competencies of the personnel within the Management Authority, Intermediate Bodies and Beneficiary
Institutions of the Regional Operational Programme
Beneficiaries: Managers and employees of the Ministry of Local Development Romania, Managing
Authority of ROP Romania
Dates of the study tour official program: 5-10 September 2011
Study tour duration: The study tour should last 6 days, 2 days are devoted for travelling and 4 days the
working program
The main objective of the study tour
 to meet institutions
o Coordination NSRR level – the national Coordination Autority
o at the national level - Management autority of thematic operational programme
o at the regional level – MA of ROP
 To understand implementation structure of SF on the national and regional level, roles and
responsibilities of MAs and IBs
o Implementation of the ROP (or ROPs)
o Implementation of national/thematic OP
 A detailed SWOT analyze on the institutional framework implementing the ROP (ROPs).
o which are the SWOT elements assessed based on the current ROP implementation?
 Presentation of the envisaged institutional framework for the next programming period 2014-2020
o priorities identifications, performance indicators establishment, regulations (rules) for the
next programming period
o to examine the whole process from the regional level up to the central one, how the
consultations are taking place,
 visit to projects - they would like to visit projects for touristic infrastructure.

Marie has been working in the field of EU programmes since 1996 in the field of evaluation. Since that time she has
been conducting many evaluations of programmes funded by Phare, SAPARD, ESF, ERDF, IPA, both in the Czech
republic, Slovakia, other EU member states, including Romania and current enlargement countries. She is used to
provide technical assistance to implementing bodies (MAs and IBs) on central and national level, and to National
Coordination Authority 2007-2013 and previous programming period.
Marie fulfills the role of guarantee of the program preparation and realization.,

There is headquarter of MA Regional Operational Programme NUTS II North-East
(ROP NE) In Hradec Kralove.
The MA is the Regional Council of the North-East Cohesion region which consists
of three NUTS III regions
ROP NE falls within the ROP of the Convergence objective. Its budget amounts
656 MEUR, what is 2.46 % of all finances intended for the Czech Republic from
the EU funds.
