Jan 2017 2017 Sunrise Spring Season Local Rules All Divisions Woodland Hills Sunrise Little League is governed by the Little League Rules and Regulations for Baseball Divisions 2015 rulebook. Please read and be familiar with the rulebook. Local rules exist only to clarify issues pertaining to Sunrise Little League. Interpretation and questions should be forwarded to the league president and its Board of Directors. SAFETY · · · · · · · · Managers, coaches and umpires are responsible for enforcing all safety rules. All players must wear a NOCSAE approved batting helmet when taking any type of batting practice This includes cage, soft-toss or tee work. The dugout is the area inside of the fenced-in portion of the team’s seating area. The dugout is for players and coaches only. No food or chewing gum is allowed in the dugout or on the field of play. Water, sport drinks and any medical requirements are allowed in the dugout. All managers and coaches must be in their dugout when their team is playing defense. Players should inform the manager if there is a medical need to leave the dugout. FIELD DECORUM · · · · · · · · · · · · · · · · · When 25 minutes are available before the scheduled start of the game, teams will be allowed 10 minutes of warm up on the entire field, leaving 5 minutes for the plate meeting. When 25 minutes are not available, the teams shall split the available time leading up to 5 minutes before the scheduled game time. It is recommended that the home team warms up first, then the visiting team, and then the field is cleared for the plate meeting. On field warm-ups are not allowed to start after the game’s regularly scheduled time. No player batting is allowed on the field before the game, including wiffle balls. No pitching is allowed on the field prior to the First Inning warm up. Use of electronic devices is prohibited on the field. Managers are not required to start a defensive player not present 15 minutes prior to a game’s scheduled start time. Players arriving after the plate meeting must be inserted at the bottom of the line up card. Only teammates may warm up a player immediately before or during a game. At the conclusion of the game, teams must gather their equipment, clean and vacate the dugout immediately and prepare the field for the next game. Teams are responsible for cleaning their respective dugout and bleacher areas. Both teams are responsible for field maintenance after each game (dragging the infield, removal of bases, watering the infield, etc.). Teams choosing to hold a post-game meeting must do so off the field so the next teams may prepare for their game. Following an ejection players, managers and coaches must attend a meeting with league representatives prior to returning to their teams. An ejection may be considered a violation of the Sunrise Manager's Code of Ethics or the Sunrise Player's Code of Conduct. Any person ejected is at a minimum prohibited from coming to the Sunrise complex during the duration of their next scheduled game, including all pre game and post game activities. Rule 6.02(c) has been adopted by our league for all divisions. Jan 2017 2017 Sunrise Spring Season Rules All Divisions SCOREKEEPING · · · · · · · · · · · · Every division except CP and T-Ball must keep scorebooks, pitcher eligibility/pitch count logs and provide a scorekeeper. On Fields 1 and 2 scorekeepers are strongly encouraged to keep score in the scorer’s booth. On Field 3, sit as close to home plate as possible. The home team scorekeeper is the official scorekeeper of the game and maintains the official score and pitch count for both teams. League approved line up cards must be utilized and provided to the plate umpire with all copies attached at the plate meeting. The plate umpire will keep the original card, the 2nd copy goes to the opposing manager and the other 2 copies are returned to the presenting manager, one of which should be given to the scorekeeper. The lineups should contain last names and jersey numbers. Scorebooks are the property of the league and will be reviewed by the Head Scorekeeper, Player Agent and Division Coordinator. Scorebooks are optional and not official for the Tee Ball and Coach Pitch divisions. All scorebooks should be kept in the Dow House on Field 1 or the Field 3 lockup. Managers may borrow the scorebook for up to 24 hours after a game for review purposes. Pitch logs shall remain at Sunrise at all times. Every home manager except CP and T-Ball managers are required to notify the Visiting Manager, Player Agent and Web Administrator of the final score within 24 hours of the completion of their game. GROUND RULES · · · · On all fields: If a batted ball hits the yellow outfield fence cap in fair territory and bounces back into the playing field, it is not a home run. It is a live ball and runners advance at their own risk. On all fields: A batted ball which hits a tree on the fly over foul territory is a foul ball and is a dead ball. On Field 2: Any batted ball which hits the extended portion of the left field fence on the fly above the yellow fence cap is a home run. The ball is deemed to have entered the dugout if it lands on the roof of the dugout or if it hits the wire fence above the dugout. PLAYING CONDITIONS · · · · · · Cancellation of a regularly scheduled game prior to its start due to unplayable conditions may only be done by the League President, Umpire-In-Chief or their appointed representative. All teams should arrive at the fields ready to play. The Game Scheduler will make every effort to reschedule canceled games. However, due to limited field availability this may not be possible. Final approval of all rescheduling is the responsibility of the League President. All divisions will use the league's "Sunset Time Table" to determine the drop dead time. Games must end at this time unless previously terminated by the umpiring crew. All managers and umpires should note the sunset time prior to each game. Everyone is responsible for keeping the game at a proper pace without allowing unnecessary delays. Manipulating play with regards to the drop dead time is not in the spirit of Sunrise Little League Baseball and will be subject to discipline by the Sunrise Board of Directors. Jan 2017 2017 Sunrise Spring Season Rules All Divisions CALL UP/ BORROWING OF PLAYERS · · · · · · · · · · · · · · · · · All call ups and/or borrowing of players requires administration and approval by the appropriate Player Agent. Managers are prohibited from prearranging requests and discussing who may be available. Managers must notify the appropriate Player Agent if any player misses 2 consecutive regular season games regardless of the circumstances. Managers may request their Player Agent call up as many players as are missing from their roster for that game. Teams are prohibited from replacing an ejected player(s) with either a call up(s) or borrowed player(s). Teams are prohibited from having a line up that exceeds their original draft day roster total. The borrowing of players within each division and/or from the opposing team shall be limited to achieving the defensive player minimum for that division (9 AAA, 9 AA, 9A, 10 Coach Pitch, 12 Tee Ball). The borrowing of players within the Majors Division is prohibited. If an originally rostered player who was deemed not available arrives to play, manager’s discretion will determine who plays. Tee Ball and Coach Pitch players are prohibited from being called up. A Players may be called up to AA only. AA players may be called up to AAA only. AAA players may be called up to Majors only to permanently replace a player no longer on the roster. All call ups and/or borrowed players are prohibited from pitching. All call ups and/or borrowed players will be placed at the bottom of the line up card. The appropriate Player Agent may resolve all game day disputes involving these procedures. In lieu of the appropriate Player Agent being available to resolve any issue, a board member without conflict of interest may be utilized to resolve any game day issues. REPLACEMENT PLAYERS • Any Major Division team whose roster falls below 12 players due to the permanent loss of a player must request a replacement player. Majors call-ups can occur through the tenth game of the season. • Managers are required to notify the appropriate Player Agent and the League President within 24 hours of discovering a player’s intention to quit or if any player sustains an injury that is expected to keep them out 2 weeks or longer. · Managers have 2 games or 7 calendar days to request a replacement player from their Player Agent after it has been verified that the player in question will not return. Their Player Agent may select a replacement player without a request. Jan 2017 2017 Sunrise Spring Season Rules All Divisions TOURNAMENT MANAGER/PLAYER SELECTION All Star Managers and Coaches: Current regular season managers and/or coaches in good standing with the league are eligible. They will be selected by the League President, the appropriate Player Agent and Director of Personnel. Teams: Sunrise may send three teams to All Stars: 9/10 year olds, 10/11 year olds and 11/12 year olds. Player Selection 11/12 year olds: The Majors players who are in good standing with the league at the end of the regular spring season will vote for who they believe should be on the 11/12 team. Majors players are prohibited from voting for themselves or fellow Spring season team members. Those players with the most votes who meet Little League eligibility requirements may be on the team. The 11/12 Sunrise All Star manager, Majors Player Agent and Sunrise League President may select players based on roster needs. Player Selection 9/10 year olds and 10/11 year olds: The Majors managers and AAA managers who are in good standing with the league at the end of the regular spring season will select players in conjunction with the player agents who meet Little League eligibility requirements from the Majors and AAA divisions. The 9/10 Sunrise All Star manager, the 10/11 Sunrise All Star manager, the Player Agents and Sunrise League President may select players based on roster needs. UMPIRES · · · · · Base umpires are volunteer parents as shown on the Sunrise Little League umpire schedule. If an umpire is not present 5 minutes prior to the start time, the managers must choose a substitute umpire. Failure to choose a substitute umpire will not afford additional time for the game. Home plate umpires in AAA and Majors are prohibited from umpiring home plate in their child’s division. The Umpire In Chief may choose or prohibit a particular umpire to work any specific game(s). CAGES · · · · · · · · Teams playing on Field 1 use Cage 1 on game days. Teams playing on Field 2 use Cage 2 (Visitors) and Cage 4 (Home) Teams playing on Field 3 use Cage 3 (Visitors) and Cage 5 (Home) Teams participating in games have priority in the use of the affiliated cages. Players are not allowed to throw live (batter swinging) batting practice in the batting cages. Only one player allowed in cage during batting practice. An “L” screen must be in place and utilized during batting practice in all Sunrise cages. Seeds are not allowed in the cages.
