A Joint documentation on regional coordination of Programmes of Measures The HELCOM EU Member States committed themselves among others to Work towards developing coordinated programmes of measures, including joint elements, taking into account GEAR work, and develop as a first step coordinated measures on marine litter and noise. Baltic Member States will also consider further opportunities for joint actions, elements of programmes of measures or coordinated programmes of measures, on the basis. Secretariat IG PoM, 21 August 2014 A Joint documentation on regional coordination of Programmes of Measures • to define which components of Programmes of Measures could be developed jointly for reporting in 2015 under Art. 13 MSFD • to develop a plan on how coordination of Programmes of Measures can be improved to achieve better coherence in the next implementation cycle • to serve to document how the countries are cooperating regarding measures Secretariat IG PoM, 21 August 2014 A Joint documentation on regional coordination of Programmes of Measures • the work to be carried out to improve coordination of measures is to benefit all Contracting Parties in HELCOM • filling in gaps identified in HELCOM work • all HELCOM countries are to be requested to contribute to information gathering and evaluations Secretariat IG PoM, 21 August 2014 The role of HELCOM The role of HELCOM in relation to coordination embraces: • Coordination of national measures • Joint regional measures • Concerted regional action in relation to third parties Both existing and new measures are to be covered. Contents: Evaluate the remaining reductions to be achieved by the countries and the measures envisaged to do so. Process: – Stock-taking by IGPOM of national measures – Quantification and evaluation of the progress by the countries in reaching CARTs by WG PRESSURE (LOAD Core Group) by the end of 2014/March 2015. – Recommendation in 2015 of any regional measures or concerted actions needed to achieve the remaining reduction requirements in 2015. – Quantification of the contribution of different sources to the nutrient inputs by WG PRESSURE within periodic PLC-6 in 2016/17. Secretariat IG PoM, 21 August 2014 Inputs of synthetic and non-synthetic contaminants and systematic and/or intentional release of substances • Aim: Follow-up of BSAP and MM 2010/2013 and targets. • Contents: Evaluation of the statue of implementation of the HELCOM acquis and plan for further coordination post-2015. • Process: – Stock-taking by IGPOM of national measures – Identification of the substances for which joint actions are required – Development of joint approach for the setting of environmental targets as a basis for coordinated and joint actions Secretariat IG PoM, 21 August 2014 Input of litter • Aim: Development of a Regional Action Plan for 2015. • Contents: Agreement of a portfolio of measures for coordinated national action and for regional actions • Process: Arrangements are in place. Regional Action Plan for adoption by the HELCOM 36 in March 2015. Secretariat IG PoM, 21 August 2014 Input of energy, including underwater noise: • Aim: Development of a Regional Action Plan for 2017/2018 • Contents: Identify initial issues for consideration in a RAP for underwater noise and provide practical arrangements and timelines for developing the RAP. • Process: - Stock-taking by IGPOM of national mitigation measures - Stock-taking by the Noise Workshop on 26 November of ongoing and planned research/knowledge initiatives on noise - Development of a Regional Action Plan (lead country approach, supported by WG Pressure Secretariat IG PoM, 21 August 2014 Current follow-up of BSAP • Current overview of implementation (2013): − a coherent list of actions from the BSAP and the 2010 HELCOM Ministerial Declaration. • Issues: − − − − some actions lack clear targets and deadlines some actions lack agreed follow-up reporting not clear how the overall description of progress is concluded the overall progress is difficult to overview (long document) Secretariat IG PoM, 21 August 2014 Existing BSAP follow up • Baltic Sea Action Plan Index of Actions • Overview of implementation of the BSAP Name Surname 10/31/2014 12 Current follow-up of BSAP • Current overview of implementation (2013): − a coherent list of actions from the BSAP and the 2010 HELCOM Ministerial Declaration. • Issues: − − − − some actions lack clear targets and deadlines some actions lack agreed follow-up reporting not clear how the overall description of progress is concluded the overall progress is difficult to overview (long document) Secretariat IG PoM, 21 August 2014 Proposed steps for developing the follow-up system 1) Scrutinize the existing list of actions and separate broad statements from concrete actions that can be followed up 2) Categorize the list into: − different types of actions (e.g. measures to reduce pressures, spatial measures, actions to influence international regulations, development of guidelines, improve knowledge etc.) − level of implementation (national, regional) Secretariat IG PoM, 21 August 2014 Proposed steps for developing the follow-up system 3) Develop a reporting system that is based on agreed indicators, follow-up questions and aggregation rules. Two systems are proposed: a) Implementation of actions - simple indicator-based follow-up, short-term goal b) Measured/anticipated results of implemented actions – detailed follow-up, longer-term goal Secretariat IG PoM, 21 August 2014 Proposed steps for developing the follow-up system 4) Develop the presentation of results − A simple overview of implementation of actions (e.g. traffic light table) Example from WWF report on implementaiton of BSAP − A susbstantive presention of measured results of the implemented actions (e.g. fact sheets) Name Surname 10/31/2014 16 Assessment of accomplishment Simple cases: Action: Carrying out an assessment (e.g. Red list assessment) • Regional: Yes/No Action: Ratification of a protocol • National: Yes/No • Regional: – Accomplished - all countries have implemented the action – Partly accomplished - some countries have implemented the action – Not accomplished - no country has implemented the action Name Surname 10/31/2014 17 Assessment of accomplishment • Examples: Action Accomplished National programmes to When a nutrient reducion achieve nutrient reductions management programme is in place Country-wise allocated nutrient reduction targets (CARTs) All CARTs met by all CPs Advanced municipal waste All CPs fulfill water treatment under Recommendation 28E/5 HELCOM Recommendation 28E/5; WWTPs > 200,000 PE Name Surname Partly accomplished When working is on-going to elaborate (or revising) nutrient reduction management plans Some CPs have reached CART to some/all subbasins and other CPs are making progress towards CART Some CPs have achieved the requirements of Recommendation 28E/5 and other are working towards it Not accomplished When no work has been done to develop a nutrient reduction management programme No action taken to reach CART or inputs increasing beyond MAI No work initiated to implement Recommendation 28E/5. 10/31/2014 18 Time table Follow-up implementation of actions; • Proposal developed by the Secretariat, including when necessary new indicators, by end of 2014.
