Tekes - the Finnish Funding Agency for Innovation hereinafter referred to as ”the Customer”
or “Contracting Authority”) requests your tenders for supplying Consumer cleantech business
opportunities globally -service (hereinafter referred to as ”the Service) as detailed in the
contract notice.

Tekes - the Finnish Funding Agency for Innovation
Tekes is the most important publicly funded expert organisation for financing research,
development and innovation in Finland. Tekes employs approximately 400 people in Finland
and abroad.

Object and purpose of the contract
The purpose of this Invitation to Tender is to request tenders on consumer cleantech
business opportunities globally. Rapidly changing b-2-c markets could provide new business
opportunities for Finnish companies that traditionally have mostly operated in b-2-b
environments.
The focus of the study is to identify the most promising business opportunities globally and
describe the changing landscape of business models that affect consumer driven cleantech.
The study is used also internally in Tekes for planning of possible new activities in the area
of natural resources and resource efficiency.
Tekes is looking for a service provider, able to allocate a team of experts for the above
mentioned assignment. Minimum requirements for the team are stated in paragraph 7.
Total price of the Procurement is €29 000.
Deliverables:
Report (pptx.) on consumer driven cleantech business opportunities globally
 rising megatrends, signals affecting the landscape and analysis of current playing
field
 new business models, value chains etc.
 thematically most promising business areas
 geographically most promising market areas
 company examples i.e. best practices of forerunner companies
 relevant stakeholders internationally
Special attention is given to e.g. North American, European and Asian markets, from
benchmarking point of view. Report should give a solid view at least of two relevant business
areas on both current situation and expected future changes in the next 2-5 years horizon
including several company business case examples globally.

Length of the power point report is approximately 80 slides all together. In addition there
should be approximately 30 pages summary (docx.) that deepens the given information. All
textual information shall be provided in English. Use of graphical images facilitating uptake of
the material is encouraged.
It is also anticipated that, at Customer’s request, a Contractor’s team shall be able to make
public presentations (1-3 times) of the results in English for the audience of Finnish
companies’ representatives, moderate/facilitate or otherwise participate in dedicated
seminars, workshops or a similar events, ready to provide background knowledge, not
included in the report and respond the questions from the audience on the delivered
materials. Travel expenses caused by presentations given at Customer’s request shall not
be included in Tender.
The Customer selects one (1) supplier and concludes a contract with that supplier. The
amount of services to be supplied is an estimate and does not form an obligation for the
Customer to buy that amount of services.

Contract period
The contract period starts from the signing of the contract and the contract will be valid as
long as assignment is done. Estimated starting time of the contract is 1 April 2015 and
estimated length of the contract is two and half months.

Contract award procedure
The contract concerns a service procurement that does not exceed the national threshold
value.
In the event that none of the tenders received meet the requirements of the Invitation to
tender as intended by the Customer, or in the event that the conditions during the
competitive bidding process change so that the Customer will be unable to make use of the
results of the bidding, the Customer may wholly or partially interrupt the procurement
procedure.
No compensation will be payable to tenderers for preparing a tender, presenting it or
otherwise taking part in the procedure. Should the tenderer wish to obtain the tender
documents in another language, they shall themselves arrange for their translation and bear
the costs thus incurred.

5.1 Processing of tenders
The contract award procedure will progress in the following steps:
1. Opening the tenders and evaluation the suitability of the tenderers.
2. Verifying that the tenders and the services tendered fulfill the requirements of the
Invitation to tender.
3. Comparison of tenders that fulfill the requirements of the Invitation to Tender.
4. Contract award decision and notification
5. Concluding the Contracts. This can only take place by signing the Contract.

Suitability of the tenderer
The tenderer has to fulfil the obligations mentioned in the document “Affirmation” (annex 2)

Minimum requirements for the team





A team includes 1–3 persons. Amount and role of work by each person should be
specified in the tender.
All team members must have excellent written and oral English language skills
The person responsible for team is named and his/her workload is at least 50 per
cent of total workload.
At least one member of the team must have two (2) years working experience in the
consumer cleantech sector.
The team must have together minimum five (5) years international working
experience in cleantech
Table of Person Skills (Appendix 1) must be completed for each person involved in the service.
The information contained in the table will be used when the tenders are compared.

Selection and evaluation of tenders
The selection criterion for the contract will be the best quality.
Total fixed price of the Tender is €29 000. The selection criterion for the contract will be
based on the following criteria:
8.1 Team skills 70 %
Comparison criterias must be written in the table of person skills (annex 1)
The workload of experts in carrying out the assessment will be taken into account in tender
comparison.
Comparison of team skills:
 The amount and quality of experience in the consumer cleantech sector globally
 The quality of experience in analyzing future markets, best three (3) references

Familiarity with the workings of the Finnish innovation environments, processes
and/or research
Each subcriterion carries equal weight.
8.2 Implementation plan 30 %
The tenderer should submit a short (in max. one page) plan for implementing the service.
Plan should include:
 methods and sources of information they intend to use
 roles of team members and role of possible sub-contractors.

The qualitative properties are compared based on:
For the comparison, the total points scored by the tenderers for properties evaluated are
calculated. The tender with the highest total score will be given max.5 points. The
comparison points for other tenders are calculated following the formula: Score to be
compared/score of the tenderer with the highest score 100.

10 Terms of payment
30 days net, which is calculated from a date of the bill. Procurement fee will be paid after the
team has presented their final project deliverables and Tekes has accepted them. Fee will be
paid against invoice.
Penalty interest is paid as stated in the Finnish interest law.
11 Subcontractors
The supplier may use subcontractors for work. Supplier will resume total responsibility for the
performances of the subcontractors and compliance with the schedule, and produce an
overall report on the target area.

12 Alternative tenders and partial tenders
Partial, alternative or variant tenders will not be considered.
13 Publicity of tender details and procurement documents
Right of access to procurement documents is regulated by the Act on the Openness of
Government Activities (621/1999). Tender documents and information submitted by
companies participating in the bidding competition will mainly be public during the
procurement process. Tender documents will become public to the interested parties, i.e.,
other tenderers, once the contract award decision has been made.
A tenderer must clearly mark on submitted material what information it considers to
constitute a trade secret, and separate this information from other material in the tender in an
explicit manner. The Customer will make a separate decision on the possible confidentiality
of information. The total price (the price used in the comparison of tenders) quoted in the
tender cannot, however, be a trade secret.
The opening session of the tenders will not be public.
14 Drawing up tender
The tender and all annexes must be submitted in writing in English. All tender documents
shall be included in the tender, the website of the information cannot be referenced.
Tenders must include the tender's name, business identity, postal address, as well as name
and email address and phone number of the contact person.

A tender may not include conditions set by the tenderer that are contrary to this Invitation to
tender. The Customer is obligated to reject a tender that does not meet the requirements set
in this Invitation to tender and thus is not comparable to other tenders.
The tenders must be valid for 120 days starting from the last possible delivery date.
Expenses incurred by the tenderer in preparing or submitting or other associated actions will
not be reimbursed.

15 Additional information during the competition
During the tendering procedure, the tenderers may request additional information by emailing their questions to [email protected]. The subject of the e-mail must have the
reference “Consumer cleantech business opportunities globally 9/25/2011”. Please submit
your questions by no later than 20 March 2015 at 4 p.m. In order to ensure the equal
treatment of all candidates, no telephone enquiries or information requests will be answered.
The responses to the questions will be published at the Contacting authority’s website by
http://www.tekes.fi/nyt/tekesin-avoimet-tarjouspyynnot-2014/ 23 March 2015. Each tenderer
is responsible for taking into account in its tender this information provided at the website.
16 Submission of tenders
Completed tenders must be delivered primarily via email, no later than 1 of April 2015 at 4
pm Eastern European Time (EET) to the following email address: [email protected],

Instructions for sending a tender by email:
 Maximum size of email including attachments is 5 Mb.
 Attachments may be compressed (Winzip)
 Attachments are allowed primarily in the form of pdf documents and tif documents.
Also .doc, .docx or rtf files, xls and xlxs files and ppt and pptx -files are accepted.
 The tenderer (sender) is responsible for ensuring that the tender arrives in time.
 The tender with its attachments is interpreted as having been delivered when the
message consisting of the tender and its appendices is have arrived in readable form
in the mailbox of [email protected] by 4:00 p.m., precisely, Finnish time.
 If more than one message is used to send, the tender is interpreted as having been
delivered only when all the messages containing parts of the tender have arrived in
time.
Tekes has the right not to accept a tender provided it has good grounds for doing so.
