The Team Information Centre will be open from 7:30 hrs to
19.00 hrs on training days and from 6:30 hrs to 20:00 hrs on

Mailboxes for all national federation are located in the Information Centre. Information includes official announcements
and general notices, and start lists and results.

Meetings
All meetings will be held in the grandstand building, 2nd floor,
room 206 (see the map of the venue). The Team Managers
Meetings will take place as follows:
- Provisional Team Managers’ Meeting: 17th July, 2017, at
15:00 hrs.
- Team Managers’ Meeting and Draw: 18th July, 2017, at 15:00 hrs.
- Daily Team Managers’ Meetings, 30 minutes after the start
of the last race of the day: from 19th July to 22nd July, 2017
D. TRAINING AND COMPETITION ON
THE COURSE

Practice starts
Crews will be able to do practice starts during training on 19th
July, 2017, from 10.30 hrs to 12.00 hrs. Traffic rules for practice
starts can be collected from the Teams’ mailboxes at the
Information centre.
Control Commission
The Control Commission is located between the incoming

and outgoing pontoons. The Control Commission will be in
operation during all times the course is officially open.
Crew changes
On arrival, Team Managers will receive a list of their crews as
entered. Should there be any changes in the crew composition, seating order or errors in spelling, the Crew Change
Form must be completed and submitted to the FISA representative in the Accreditation office before the Draw. For
changes after the Draw contact the FISA office.
Team Managers must confirm their crews by 12:00 hrs on
Tuesday, 18th July 2017.
Crew photos
Team managers will be notified of the athletes that have not
yet had their photographs taken for the FISA athlete database. These athletes should report to the accreditation centre and have their photographs taken and passports scanned
prior to issuing accreditation.
Boat numbers
Boat numbers will be distributed to crews on the outgoing
pontoon and will be collected again at the incoming pontoon.
GPS Devices
All boats must be fitted with a ‘base plate’ to hold the GPS
timing devices. These plates will be fixed to the boats by a
team of OC volunteers on Monday, 17th July, 2017 and Tuesday, 18th July, 2017 in the boat weighing area. Please ensure
they are in place before the first day of racing.

Advertising
Please check the FISA Rules of Racing and related Bye-Laws
to ensure that your racing uniforms and boats comply with
the advertising rules.
Boat weighing
Boat weighing will take place in one of the hangars at the
permanent boathouse building (see the map of the venue).
Test scales will be available from Tuesday, 18th July, 2017, and
will be open at all times that the venue is open, except during racing.
Athlete weighing
Athlete weighing will be located in one of the hangars at the
permanent boathouse building (see the map of the venue).
Test scales will be available from Tuesday, 18th July, 2017 and
will be open during opening hours of the venue.
Spares races
Spares races will be held on Wednesday, 19th July, 2017, at 12:30
hrs. Entry forms are available from the FISA desk in the Accreditation office. Entry forms should be submitted by 18th
July, at 16:00hrs at the latest.
E. TEAM FACILITIES AND SERVICES
Boat storage
The boat racks are situated in the boathouse area (see the
map of the venue). The Organising Committee will assign

boat racks for all boats. Teams are responsible to make sure
that their boats are safely tied to the racks at all times and are
in no-risk to be damaged due to adverse weather conditions.
Boat repair
Boat builders are located at the grass area next to the boat
storage area - see the map of the Venue. There is also a boat
repair workshop in the permanent boathouse building.
Launch pontoons
There are two outgoing and two incoming pontoons.
Boat washing
No chemical detergents or other sources of environmental
pollutants should be used during boat washing. The boat
washing area is in front of the boathouse.
Ergometers
Ergometers are provided at the ground floor of the boathouse building - see the map of the Venue.
Changing rooms
The changing rooms are situated at the ground floor of the
boathouse building - see the map of the Venue.
Bag storage
There will be a secure area next to the changing rooms for
athlete’s bag storage. The bag drop-off will be open during
the official opening times of the venue.

Sanitary facilities/toilets
There are toilets and showers in the changing rooms at the
ground floor of the boathouse building.
There are temporary sanitary facilities throughout the Venue.
Viewing for Athletes
Athletes can view the races from the far end of the grandstands (if seats are available).
Athletes’ rest area
A resting area is provided at the ground floor of the boathouse building (see the map of the Venue).
Coach viewing
During training coaches can cycle on both sides of the course.
During racing, coaches can only cycle on the road at the opposite of the finish tower side.
Bicycles can be pre-booked by the OC WRU23CH or hired
from the rental service point located next to the permanent
boathouse building (see the map of the venue).
Price: 10 euros per day per bicycle.

The Medical Centre is located in the permanent boathouse
building and will be open during the opening times of the venue.
First aid will be available at the venue during the opening
times of the venue. It is located in the tent placed approx.
80m beyond the finish line on the bank at the finish tower
side of the course.
An ambulance will be on standby in the boat park area for
emergencies.

Rescue and safety
There will be an on-water rescue team in charge of on-water rescue during the official opening hours of the regatta
course.
Anti-Doping-Control
The anti-doping control test centre is located at the
ground floor of the permanent boathouse building - see
the map of the Venue. All anti-doping control tests will be
conducted in accordance with WADA and FISA requirements. For all information about the Anti-Doping controls
and procedures, please refer to the World Anti-Doping
Code and International Standards available on the website
www.wada-ama.org and the FISA Anti-Doping Bye-Laws.

Massage
The massage facility is located at the ground floor of the permanent boathouse building - see the map of the Venue. The
Organising Committee does not provide physiotherapists.
G. TRANSPORTATION AND PARKING
SERVICES FOR TEAMS
Transportation is free of charge only for the teams, which
have booked accommodation through the organizing committee. The below mentioned services are provided to them:
1) Bus transfer from Sofia Airport/ Plovdiv Train Station
to the hotels:

All teams will be requested to share their travel details with the
OC. Each team will be contacted by the Transportation Manager to confirm their transfer from the airport to their hotel.
2) Bus transfer from their hotels to Sofia Airport/Plovdiv Train station.
All teams are to complete the transportation request form
72 hours prior to their departure. Each team will be contacted by the Transportation Manager to confirm their transfer
from their hotel to the airport.
3) Bus shuttles from the hotels to the course and back
during the official opening of the venue.
All teams will be requested by the Transportation Manager
to complete the ‘transportation request form’ each day, for
the day that follows.

The transportation desk is located in the Information centre
in the boathouse area (see the map of the Venue).
It will be operational from Monday 17th July, 2017 from 7:30
hrs to 19.00 hrs on training days and from 6:30 hrs to 20:00
hrs on racing days.
Arrival at Sofia Airport
At Sofia Airport, a volunteer will welcome the teams at
the airport to guide them to their hotel shuttles. You will

find them in the airport arrival hall, wearing event’s uniform
holding a sign with the event’s logo.
Transfer between accommodation and venue
The buses will wait in front of your hotel. To go from the
venue to the hotel you can get onto the buses behind the
permanent boathouse building. The bus stop will be clearly
marked with a “WRU23 BUS STOP” sign.
Teams requiring transport should submit a transport request
form to the Transportation Manager by 16:00 hrs one day in
advance.
Before the official opening of the venue
The official shuttle bus system will start operation from
Sunday, 16th July, 2017. Before that period the transportation for teams will be available on request with a fee.
From 16th July to 23rd July, 2017:
The shuttle buses will run according to a prearranged schedule
as follows:
16th July: The timetable will run according to a prearranged schedule.
17th – 19th July: Buses will run at one hour intervals. /Please see
Appendix 6.1/
20th – 23rd July: Buses will run at 30 min/45 min. intervals during
peak times. /Please see Appendix 6.2/
Team vehicles and parking
Due to limited parking space at the venue, only teams who
have booked their accommodation through the OC will be
allowed vehicle access to the venue. All participants must
use the official transportation system.

Only vehicles with parking permits for strictly specified parking areas will be allowed to enter the regatta venue territory.

The pass can be collected at the Accreditation centre upon
arrival at the venue.
The parking for vehicles having a pass is located at a designated parking (see the map of the venue).
Transportation of boats and parking
Vehicles, used for pulling trailers will be allowed to park at a
designated parking area (as shown on the pass) by presenting
a parking pass, which contains details on the vehicle’s brand,
model and registration plate.
Those vehicles that would NOT be used during the Championships could be parked at secured parking areas where they
would be allowed to stay overnight.
Those vehicles that would be used during the event would
be parked during the day at different non-secured parking areas and would not be allowed to be parked there overnight.

The trailers’ parking will be secured around the clock and no
other vehicles will be allowed to be parked there.
H. ACCOMMODATION
All reservations must be made through the OC. Teams, which
have special accommodation requirements, are encouraged
to state them to the OC in writing. The OC will do its best
to meet their needs.

Lunch will be available only at the venue unless a specific
request is made by the team manager at least one day in
advance. Tickets for access to the lunch facility should be
collected from the information centre.
The athletes’ meal tent at the regatta venue is located behind
the permanent boathouse building. It will start working on
Tuesday, 18th July.
Please, note that tap water in Bulgaria is drinkable. Athletes
are encouraged to use reusable water bottles.

The opening times of the Accreditation Centre are as follows:

Team Managers are requested to make an appointment with

deadline will be considered as late applications and will be

Information on interview requests, press conferences and
the mixed zone will be available in media information packets available at the pick-up of the accreditation in the accreditation office.
A press conference area is available within the Media Centre,
which can be reserved by Team Managers for press conferences as required.
The FISA media staff will inform Team Managers ahead of
time for interview requests to interview athletes.
Mixed Zone
After Final A, the order of priority for interviews with medal
winning crews in this area is:

3. Right-holding radio

The interview will be managed by the Mixed Zone manager.
Athletes are encouraged to speak to the press when required.

Each hotel has its own arrangements concerning Wi-Fi. Please
contact the reception desk at your hotel.

N. GRANDSTANDS
The grandstand for teams, friends & family and VIP’s is located near to the finish line.
Presidents Grandstand
Each national federation is entitled to two Presidents
Grandstand tickets for all racing days. These tickets will be
distributed to team managers at the Accreditation office.
Additional seats at the president grandstand are sold to the
requesting federation for the price of 60 EURO for the whole
duration of the championships on first come, first serve bases.
You should seek additional tickets for the Presidents Grandstands through [email protected].
FISA Family Grandstand
The FISA Family Grandstand is an area in the grandstand for
the families and close friends of the athletes and will have
the privilege of being seated in the best location, close to the
finish line and the victory ceremony pontoon.
A limited number of FISA family grandstand tickets will be
available for purchase. FISA family tickets may only be purchased via your national federation.
The expected price is 60 EURO for the whole duration of the
event and includes a reserved seat. FISA family tickets can be
collected from the entrance to the venue for spectators (the
entrance south of the Plovdiv stadium, from Vladivostok Str.).

Public General Grandstand
In order to promote rowing the access to the secondary
grandstand will be for free.
The secondary spectators’ grandstand is located next to the
permanent grandstand building.
Seats in the secondary grandstand will be provided on a first
come, first serve basis. There will be additional space (picnic
area) for spectators at the venue.
O. HOSPITALITY FACILITIES AND SERVICES
Hospitality area
The hospitality area will provide a hospitality service for the
sponsors and the supporters of the event. It will be located at
the top level of the permanent grandstand building, and will
be operated during all racing days from one hour before the
beginning of racing to one hour after the end of the racing.

Opening ceremony
Location: the Roman Amphitheatre (Appendix 1)
Date / Times: Tuesday, 18th July, 2017, 19:00 hrs.
Transport: provided by the OC for teams who have booked
their accommodation through the OC.
Team managers have to book their transport request by 17th
July, 10:00 hrs in the transportation office or via e-mail sent
to [email protected]. More information on the
pickup times will be available in the transport office.

Victory ceremony
Victory ceremonies will be held in front of the grandstand
near the finish line, immediately after each Final A.
Closing ceremony
The closing ceremony will be held in front of the grandstands
near to the finish line, after the last race of the regatta, Sunday, 23rd July, 2017 immediately after the last victory ceremony of the day.
Nations Dinner
The Nations Dinner will be held on Saturday, 22nd July, 2017
Location: TBC
Transportation will be provided by the OC for the teams who
have booked their accommodation through the OC.
Each National Federation will receive two complementary
tickets, which can be collected from the Information centre.
Additional tickets can be purchased – for more information
please visit the Information centre not later than 20th July, 2017.
