Program - Strategic use of intelligence to improve decision-making in
collaboration-, research- and HR-administration
The University of Tromsø – The Arctic University of Norway (UiT) is proud to invite you to a
combined seminar and workshop by NUAS, the Nordic Association of University Administrators,
on 9 – 10th of September 2015 in Tromsø, Norway. The NUAS group Research and Innovation
in collaboration with the NUAS group Human Resources organizes the workshop/seminar.
Focus is on the strategic use of different types of data to increase Nordic universities’
competitiveness within Horizon 2020, to use in the recruitment of new researchers and to
otherwise improve processes around strategic decisions. The target group is senior research-,

The universities’ traditional use of bibliometrics has often been limited to benchmarking and
decision-making at an aggregated level. What is the potential of bibliometric intelligence at the
operational level?

Strategic use of information in a competitive research world.

The presentation will focus on the general challenges that universities face in an increasingly
competitive environment in a knowledge-driven society. The enhanced role and pressure for
universities not only to educate citizens, but also to generate new and valuable knowledge
through research and collaboration activities, requires university leadership to be strategic and
better informed in their decision-making. Professor Petrusson will outline how universities can
use various information sources in a structured manner in order to support strategic decisions
that can enhance the university’s competitive advantage.

CRIS-systems: Challenges and learnings

University of Helsinki (UH) has collected research input and output data electronically since the
90’s. A research project administration system was implemented in 2008, a research
information system in 2010 and a modern reporting tool in 2012. Additional bibliometric and
research funding information have been available all along. This presentation will give an
overview of the current status of how UH is putting this information into use in operations
management and strategic decision-making. Also daily challenges in managing information
flow and collaboration in multiprofessional environment are discussed.

The presentation will focus on research metric systems, Key Performance Indicators (KPIs),
how they are extracted and how they are utilized. Martin will demonstrate the various
systems; identify the significant KPIs and how they are used by UBC to inform research
strategy decision-making.

This presentation will focus on KPIs utilized by UBC and how data is strategically utilized from
Scival and other bibliometric systems. The presentation will demonstrate how various
tools/systems are used to allow UBC to compare research performance with peer institutions,
identify and demonstrate UBC research strengths and top performers, understand where UBC
is growing/declining in our established research areas of strength, identify who UBC
collaborates with/should collaborate with, recognize what research strengths UBC share with
other institutions, elucidate who utilizes UBC research and give societal attention to UBC
research (through social media etc).

What kind of valuable information can we find in patent documents and how can we analyze
this information and use it when making strategic decisions to increase competitiveness? Ms.
Skånseng’s presentation will bring awareness on how universities can utilize patent information
and various challenges they will meet.

Research performance and incentives

One way to challenge decreasing budgets and limited resources of universities is to introduce
multiple incentives for academic staff in order to boost research output and quality. In order to
motivate a given behaviour we need to initiate right type of incentives and we must regularly
monitor how our “incentive system” works, in order to improve it and to make sure that it is
heading our university in the right direction.

Bibliometric screening of candidates for proposals and cooperation

If we want to win excellence grants for our best researchers and coordinate large, international
projects, we need to find our best candidates and compare them to their competitors in order
to maximize our chances of success. We can use a variety of bibliometric and other tools to
support the process. One effect of the approach is that we are able to decrease the number of
unsuccessful proposals and save valuable researcher time.

Potential uses of intelligence in recruitment and career development

What kind of employees are we looking for today’s Universities? Who is considered a good
employee and how can we measure that when recruiting people? Gudrun will talk about how
the University of Iceland is using some of these Intelligent tools and how tools like these can
be used to make a decision when recruiting within the University sector. She will also talk
about limitations and advantages from HR perspectives and how we combine technology and
human perspectives when hiring the best employee.
