AllreferenceswithintheseRulestothemalegenderarepurelyforbrevity.Womenandgirlsareas
welcomeasmenandboysasplayers,umpires,scorersandadministratorsintheEastLeague.
AdministrationofLeague
1.1TheLeagueshallbeadministeredbytheGeneralCommitteeoftheEastofScotlandCricketAssociation,
inaccordancewiththeLeagueRulesandwithinthetermsoftheConstitution.
CompositionofLeague
2.1TheLeagueshallbedividedintoDivisions.TheGeneralCommitteeshalldetermineannuallythenumberof
DivisionsandthenumberofteamswithineachDivision.ThetopDivisionshallbeknownastheChampionship.
2.2NoclubmayberepresentedbymorethanoneteaminanyoneDivisionwiththeexceptionofthelowestdivision.
PromotionandRelegation
3.1Attheendofeachseason,subjecttotheprovisionsofRule2.2,promotionandrelegationwilltake
placeasfollows.
(a)2clubsshallbepromotedfromeachDivision(exceptthetopDivision)totheDivisionabove.
(b)IfaclubisrelegatedfromCSLEasternPremiership(CSLEP)totheEastLeague,andnoclubpromoted
fromtheEastLeaguetoCSLEP,thebottom3clubsineachDivisionshallberelegatedtotheDivisionbelow.
(c)IfeitheroneclubisrelegatedfromCSLEPtotheEastLeague,andoneclubpromotedfromtheEast
LeaguetoCSLEP,ornoclubsrelegatedfromCSLEPtotheEastLeagueandnoclubpromotedfromtheEast
LeaguetoCSLEPthebottom2clubsineachDivisionshallberelegatedtotheDivisionbelow.
(d)IfnoclubisrelegatedfromCSLEPtotheEastLeague,andoneclubpromotedfromEastLeagueto
CSLEP,thebottomclubineachDivisionshallberelegatedtotheDivisionbelow.
3.2(a)Anyteamfailingtofulfilthreeofitsfixturesduringthecourseofaseasonwillbedeemedtohave
failedtomeetitsobligationstotheLeagueandshallbeautomaticallyrelegatedtothenextlowestdivision.
(b)Anyteamfailingtofulfilmorethanthreeofitsfixturesduringthecourseofaseasonshallbe
automaticallyrelegatedtothedivisionbelowthenextlowestdivision.
(c)Anyteamfailingtofulfilsixormoreofitsfixturesduringthecourseofaseasonwillbedeemedtohave
withdrawnfromtheLeaguecompetition,shallhaveallresultsexpungedfromcompletedanddefaulted
games,andshallrequiretore-applyforadmissiontotheleagueinaccordancewith3.3below.
(d)Tofulfilafixtureateamneeds9ormoreplayersintheChampionship,Divisions1and2and7ormore
playersinthelowerdivisions.
3.3AnyteaminthelowestDivisionoftheEastLeaguefailingtofulfilthreeormorefixturesduringthe
courseoftheseasonshallrequiretoapplyforreadmissiontotheEastLeagueatthenextAnnualGeneral
MeetingoftheAssociationalongwithanyotherteamseekingadmissiontotheEastLeague.Where

appropriate,thoseteamsseekingadmissionorreadmissiontotheEastLeagueshallparticipateinaballot
forthevacantplaceorplacesandsuchvacantplaceorplacesshallbeallocatedtotheteamorteams
securingthehighestnumberofvotesintheballot.Priortotheballot,theGeneralCommitteeshallindicate
howmanyplacesintheLeaguecompetitionareavailable
3.4Foreachteamthathasfailedtofulfilthreeormorefixturesintheseason,aclubmustpaya£100
deposittoallowthatteamtocompeteintheLeagueinthefollowingseason.Thedepositmustbepaid
priortothe31stDecemberfollowingtheendoftheseason,orthatteamwillberemovedfromtheLeague.
Thedepositwillbereturnedattheendofthefollowingseason,providedthattheteamhasfulfilledits
fixturesanddidnotdefaultonmorethantwooccasions.
Fixtures
4.1TheCompetitionsSub-CommitteeshallarrangefixturesforeachDivisionandshallnotifyclubsofsuch
fixturesassoonaspracticableeachyear.Noalterationtothesefixturesshallbemadeotherthanwiththe
prioragreementofbothclubsconcernedandnotificationinwritingto,andconsentgivenby,the
CompetitionsSub-Committee.FixturesineachDivision,otherthanthelowest,willbearrangedonthebasis
ofeachteamplayingoneanothertwiceduringtheseason,oneathomeandtheotheraway.Inthelowest
Divisionthefixturesshallbearrangedsothateachteamshallhaveatleastonefixturearrangedwitheach
otherteam.
4.2Clubsmayre-arrangefixturesbyobtainingtheconsentoftheiropponentsandtheCompetitionsSubCommittee.Nore-arrangementsmaytakeplacewhereamatchhasbeencancelledorabandoneddueto
badweather,orwheretherescheduleddateisafterthelastscheduledweekendoftheEastLeagueseason
TrophiesandPrizes
5.1TheGeneralCommitteemayawardtrophiesorotherprizesforteamorindividualperformanceinany
DivisionoftheEastLeague.Notrophyorprizeforindividualperformancemaybeawardedtoapaidor
overseasplayer.
PlayingConditions
6.1AllmatchesshallbeplayedinaccordancewiththecurrentMCCLawsofCricket.
6.2ClubsparticipatingintheEastLeagueshalltakestepstomaintainorimprovethestandardoftheir
groundsinkeepingwiththeLeague’sstatusasafeederleaguetotheCSLEP.
6.3(i)ClubsplayingintheChampionshipandFirstDivisionoftheEastLeaguemustrecognisetheir
responsibilitiesforproducingasatisfactoryplayingsurfaceaswellasensuringthattheirgroundsand
facilitiesareuptoanappropriatestandardasshallbedeterminedbytheCompetitionsSub-Committeein
itssolediscretion.
6.3(ii)AllEastLeagueChampionshipandDivision1gameswillbeplayedongrasswicketsunlessin
exceptionalcircumstancesandwiththeagreementofbothteams.Allplayingsurfacesmustbeapprovedby
ESCAwhomayappointaspecialistadvisertodeterminethesuitabilityoftheplayingsurface.Anynew
groundmustbeapprovedbyESCAnotlessthanthreemonthspriortothestartoftheseason.

6.4Thehomeclubinanyfixtureshallberesponsiblefortheprovisionofapitch(andnotificationofthe
venuetoopponentsnotlessthan48hoursbeforethefixture),regulationstumpsandbailsandforthe
propermarkingofthepitchandboundary.Eachteamshallotherwiseprovideitsownequipment,including
aballofatypeapprovedbytheGeneralCommittee.Eachteamshallbowlwithitsownball.[SeealsoRule
18.9]Althoughpreferenceshouldbegiventonaturalturfpitcheswherepossible,anartificialpitchmaybe
usedinanyDivisionprovidedtheawaysidearenotified48hoursbeforethefixture.Ifnotificationisnot
provided48hoursinadvance,anartificialpitchmaybeusedwiththeagreementofbothteams.
6.5Intheeventofbadweatherthehometeamisresponsibleforinformingtheawayteamassoonas
possiblethatnoplayislikelytobepossible.Theawayteamhastherighttotravel(unlessanindependent
groundsmanorumpiredeclaresthepitchunplayable),andthehometeammustthentakestepsto
facilitatetheplayingofagame.ClubsshouldbearinmindthatshortenedgamescantakeplaceunderRule
12.3iftheweatherimproves.Intheeventthatagameiscalledoff24hoursormorepriortothestarting
timethentheawayclubhastherighttohostthefixtureiftheawayclubcanprovideagroundandthe
hometeamisinformedby6pmonthedaypriortothegame.
6.6TheGeneralCommitteeshallprescribefromtimetotimethetypeortypesofballwhichmaybeused
forEastLeaguematchesandmayprescribedifferentballsforuseindifferentDivisions.
YouthPolicy
7.1ItisafurtherrequirementofmembershipoftheEastLeaguethatallclubsshouldbecommittedto
providingopportunitiesforyoungplayerstoplaythegameofcricket.
Players
8.1AllplayersmustbeBonaFidemembersoftheclubsforwhichtheyplay.
8.2Exceptasprovidedforbyrule9.5andjuniorsascoveredbyrule9.3,noplayermayplayEastLeague
cricketiftheyhaveplayedacompetitivegameforanyotherclubinScotlandthatseasonwithoutfirst
obtainingthepermissiontodosofromtheCompetitionsSub-Committee.Suchpermissionwillbegiven
providedtherequestisreceivedbytheendofJulyandwheretheplayer’spreviousclubhasconfirmedthat
ithasnoobjectiontothechangeofclub.TheCompsCommitteehasthepowertooverrulethewishesof
thepreviousclub.
ThisrulewillnotapplytomidweekcompetitionsortoUniversityorcollegecompetitions.
8.3NoclubmayplaymorethanoneOverseasPlayerinanyEastLeaguematch(exceptasprovidedforin
AppendixE).AnOverseasPlayerisanyplayernotqualifyingasadomesticplayerasper8.4below.No
playerregisteredwiththeCricketScotlandLeagueasapaidplayerorequivalentmayplayinanyEast
Leaguematch.IntheeventthattherulesoftheCSLchangewithregardtopaidplayers,theCompetitions
sub-committeeshallissueclarificationandanofficialinterpretationofthisrulepriortotheseason.
8.4Aplayershallbedefinedasadomesticplayerprovidedhemeetsatleastoneofthefollowingcriteria.
•
AdomesticplayerisaplayerwhoisresidentandhasbeenresidentintheUnitedKingdom(UK)for
atleast90outofthe120daysbeforeanymatch.

HehasreceivedspecialpermissionfromtheCompetitionssubcommittee.Suchpermissionshall
onlybegrantedwheretheplayerhasademonstrable,long-termconnectiontoScotland,orhas
movedtoScotlandforthepurposesoffulltimeemploymentoreducationunconnectedwith
employmentbyacricketcluborcricket-relatedemploymentbyaschoolbutforcricketingorother
reasonsmeetsneitherofthecriteriaabove.
•
Fortheavoidanceofdoubt,itistheresponsibilityofclubstoensurethattheirplayerscomplywith
theaboverequirements.Requestsforspecialpermissionshouldbemadeinsufficienttimetoallow
thecommitteetomakeenquiriesregardingthecircumstances.Noplayermayplaywhilearequest
forspecialpermissionispending.
8.5Nospecialpermissionshallbegrantedbythesub-Committeeunder8.4aboveinregardofanyplayer
whointhelast3yearshasbeenregisteredaseitheranoverseasamateur,paidplayer,oroverseasplayerin
theEastLeagueorCSLEP.
8.6NoOverseasPlayerwhohasplayed1stClassorList“A”cricketasdefinedbytheAssociationofCricket
Statisticians,mayplayinanymatchbelowDivision2oftheEastLeague.
8.7IfanOverseasplayeristobepaidforplayingcricket,oremployedbythecricketclubinanycapacity,
theclubmustensurethatworkpermitsandotherimmigrationdocumentationareinorder.The
Competitionssubcommitteeshallhavetherighttorefuseanyregistrationuntilsightofsuchdocuments,or
writtenconfirmationthattheyarenotrequiredhasbeenreceived.
8.8NoclubwhichhasmorethanoneteamintheEastLeagueoranyotherLeagueshallbeentitledtoplay
anyplayerindifferentteamsengagedinaLeaguefixtureinthesameweekend,unlessspecificpermission
hasbeengrantedinadvancebytheCompetitionssub-committee.
8.9Noplayerwhohasbeenselectedforarepresentativesquadorteamatarealevelorabove,atanyage
group,shallplayinanymatchinanyESCAcompetitiononthedayofthescheduledrepresentativematch
withoutthewrittenpermissionofthemanageroftherelevantrepresentativeside.
8.10Ifaclubchoosesnottoregisteranoverseasplayer,itmayemployoneDomesticplayerasapaid
playerorcoach.Apartfromthis,noplayer,otherthananoverseasplayerasdefinedabovemaybepaidor
receiveanymonetaryorotherinducementtoplaycricket,ortofacilitateplayingcricketinmatchesunder
thejurisdictionofESCA.ExpensesaspermittedunderRule10shallnotbedeemedtobreachthis
stipulation.
8.11AnyClubplayingaplayerwhoisnoteligibletoberegisteredasdescribedinclauses8.2,8.3,8.4,8.5
8.6and8.7willforfeitthegame(s)inwhichtheplayertakespart.Thepenaltyforanybreachofclauses8.8,
8.9and8.10willbedecidedbytheCompetitionsSubCommittee.
PlayerRegistration(AllDivisionsexcepttheChampionship)
9.1InorderthattheCompetitionsSub-Committeemayadministertherulesrelatingtoplayereligibility,
clubsshouldensurethatthemajorityofplayersareregisteredatleast7daysbeforethefirstmatchofthe
EastLeagueSeason.Shouldthisnotbepossible,theclubisresponsibleforcontactingthe
CompetitionsSub-Committeeassoonaspossible,butdefinitelybeforethisdeadline.Playerregistration
willbedoneonlineusingtheEastLeagueMatchResultsandStatisticssiteprovidingthefollowing
informationforeveryplayer:

9.2ProvidedthataClubhascompliedwithRule9.1above,itmayregisteradditionalplayersuntiltheend
oftheMondayfollowingthefirstmatchinwhichtheyhaveplayed.Theclubisresponsibleforinforming
therelevantdivisionalrepresentativeoftheplayer,theirregistrationnumber,theirpositioninthebatting
orderandanyotherrelevantcontributionsmadeinthematch(i.e.catchesorstumpings)bythesame
deadlinesothattheycanupdatethematchreturnshoulditalreadyhavebeencompleted.
9.3Playersattainingage16onorafter1Septemberofthepreviousseasonmayplayformorethanone
clubandmayplaytwogamesinaweekendprovidedthatoneofthegamesisnotanCSLEPorScottish
Cupmatch.Theplayershouldberegisteredwithallclubsforwhomtheyplayasspecifiedbyrules9.1and
9.2withtheirdateofbirthcompleted.Under16playersmaynotdropdownmorethanthreedivisions
(includingCSLEP)fromtheirnormalteamwithoutpermissionfromtheCompetitionsSub-Committee.
9.4ThefollowingpointsdeductionswillnormallybeappliedwhereaClubfailstocomplywiththe
requirementsofrules9.1,9.2and9.3:
•
FailuretocompletethepreseasonregistrationsasspecifiedinRule9.1-10pointsdeductionforall
teamswithintheclub
•
FailuretoregisteroneplayerasspecifiedinRule9.2–5pointsdeductionfortheteam.
•
FailuretoregistertwoormoreplayersasspecifiedinRule9.2–10pointsdeductionfortheteam.
9.5Playersregisteredwithoneclubmayplayforasecondclubprovidedtheagreementisratifiedbythe
ESCAGeneralCommittee,andiswithintheguidanceofAppendixF.
Expenses
10.1Aclubshallbeentitledtopayexpensestoanyplayertodefraythecosttothatplayeroftravellingto
anyLeaguematchortoarendezvouspointpriortotravellingtoanyLeaguematchwithoutthatplayer
beingdeemedtobeapaidplayer,providedtheexpensessopaiddonotexceedaratepermileof
necessarytravelatsuchrateasmaybefixedbytheGeneralCommitteeandintimatedtoclubsfromtime
totime,ortheequivalentrailorbusfare.Anyclubwhichpaysexpensestoanyplayerasaforesaidshall
maintainarecordofallexpensessopaidandshallallowaccesstoanypersonappointedbytheGeneral
Committeetosuchrecordandtoanyotherbooksofaccountmaintainedbytheclub.TheESCACommittee
mustbeinformedofallplayersreceivingexpenses.
StartandFinishTimes
11.1AllEastLeagueChampionshipmatchesshall,unlessotherwiseagreedbybothclubsorwheretheCommittee
consideritappropriateandreasonable,commenceat12noon.Thescheduledhoursofplaywillbefrom12noon

to7.10pmorfrom1.00pmto8.10pm.Therewillbetwosessionsofplay,normallyof3hours20minuteseach,
andseparatedbyanintervalof30minutes.Inallmatcheswhicharescheduledtostartat12noonandwherethe
startofplayisdelayedorplayissuspendedduetoinclementweather,thescheduledcloseofplaymaybe
extendedto7.40pm.Thisextensionwillnotapplytomatcheswhicharescheduledtostartafter12noon.Ifaball
hasnotbeenbowledby3.20pm(3.50pmfora1.00pmstart)theumpireswillthenabandonthematch.The
umpiresshallbethefinalarbitersofthefitnessofthegroundforplay.
In Championship matches when playing time has been lost during the first innings, and, as a result, it is not
possiblefortheteambattingsecondtohavetheopportunityofreceivingitsfullallocation,thenumberofovers
shallbereducedby5overblocksattherateof5oversper20minutesdownto30oversminimum.Thetargetpar
scorewillbecalculatedasfollows:

Matchesinallotherdivisionsshallcommenceat1.00pm,50overmatchesstartingat1pmshouldbe

11.2Exceptionally,matchesmaystartatsomeothertimeprovidedthestarttimeisagreedbybothsides
priortothedateofthefixtureandtheDivisionalRepresentativehasbeeninformed.
11.3(a)TheHometeamshallensurethatarepresentativeispresent,onthegroundwherethematchisto
takeplace,atleast30minutesbeforethedefinedstarttime.
(b)Ifateamdoesnothave7playersreadytostartby15minutesafterthedefinedstarttime,thenthat
teamshallautomaticallylosethetoss.
(c)Ifateamdoesnothave7playersreadytostartby30minutesafterthedefinedstarttime,thereshallbe
adeductionof5pointsfromthatteam’stotalpointsfortheseason.
(d)Ifateamdoesnothave7playersreadytostart(9playersinthetopthreedivisions)byonehourafter
thedefinedstarttime,awinshallbeawardedtotheotherteam.
(e)Theprovisionsof(c)and(d)abovemaybewaivedbytheCompetitionssub-committeeifitissatisfied
thattheoffendingteammadeeveryefforttoarriveontime,butwaspreventedfromdoingsoby
circumstancesbeyonditscontrol.
DurationofMatches
12.1Exceptasdetailedin12.3beloweachteamcompetinginamatchshallbeentitledtobatfor
50oversinChampionshipandDiv1or40oversinotherDivisions.
12.2Nopointsshallbeawardedinmatcheswhicharenotcompleted,andinwhichtheprovisionsofRule
14.1(c)donotapply.

12.3Wheretheweatherconditionsindicatethatthefullnumberofoversmaynotbecompleted,the
umpireshavethepowertoreducethenumberofoverstobeplayedbymultiplesof5oversperside.In
gameswithnoappointedumpires,captainswilldecide.
Allreductionsaresubjecttoaminimumlengthof30oversperinningsintheChampionshipandDivision1,
and20oversperinningsinotherDivisions.Noreductionintheschedulednumberofoversispermitted
afterthestartofthematch,withthefollowingexception:
If,shortlyafterthestart,thereisasignificantinterruption,sufficientthatitbecomesunlikelythegamecan
becompleted,thematchmay,withtheagreementofbothcaptains,berestarted.Everythingoccurring
beforetheinterruptionwillbedeemednottohavehappenedwithrespecttorunsscored,wicketstaken
etc.
BowlingRestrictions
13.1NobowlermaybowlmoreoversthanindicatedinAppendixBforthelengthofinnings.Thepenalty
forinfringingthisruleisthedeductionof5pointsfromtheteam’stotalfortheseasonforeach
infringement.Whereverpossible,umpiresand/orscorersshouldalertcaptainswhenitappearslikelythat
thisrulemaybeinfringed.
13.2Captainsshouldbeawareoftheirresponsibilitiestoalltheirplayers,andparticularlytothedirectives
foryoungfastbowlersinAppendixA.
13.3Anydelivery,ofanypace,whichpassesorwouldhavepassedonthefullabovewaistheightofthe
strikerstandinguprightatthecreaseshallbecalledandsignalledno-ball.
13.4Fortheavoidanceofdoubt,anyandalldeliverieswhich,afterpitching,passorwouldhavepassed
aboveheadheightofthestrikerstandinguprightatthecrease,shallbecalledandsignalledno-ball,as
mandatedinLaw42.6(a)(ii)
Points
14.1Pointsknownas“resultpoints”and“bonuspoints”shallbeawardedasfollows:
(a)ResultPoints:Winningteam20points.Eachteaminatie15points.Exceptinthecircumstances
governedby14.1(c),theteamscoringthegreaternumberofrunsinthematchshallbethewinners.Ifthe
numberofrunsscoredbytheteamsisequal,ortheresultundertheprovisionsof14.1(c)isatie,theresult
shallbeatie.Noaccountshallbetakenofwicketslost.
(b)BonusPoints:Nobonuspointsshallbeawardedtotheteamwhichwinsthematchortoeitherteamin
thecaseofatie.

ForfeitureofPoints
15.1A50overinningsshouldbebowledwithin3hoursand20minutes,a45overinningswithin3hourss,
anda40overinningswithin2hoursand40minutes.Thesetimesincludeallowancesforthefallofwickets,
anddrinksintervals,butnotfordelaysduetoinjuryorotherexceptionalcircumstances.Inmatches
controlledbyumpiresappointedbytheEastofScotlandUmpiresAssociation,theumpiresshalldeduct1
pointfromthebowlingteam’stotalfortheseasonforeachcompleteoverthatisunbowledaftertheexpiry
ofthetimelistedabove.
15.2TheCompetitionsSub-Committeeshallhavethepowertodeductpointsasdeemedappropriatefor
non-compliancewiththeRulesoftheLeague.
15.3(i)OnaSaturdaywhenallaclub’steamsareplaying,aplayerwhonormallyplaysforahigherteam
maydropdownoneteam,butnottwo.Incaseahighergameiscancelledthroughrain(orotherreason),
thedivisionalrepshouldbeinformedaboutsuchplayersby10pmontheThursdaypriortothematch.
(ii)Onaweekendwhenone(ormore)ofaclub’steamsisplayingonaSunday,aplayerwhonormallyplays
forahigherteammaydropdownoneteam,butnottwo.Noplayermayhoweverdropdownmorethan
threedivisions(includingCSLEP)unlessalloftheclub’steamsareplayingontheSundaywithoutthe
permissionoftheCompetitionsSub-Committee.Incaseahighergameiscancelledthroughrain(orother
reason),thedivisionalrepshouldbeinformedaboutsuchplayersby10pmontheThursdaypriortothe
match.
(iii)Onadayonwhichaclubhasahigherteamwithnoleaguefixture,itisnotacceptableforaplayerwho
normallyplaysinahigherteamtomovedownevenoneteam,unlesscoveredby15.3(ii).Wheredoubt
existsthedivisionalrepshouldbecontactedby10pmontheThursdaypriortothematch.
(iv)OnaweekendwhenateamhasleaguematchesonbothSaturdayandSunday,rule8.8(which
preventsaplayerplayingfortwodifferentteamsinaweekend)mayberelaxedprovidedthat
clubsinformtheirrepinadvanceanddonotuseplayerswhonormallyplayforahigherteam.
(v)“Normally"shallbedefinedbytheCompetitionssub-committee/DivisionalRep.inthelightofeach
case.
(vi)Penalties–Ifallaclub’steamsareplayingandtheclubfailstoinformESCAofaplayermovingdowna
team,nopenaltywillapply.

15.4WhereateamfailstofulfilafixtureontheoriginaldatespecifiedbytheCompetitionsSub-Committee
oronasubstitutedateagreedwiththeCompetitionsSub-Committeeandtheiropponents,theteam
responsibleshallbedeemedtohaveforfeitedthematchandtheiropponentsshallbeawardedpointsasif
theyhadwonthematch.Whereaclubcannotfulfilallitsfixturesforagivenday,thefirstfixturetobe
cancelledmustbethatofitslowestteam.AnyClubforfeitingagamewillberesponsibleforanylegitimate
expensesincurredbytheoppositionexceptinexceptionalcircumstancesasdeterminedbythe
CompetitionsSubCommittee.Anysuchexpensesshouldbeintimatedtotheforfeitingteamwithin1week
ofthematchandmustbepaidwith2weeksofthematch.Anyclubforfeitingagameonthescheduled
dayofthegamewillincuranadditional5pointpenalty.
15.5Wherememberclubswishtoappealagainstthepenaltiesarisingfromsections15.2,15.3or15.4
above,theymustdosowithinsevendaysofthedateofthematch.Wherememberclubswishtoappeal
againstadecisionmadebytheCompetitionsSub-Committee,thenanysuchappealmustbereceivedby
theESCAHonorarySecretarywithintwoweeksofnotificationoftheCommittee’sdecision.Notificationof
appealmustincludethegroundsofappealwithreferencetotherelevantRules,anda£50deposit,which
willbereturnedtotheappellantclubiftheappealissuccessful.TheappealwillbeheardbytheAppeals
subCommittee.
MatchReturnsandComplaints
16.1MatchReturns
ThehometeaminanyEastLeaguematchisresponsibleforcompletingtheonlinesummary(orfullreturn)
bytheendofthedayfollowingthematchandthefullonlinematchreturnbytheendoftheTuesday
followingthematch,includingwhenamatchiscancelledorabandoned.Intheeventof
afailuretocomply,theCompetitionsSub-Committeewilldeduct5pointsforeachandeveryoffencefrom
thetotalpointsearnedduringaseason.ShouldanyplayernotberegisteredthentheRegistrationNumber
shouldbeinsertedas000.
16.2Complaints
AnycomplaintbyaclubinrelationtoanymatchmustbesubmittedtotheCompetitionssubCommittee
Convenerwithinsevendaysofthatmatch.Thecomplaintmustbefullydetailedandaccompaniedbya
minimumoftwoWRITTENstatements.Nocomplaintwillbeconsideredifthisdocumentationisnot
submittedasspecifiedabove.
AllplayersandofficialsparticipatingintheEastLeagueareboundbytheCricketScotlandCodeofConduct
andclubs,playersandofficialsaredeemedtoknowthecontentoftheCode.
LeaguePlacings
17.1Leagueplacingswillbedeterminedbyexpressingthepointsawardedasapercentageoftheresults
pointsforawininallcompletedmatches.Intheeventthattwoormoreteamsshallhaveanequal

percentageattheendoftheseason,theteamhavingthegreatestratioofmatcheswontomatchesplayed
shallbeplacedabovetheotherteams.
Intheeventthatthisdoesnotseparatetheteams,thepointsgainedinthematchesbetweenthesideswill
determinethefinalplacings;failingwhichtheclubsshalldrawlots.
UmpiringandScoring
18.1Whereverpossible,umpirestoEastLeaguegamesshallbeappointedbytheEastofScotlandUmpires’
association.
18.2WherenoumpiresareappointedunderRule18.1,eachclubtakingpartinagameshallhavetheright
toappointoneumpire.Suchumpireshallnotbeoneofthe11playersparticipatinginthegame.Ateam
captainshouldinformhiscounterpartthathisclubhasappointedanumpireattheearliestopportunity.
18.3WhereonlyoneclubchoosestoappointanumpireunderRule18.2,thatumpireshallnormallystand
atoneendofthepitchthroughoutthematch(i.e.atsquarelegandbowler’sendforalternateovers).With
theagreementofbothcaptains,asingleappointedumpiremaystandatthebowler’sendforeveryoverin
agame.
18.4Wherefewerthan2umpiresareappointedunderRules18.1and18.2,thematchshallbeumpiredby
playersorotherconvenientpeopleoperatinginshifts.
18.5Noclubshallhavearightofobjectiontoanyumpire,nomatterhowtheyareappointed.Allumpires,
nomatterhowtheyareappointed,areexpectedtoupholdtheLawsandSpiritofthegame,andmakeall
decisionsthatarerequiredwithstrictimpartiality.
18.6Whereverpossible,eachclubshallappointascorerforeachgame,whoshallnotbeoneofthe11
playersparticipatinginthegame.Ifascorerisnotappointed,theclubmustprovideastandard“box-style”
scorebookorscoresheet.
18.7Iffewerthan2scorersareappointedunderRule18.6,thescoreshallbekeptbymembersofthe
battingsidenotcurrentlyinvolvedinthegame.Theremustbe2scorersrecordingtheactionatalltimes.
18.8WhereumpiresareappointedunderRules18.1or18.2,theyshallagreethescoresattheconclusion
ofeachinningsasmandatedinLaw3.15and4.2.Wherenoumpiresareappointed,thecaptainsshallagree
thescoresattheconclusionofeachinnings.Eachcaptainshallhavetherighttoexamineeachscorebook,
andthecaptainsshalljointlyresolveanydiscrepancieswithinorbetweenthetwoscorebooks.
18.9Ascoreboard,legiblefromthepitch,mustbeprovidedbythehometeam.Thescoreboardshallshow,
asaminimum,runsscored,wicketsfallen,andthenumberofoversbowled.Thescoreboardshallbe
updatedatleastattheendofeveryover.
18.10Allclubsareencouragetosupporttheirmembersinattendingtrainingcoursesandsessions,inorder
topromotethehighestpossiblestandardsofumpiringandscoringthroughouttheAssociation.

19.1EachEastLeagueclubshallhaveacopyoftheseRulesavailableatitsgroundateachLeaguematch.

fromeitherend,untiltheequivalentnumberofoverstothelengthofhisspellbeforetheinterruptionhave
beenbowledfromthesameend.Iftheinterruptionisof40minutesormore,whetherscheduledornot,
thebowlercancommenceanewspellimmediately.OnceabowlercoveredbytheseDirectiveshasbowled
inamatchhecannotexceedthemaximumnumberofoversperdayforhisagegroupevenifhe
subsequentlybowlsspin.Hecanexceedthemaximumoversperspellifbowlingspin,butcannotthen
reverttobowlingfastuntilanequivalentnumberofoverstothelengthofhisspellhavebeenbowledfrom
thesameend.Ifhebowlsspinwithoutexceedingthemaximumnumberofoversinaspellthemaximum

ESCARULESAPPLYINGONLYTOTHEESCACHAMPIONSHIP.
1.
PLAYERS
ForaplayertoberegisteredtoplayinanESCAChampionshipmatchhe/shemustfulfiltherequirementsof
one(ormore)ofthefollowingcategoriesofplayers.
(a)ResidentPlayer
(b)PaidPlayer
(c)OverseasAmateur
Theabovecategoriesaredefinedasfollows:
(a) “ResidentPlayer”isaplayerwhoisresidentandhasbeenresidentintheUnitedKingdom(UK)forat
least90daysoutofthe120daysbeforeanymatch.
Consideration may be given by the Committee to waive some or all of the requirements for a
ResidentPlayerinsuitablecaseswheretheplayerhasmovedtoScotlandthroughworkorstudyor
marriageorotheracceptablereason.
NoplayermayplayasaResidentPlayerorOverseasAmateurifhe/shehasbeenaPaidPlayeratany
timeinthe36monthsprecedinganymatch.However,inthespiritofencouragingparticipationand

whereitisclearthattheplayerisnolongeraPaidPlayerandhasmovedtoScotlandasabove,this
provisionmaybewaivedifthepermissionoftheCommitteeisobtainedpriortosuchaplayertaking
partinanymatch.
“PaidPlayer”isaplayerwhoreceivesanyofthefollowingasafeeforplaying,orasaninducement
toplay,ortofacilitatetheirplayingcricket:
a. paymentincashorinkind;
b. accommodationwhetherfree,subsidised,orotherwiseassisted;
c. employment,whetherfull-timeorpart-time;
d. paymentinwholeorinpartoffarestotheUnitedKingdomfromthatplayer’splaceofabode.
Forthepurposesoftheserules,thepaymentofreasonabletravellingexpensesispermittedwithout
anyplayerbeingdeemedaPaidPlayer.
AcricketcoachisnotdeemedtobeaPaidPlayerforamemberclubunlesshe/sheispaiddirectlyor
indirectlyforplayingcricketforthatmemberclub.
AnypaymentmadetoaplayerbyCricketScotland,ortoaplayercontractedbyCricketScotlandfor
playinginamatchorganisedbyCricketScotland,willnotrenderthatplayerasaPaidPlayer.
Each club may register and play only one Paid Player. Where a Paid Player is unable to play for
whatever reason, e.g. injury, national call-up or termination of contract, the registration of a
substitutePaidPlayerwillbeapprovedbytheCommittee.
APaidPlayermustpossessaUKLevel2coachingcertificate(oranacceptableoverseasequivalent).
There shall be no residency requirements for the one permitted Paid Player, but if sourced from
outwiththeEuropeanUnion,thenUKBorderAgencyregulationsmustbesatisfied.

“OverseasAmateur”isaplayerwhoislessthan23yearsofageon31Augustofanyseasoninwhich
he/she plays in the League. This category provides an opportunity for young players to come to
ScotlandfromoutsidetheUKtodeveloptheircricket.
An Overseas Amateur must not have played first class cricket or List A cricket in the 24 months
precedinganymatch.
Each club may register one Overseas Amateur. However, a second Overseas Amateur may be
registered if a club has no registered Paid Player provided that at least one of the two Overseas
AmateurspossessesaUKLevel2coachingcertificate(oranacceptableoverseasequivalent).
Where the original Overseas Amateur is unable to play for exceptional reasons acceptable to the
Committee,theregistrationofasubstituteOverseasAmateurmaybeapprovedbytheCommittee.
AnOverseasAmateurmustberegisteredandavailabletoplayby30June.
Assistancebyclubs:
(a) Clubsmustnotprovidefinancialassistancetowardsairfares.

(b) ClubsmayhelpanOverseasAmateurbyprovidingaccommodationwithamember.Theclubmay
alsohelpinidentifyingsuitablerentedaccommodation.Theclubshallnotcontributefinancially
toeitheroftheabove.
(c) ClubsmayhelpinobtainingpartorfulltimeemploymentforanOverseasAmateur.Workdirectly
relatingtothecricketcluborpaidbythecricketclubshallnotbepermitted.
(d) Clubsmust,withintheapprovedregistrationform,disclosefulldetailsrelatingtoarrangements
andpaymentforaccommodation,airfaresandemployment.TheCommitteemayrequestfurther
informationbeforeconsideringtheregistrationforapproval.
2.PLAYERREGISTRATION
(a) In order that the Committee may administer the rules relating to player eligibility, all players
mustberegisteredbeforeplayinginanyESCAChampionshipmatch.TheCommitteewillprovide
clubs with access to the PlayerReg system in which details of all players must be recorded. No
playermayplayinanysuchmatchwithoutapprovalbeingregisteredonthePlayerRegsystem.
(b)No club will be allowed to play their Paid Player or Overseas Amateur until it has received
confirmationfromtheCommitteethatallrequireddocumentationhasbeenreceivedandmeets
therequirementsforregistration.
(c)DetailsofplayerstoberegisteredmustbeenteredonPlayerRegnolaterthan12.00noononthe
Thursday(‘48hour’rule)priortothatplayerplayinginhisfirstmatch.Whileeveryeffortwillbe
made to deal expeditiously with such registrations, approval may be delayed in the event that
additional information pertaining to the player’s background is sought. The player in question
maynotplayinamatchuntilapprovalisgrantedbytheCommitteetotheclub.
(d) NoplayermayplayinamatchwithoutthepriorwrittenapprovaloftheCommitteeifhe/shehas
playedinthatcalendaryearforanyotherclubinanyleagueorcupcompetition.Suchtransfer
requestsafter31Julyareunlikelytobeapproved.Priortoatransferbeingconsidered,the
Committeewillrequireawrittenstatementfromtheclubforwhomhe/shewishestoplay
detailingtheplayer’schangeofcircumstances,togetherwithawrittenstatementfromthe
previousclubconfirmingthattheyhavenoobjectiontothechangeofclub.TheComps
Committeehasthepowertooverrulethewishesofthepreviousclub.
This Rule, disallowing players from switching clubs, does not apply to Scottish Qualified Players
whoarecurrentlyplayingoutsideScotlandandwhohavebeenregisteredbytheclubwithwhich
they were last registered and for which they last played. Registration of such players must take
placepriortothecurrentseasoninorderfortheplayertobegrantedpermissiontoplay.
(e) TheCommitteemayrequiretoseethepassportofnon-UKpassportholders.
(f) Possession of a UK passport shall not of itself satisfy the requirements for any of the playing
categoriesandshallnotgiveanautomaticentitlementforaplayerwhopossessessuchapassport
toberegisteredtoplayinanyCSLmatch.
3.GROUNDSandSCORERS

Covers
a) Covers must be used to protect the pitch from rain, both during the match and in the preceding
days as appropriate. Arrangements should be made for ground staff or other helpers to put the
coversinplaceasquicklyaspossible.
b) Wheeledcoversarerecommended.However,plasticsheets/tarpaulinscanbeusedprovidedthey
are well maintained and, overnight prior to a match, are laid over an underlay (hessian / coconut
matting etc). It is recognised that use of an underlay may be difficult if the pitch requires to be
coveredduringamatch.Suchunderlaymustcoverthepitchareaasaminimum.Whichevercovers
areusedtheymustprotectanareaofatleast21.35metresx3.65metres(70feetx12feet).

run-ups are covered. protecting an area of 5 metres (length) x 3 metres (width) as a minimum
behindeachsetofstumps.
InadditionClubsarealsoencouragedtomakeeveryefforttoensurethatanareaadjacenttoeachsideof
thematchpitchtoasizeof25metres(length)and3metres(width)iscovered(includingwicketends).
Whichevermethodofcoveringisused,itmustnotallowwatertoseepthroughandclubswillberequired
to show that their covering arrangements are adequate to protect the pitch, taking into account the
contoursanddrainingcharacteristicsoftheground.
SightScreens
Thestructureandnon-reflectivesurfaceofthesightscreensmustbeingoodcondition.Theymustmeasure
aminimumof3.05metres(10feet)wideand3.65metres(12Feet)highandmustbecompletelyoutside
theplayingarea.Screensmustbeproperlypositionedoutsidetheboundarybeforethecommencementof
play and provided at both ends. The screens may be mobile or fixed but must be of sufficient width and
height to allow the batsmen to see the bowler’s delivery from either over or around the wicket without
impediment. Newly promoted clubs will be given a season where sightscreens are not mandatory, but if
theyremainintheChampionshipforasecondseason,thentheywillberequired.
Scorebox
(a)
Thenumbersontheboardshouldshowatleast:Total(orinformationsufficienttoinformtheteam
battingsecondoftherunstheyrequiretowinthematch);Wickets,OversBowledandFirstInnings
Total.Theyshouldbeofadequatesizetobeseenfromthefarsideoftheground.
(b) The scorebox should, ideally, be visible from the Pavilion, players’ viewing area and playing area.
Umpiresshouldbeabletoseethescorers’signalsclearly,andthescorersshouldbeabletoseeat
least90percentoftheplayingarea.Thescoreboxmustbeclean,tidyandreasonablycomfortable,
with adequate table and chairs and full protection from the weather. The system for changing the
numbersshouldbeeasilyaccessibletothescorers,simpletooperateandinfullworkingorder.
Atemporarystructurewillbeacceptable.
Scorers
Allmemberclubsmustprovideascorerforeverymatch.Afailuresotodoshallgiverisetoa2point
penaltyoneverysuchoccurrenceafterthesecondfailuretodosointhatseason.

Rollers
Atleastonerollermustbeavailableforuseduringthematch.However,itisrecommendedthatatleasta
lightroller,75to100kg(1.5to2cwt),beavailabletothecaptainofthebattingside.
4FIELDINGRESTRICTIONS
(a) Attheinstantofdelivery,theremaynotbemorethan5fieldsmenonthelegside.
(b) Two semi-circles shall be drawn on the field of play. The semi-circles shall have as their centre
themiddlestumpateitherendofthepitch.Theradiusofeachofthesemicirclesshallbe30yards
(27.43 metres). The semi-circles shall be linked by two parallel straight lines drawn on the field.
(Referattachedappendix5).Thefieldingrestrictionareasshouldbemarkedbycontinuouspainted
whitelinesor‘dots’at5yard(4.57metres)intervals,each‘dot’tobecoveredbyawhiteplasticor
rubber(butnotmetal)discmeasuring7inches(18cm)indiameter.Attheinstantofdeliverythere
mustbenotmorethan5fieldsmenoutwiththisarea.
5BOWLINGRESTRICTIONS
(a)
ProfileWideswillbeadoptedforuseinallESCAChampionshipgamesandaredefinedas:
AballwillbejudgedasWideifitpassesthestrikerbehindhislegswhenstandinginanormal
guardposition.Ifthestrikermovesacrosstotheoffsidetoplaytheballandtheballpassesbehind
hislegstheumpirewillhavetoimaginetheprofileofthestrikerstandinginanormalguard
position,andonlyprovidedthattheballwouldhavepassedbehindthisprofile,willhecallitWide.
IftheballwouldhavehitthisprofileitwillnotbeaWide.
Iftheballpassesoutsidetheoffsidewidelineasitcrossesthebowlingcrease,thentheBowler’s
EndUmpirewillcallandsignal‘wide’.Itdoesnotmatterifthebatsmanhasmovedacrosstocover
theball.Providedhedoesnothittheball,suchadeliverymustbecalled‘wide’.
(b)
HighfulltosseswillbedefinedasinLaw426(b)oftheLawsofCricket,whichdifferentiatesonthe
heightbetweenslowpaceddeliveriesandanyotherdelivery.

6JUNIORS
PriortothestartofeachseasonallclubsintheChampionshipshallsubmittotheESCASecretarydetailsof
howtheywillpromotejuniorcricketintheirclub.Thisshallincludedetailsoftrainingsessionsandoftheir
under-ageteamstogetherwithalistofclubcoachesandtheirqualifications.
Clubswillbeexpectedtomeeteachoftheirobjectivesduringthecourseoftheseason.
7AUDITOFCLUB’SCOMPLIANCEWITHCHAMPIONSHIPREQUIREMENTS
AttheendofeachseasontheESCACommitteewillauditeachclub’scompliancewiththerequirementsof
theChampionship.IntheeventthataClubhasnotmettherequirementslistedaboveintermsofthe
GroundandJuniorsthentheESCACommitteemaydecidethattheClubwillberelegatedtoDivision1.
