is the founder of the Rocky Mountain Empirical Trade Conference, an annual conference in Banff
that brings together leaders on empirical international trade and is the founder of the Canadian International
Trade Study Group (a network of trade economists). He has volunteered in community soccer and hockey
programs and volunteers in the non-profit sector as the Past-Board Chair of a large arts organization, and is
the Co-Chair of the annual Hearts Out, a gala in support of youth and performing arts in Calgary.

Alberta Economic Development and Trade
On October 11, 2016, Cynthia Farmer was appointed Assistant Deputy Minister, Economic Development
Division in the Department of Economic Development and Trade in the Alberta Provincial Government. She is
responsible for supporting the development of value added goods and services industries, business
productivity, and identifying new ways of doing things to improve the province’s economic development and
diversification outcomes. This includes championing support for small and medium sized enterprises and
working with the finance industry to improve access to capital for Alberta’s entrepreneurs.
Cynthia began her career with the provincial government in 1999 and has held positions in the Department of
Children’s Services, Sustainable Resource Development, and Energy. Cynthia was instrumental in the
development and proclamation of the Responsible Energy Development Act and the creation of the Alberta
Energy Regulator.
Cynthia was appointed to the role of Assistant Deputy Minister of the Policy Management Office in 2012 which
reported to both the Department of Energy and the Department of Environment and Sustainable Resource
Development. In 2014, she was appointed to the role of Assistant Deputy Minister of Strategy and Market
Access with the Department of Energy.
Abstract
ADM Farmer will provide an overview of the importance of trade in petrochemicals to the Alberta economy
and potential changes to those trade patterns resulting from changes in the market as well as new trade
agreements. The potential for trade expansion, particularly with Asia, as Alberta diversifies into more value
added business like petrochemicals to ensure stability and sustainability for Alberta’s economy. How
changing trade patterns for Alberta will impact transportation corridors. The importance of participating in
ongoing trade negotiations in order to ensure fair and open trade agreements with regulatory cooperation
imbedded in the trade agreements.

has 39 years of technology development and business management experience. He received his MBA
from the University of Calgary, and his chemical engineering degree from Université Laval. His career
includes 20 years in the petrochemical industry, with senior technology and business positions with major
corporations such as Goodyear, Union Carbide and NOVA Chemicals. During the past 18 years, he has been in
private practice as P resident of Portfire Associates. He is a Fellow of THECIS, The Centre for Innovation
Studies and an associate of the Pipeline Engineering Center both affiliated with the University of Calgary. He
is a member of the Association of Professional Engineers and Geoscientists of Alberta, the Society of Petroleum

Dinara Millington joined the Canadian Energy Research Institute (CERI) in February 2004 and assumed her
current role as Vice President, Research in June 2014. Dinara is responsible for managing the Institute’s
research agenda including leading the oil sands projects, assisting in the production of market research,
economic analysis and economic modeling. Ms. Millington has participated in various projects involving oil
sands, crude oil, natural gas, LNG, and renewable energy.
Dinara sits on the Editorial Committee of the Institute’s Market Reports on crude oil, natural gas and
electricity as well as Geopolitics of Energy. She provides economic commentary for CBC, Global TV, the
Globe and Mail, BNN and other local, national and international news outlets.
Dinara graduated with a Masters of Arts degree in Economics from the University of Calgary, specializing in
Econometrics and Time-series Analysis. She also holds a Bachelor of Arts degree in Economics with minor in
Finance. Ms. Millington spent some time studying at Masarykov University in Brno, Czech Republic, as well as
worked and lived abroad in Kazakhstan.

Chemistry Industry Association of Canada
Bob Masterson is President and CEO of the Chemistry Industry Association of Canada (CIAC). Reporting to
the Board of Directors, he is responsible for executing the strategic direction and ongoing operations of the
Association.
Bob joined CIAC in 2010 as Vice President of Responsible Care®, the industry’s globally recognized
sustainability initiative. Under his leadership, Responsible Care enacted a new set of sustainability principles
and guidelines for Canada’s chemistry industry.
Prior to joining CIAC, Bob was Director, Regulatory Affairs with the Cement Association of Canada and spent
15 years as a consultant on environment and sustainability issues in a number of industry sectors including
forest products, electricity, cement, mining and energy.
Abstract
In his talk, Bob Masterson will examine some of the assumptions that industry and government have
operated under for years – from our trading partners’ insatiable appetite for Canada’s energy resources, to
our reliance on unfettered access to the US marketplace. The struggle to win new investments is real, and
with the pending renegotiation of NAFTA, Canadian industry and all levels of government will need to work
together to come up with a Plan B that will ensure our country retains a place in the global economy.

corporations and governments in Southeast Asia, North and South America, Eastern Europe, Central Asia and
Africa on policy related to the extraction and value added development of hydrocarbons. He has been
involved in major projects on four continents. He has acted on behalf of private and public entities, financiers,
and regulatory agencies. He has led the economic analysis and developed bankable feasibility studies for
petrochemical facilities and supply chains.
Mr. Morrison is currently a Senior Principal with the Strategic Management group in Stantec Consulting.

Dave has over 35 years’ experience in the petrochemical, gas processing and mid-stream value chains of the
Western Canadian Sedimentary Basin. He has held executive level leadership positions in both the
petrochemical and mid-stream sectors.
He became a partner in GPMi with the objective of providing consulting services and expertise related to the
commercial operation and development of the mid-stream and petrochemical businesses in western Canada.
Dave’s expertise includes buying and selling petrochemical feedstocks and mid-stream assets as well as the
development of major projects from concept to operation.
Dave’s career includes 28 years with Nova Chemicals with the majority of that time in a commercial role
dealing with feedstocks, the ethylene business or new project development.
Dave took an early retirement package in 2009 when Nova Chemicals was purchased by the Emirate of Abu
Dhabi. He joined AltaGas Ltd. two months later as the Divisional Vice President responsible for the Extraction
and Transmission businesses. In 2013 Dave left AltaGas and started consulting in May 2014.
Dave holds a Bachelor’s Degree in Mechanical Engineering from the Royal Military College of Canada and
served four years as a Combat Engineer Officer prior to joining Nova Chemicals.
Abstract
The US is in the process of constructing petrochemical plants at a cost of over $US164 billion. Canada’s
petrochemical investments have been small in comparison despite access to low cost feedstocks, proximity to
key North American markets and Federal and Provincial tax regimes that are competitive with the US. The
role of Incentive Programs in both US and Canadian jurisdictions will be explored with comparisons made
between “custom” and “generic” incentive programs. The presentation will also provide GPMi’s views on the
components of what it takes to have competitive and successful incentive programs in Canadian jurisdictions.

Jim Loughead is Executive VP, Projects and Engineering responsible for ensuring all Badlands projects meet
safety, cost and operability objectives. Jim has been head of Loughead Consulting, LLC for over 2 years prior
to joining Badlands NGLs.
Jim was previously Vice President, Project Development for Vinmar Projects, Ltd. located in Houston,
Texas. He was a Project Director for a $1 billion Polypropylene Grass Roots Facility in Canada.
Jim was head of sales for Samsung Engineering America (SEA), VP Business Development where he was
responsible for supporting the relationship building and value creation for projects with International Oil
Companies with headquarters in the US.
His career has spanned over 40 years in the engineering and construction business covering power, chemical,
petrochemicals, refining, gas processing, LNG, and offshore areas. His experience includes working for
strong EPC operations such as Technip, KBR, and Stearns Rogers.

Naushad Jamani is Senior Vice President, Olefins & Feedstock for NOVA Chemicals, based in Calgary, and a
member of the NOVA Management Board which reports directly to the Board of Directors.
Naushad spent the first 15 years of his career in Sarnia, Ontario in various engineering and commercial roles
associated with NOVA Chemicals’ Corunna ethylene cracker complex. In 1995, Naushad and his family moved
to Calgary, Alberta where he took on increasing levels of responsibility, ultimately resulting in the
management of all propane and heavier feedstock supply as well as the sales and marketing of all products
from NOVA Chemicals’ Sarnia and Joffre ethylene units. His responsibilities also included the site margin
optimization for NOVA’s Sarnia Olefins facility.
More recently, Naushad played a central role in the conversion of NOVA Chemicals’ Corunna cracker from a
100% naphtha diet to one consuming 100% NGL feedstock today, utilizing ethane feedstock from the
Marcellus Shale region.
He is a Graduate of the University of Waterloo and earned his Bachelor’s degree in Mechanical Engineering in
1980.
Abstract
Alberta is Canada’s leading producer of petrochemicals, producing about $13.5 billion of chemicals and
chemical products every year, due in part to programs such as the Incremental Ethane Extraction Program
and the Bitumen Royalty in Kind Program. But we’re still not keeping pace with US jurisdictions. In the past
few years, there has been $225 billion in capital investment in petrochemical and chemical facilities in North
America and Alberta’s share of that has been only $1 billion. RDC members have $24 billion in potential
petrochemical, refining and natural gas projects. Alberta has many advantages, but it also has higher
construction costs, lengthy regulatory approval processes and policy uncertainty. Alberta is also competing
against US jurisdictions with aggressive and well-established state and municipal incentives. How can Alberta
compete and ensure the next generation of petrochemical facilities are built here?

Michael Binnion is President and CEO and founding shareholder of Questerre Energy, established in
November 2000. Questerre is a public oil and gas production company with operations in Alberta, Quebec,
Saskatchewan and Jordan. He has been a leader in the campaign for hydrocarbons in Quebec as Chairman of
the Quebec Oil & Gas Association.
Mr. Binnion is a seasoned entrepreneur with a history of starting, financing and managing companies and not
-for-profits. He has extensive experience as a board member for several high-tech companies in Canada.
Additionally, he is the Executive Director of Rupert’s Crossing Ltd., a private merchant banking firm.
He is also Chairman of both High Arctic Energy Services and the Manning Foundation. Most recently he
founded the Modern Miracle Network, an organization of Canadians wanting adult conversations about the
benefits and not just the impacts of energy use.
In February of 2017, Mr. Binnion wrote a paper titled “Canada’s carbon leak problem” which was published in
Policy Options.
A fifth-generation Albertan born in Calgary, Mr. Binnion is not only passionate about entrepreneurship but
also a community-minded individual concerned with the prospects for future generations of Canadians. He is
the founder and chairman of the Lesley Binnion Foundation for Disabled Sports, helping hundreds of kids and
families make the extraordinary achievement of learning to ski a reality.
Abstract
Carbon leakage occurs when government carbon policy causes emissions to be displaced to another
jurisdiction. If Canada puts a price on carbon, it could reduce emissions and provide taxes that could be
reinvested into innovative new technologies that could replace the lost energy and grow the economy. This
would leave Canada with a “double dividend” of reduced emissions and economic improvement.
But if other nations instead respond to reductions in Canadian production of natural gas by producing more
themselves, then our jobs and prosperity could leak over the border while global emissions increase,
especially if the extra emissions are more carbon-intensive in other countries, leaving us in a “green
paradox.”
If we agree that Canada should be a global leader and do more than its share on climate change, we need to
think globally. Canadians are the best in the world in many areas and enjoy comparative advantages in
carbon that can help the planet.
So, what’s going to happen? Will Canada reap a “double dividend,” suffer with a “green paradox,” or will we
land somewhere in between?

Kendall Dilling is currently Vice President, Regulatory with Cenovus Energy. Kendall has 22 years of
progressive technical and management experience in the oil and gas industry and has BSc, BA and MBA
degrees from the University of Calgary. He began his career in environmental consulting and then moved to
TransCanada Pipelines where he oversaw the regulatory approval process for numerous pipeline projects in
Canada and the United States. Kendall then shifted into the upstream oil and gas industry where he has
worked for several energy companies, ranging from small start-ups to large multi-nationals, in regulatory and
business development roles. In the last ten years, Kendall has primarily focused on oil sands development,
with responsibility for regulatory approvals, HSE, Aboriginal/stakeholder relations and land management for
new projects and existing operations. Kendall has been actively engaged with various external organizations
striving to bring diverse stakeholders together and currently sits on the Oil Sands Executive Policy Group at
the Canadian Association of Petroleum Producers (CAPP), the Steering Committee of the Oil Sands
Community Alliance (OSCA) and the Board of the Canadian Energy Research Institute (CERI).

Brad Gilmour is head of the firm's regulatory department and co-head of the environmental department.
His practice focuses primarily on environmental, energy, regulatory and aboriginal law.
He has significant experience in facility approval applications associated with a broad range of energy,
natural resource, chemical, petrochemical, hydro, oil sands, bio-fuel, wind and other industry types. Brad
appears before the Alberta Environmental Appeals Board, the Alberta Energy Regulator (formerly, the
Energy Resources Conservation Board), the Alberta Utilities Commission, the Natural Resources Conservation
Board and the National Energy Board. Brad also regularly advises clients concerning regulatory compliance
issues, spills, contaminated sites and environmental prosecutions.
Before entering the practice of law, he worked in Calgary as an environmental consultant conducting
environmental liability assessments and site remediation programs.
Brad writes and speaks on topics concerning environmental and regulatory law. As well, he has taught
courses on environmental law and occupational health and safety law for the University of Calgary,
Athabasca University, and the Southern Alberta Institute of Technology. Brad is the past chair of the
Canadian Prairie and Northern section of the Air and Waste Management Association and a past chair of the
southern environmental section of the Canadian Bar Association.

Dylan Jones was appointed Deputy Minister for Western Economic Diversification Canada (WD) on June 20th,
2016.
Mr. Jones was President and CEO of the Canada West Foundation from 2012 to 2016. Prior to that, he
served in various roles in the federal and Saskatchewan governments, including Deputy Minister of
Intergovernmental Affairs for Saskatchewan.
Mr. Jones' academic credentials include degrees from McMaster and the University of British Columbia
and a masters degree in law from Oxford. He is a Wesbrook Scholar and is the recipient of many
prestigious awards, including the Premier's Award for Excellence (Leadership).

Rocky Vermani is currently the Vice President of Olefins Feedstocks for NOVA Chemicals, based in Calgary,
Alberta. In this role, he is responsible for overseeing the commercial aspects of acquisition of all feedstock
needs for supporting the manufacturing operations of all our Olefins production assets. He is also responsible
for all the infrastructure aspects of the feedstock supply and storage. He is also a member of the NOVA
Leadership Council.
Rocky joined NOVA Chemicals in 1994, after working for DuPont Canada for four years. Throughout his
career, Rocky has worked in multiple geographies and functions including Technology, Manufacturing,
Licensing and Polymer Sales and Marketing, spending a part of his career in Fribourg, Switzerland and
Pittsburgh, Pennsylvania. In 2011, Rocky moved to Calgary to take on the role of Director, Ethylene Business.
From 2014-2016, Rocky led the Olefins Products Business as Vice President of Olefins Products. Effective
2017, Rocky has been in the role of Vice President, Olefins and Feedstock.
He is a graduate of the University of Saskatchewan and earned his Master’s degree in Chemical Engineering
in 1988 and an MBA in 1990.

Based in Houston, David H. Witte is Senior Vice President at IHS Markit and general manager of Oil,
Midstream, Downstream & Chemicals, a leading global provider of information and insight and consulting
services to the global energy, chemical, petrochemical and refining industries. Dave has P&L responsibility
for the OMDC Business line and manages a global team of over 500 experts delivering information and
insights to the energy, chemical and related industries.
During a career spanning nearly 30 years in the refining and chemical industries, Dave has garnered deep
experience in chemical and refinery markets and technology value covering a wide array of financial,
strategic, technical and functional personas. Before his appointment to head IHS Markit OMDC, Dave was
vice president and global head of chemical consulting at IHS. In that capacity, he managed the consulting
services and provided strategic guidance and expertise to a diverse global client base covering the energy/
chemical spectrum.
Prior to its acquisition by IHS, Dave served as executive vice president of business advisory services at
Chemical Market Associates Inc. (CMAI), a leading provider of chemical information and insight. He also
served on CMAI’s board of directors.
