A Joint documentation on regional coordination of
Programmes of Measures
The HELCOM EU Member States committed themselves
among others to
Work towards developing coordinated programmes of measures,
including joint elements, taking into account GEAR work, and
develop as a first step coordinated measures on marine litter and
noise. Baltic Member States will also consider further
opportunities for joint actions, elements of programmes of
measures or coordinated programmes of measures, on the basis.

could be developed jointly for reporting in 2015 under Art. 13
MSFD
• to develop a plan on how coordination of Programmes of
Measures can be improved to achieve better coherence in the
next implementation cycle
• to serve to document how the countries are cooperating
regarding measures

• Coordination of national measures
• Joint regional measures
• Concerted regional action in relation to third parties

Inputs of nutrients and organic matter

Aim: Follow-up on reduction targets and coordination of national measures by
2015.
Contents: Evaluate the remaining reductions to be achieved by the countries and
the measures envisaged to do so.
Process:
– Stock-taking by IGPOM of national measures
– Quantification and evaluation of the progress by the countries in reaching
CARTs by WG PRESSURE (LOAD Core Group) by the end of 2014/March 2015.
– Recommendation in 2015 of any regional measures or concerted actions
needed to achieve the remaining reduction requirements in 2015.
– Quantification of the contribution of different sources to the nutrient inputs
by WG PRESSURE within periodic PLC-6 in 2016/17.

Inputs of synthetic and non-synthetic contaminants and
systematic and/or intentional release of substances
• Aim: Follow-up of BSAP and MM 2010/2013 and targets.
• Contents: Evaluation of the statue of implementation of the HELCOM
acquis and plan for further coordination post-2015.
• Process:
– Stock-taking by IGPOM of national measures
– Identification of the substances for which joint actions are required
– Development of joint approach for the setting of environmental
targets as a basis for coordinated and joint actions

Input of litter
• Aim: Development of a Regional Action Plan for 2015.
• Contents: Agreement of a portfolio of measures for coordinated national
action and for regional actions
• Process: Arrangements are in place. Regional Action Plan for adoption by
the HELCOM 36 in March 2015.

Input of energy, including underwater noise:
• Aim: Development of a Regional Action Plan for 2017/2018
• Contents: Identify initial issues for consideration in a RAP for underwater
noise and provide practical arrangements and timelines for developing the
RAP.
• Process:
- Stock-taking by IGPOM of national mitigation measures
- Stock-taking by the Noise Workshop on 26 November of ongoing and
planned research/knowledge initiatives on noise
- Development of a Regional Action Plan (lead country approach, supported
by WG Pressure

Proposed steps for developing the follow-up system
1) Scrutinize the existing list of actions and separate broad
statements from concrete actions that can be followed up
2) Categorize the list into:
− different types of actions (e.g. measures to reduce pressures, spatial
measures, actions to influence international regulations, development
of guidelines, improve knowledge etc.)
− level of implementation (national, regional)

3) Develop a reporting system that is based on agreed
indicators, follow-up questions and aggregation rules.
Two systems are proposed:
a) Implementation of actions - simple indicator-based
follow-up, short-term goal
b) Measured/anticipated results of implemented actions –
detailed follow-up, longer-term goal
