Per Federal and State Law, a district/campus can only spend funds for
resources when they have been clearly identified in the CNA/DIP/CIP
Plan4Learning is the tool that is utilized as the format for the
CNA/DIP/CIP
▪ it provides the template for the CNA/DIP/CIP
▪ the CNA/DIP/CIP is completed using District and campus data to identify
needs and establish goals based on that data
▪ a budget is aligned to meet the needs identified and goals set by
departments/campuses in the CNA/DIP/CIP
The Budget Resource Guide is a tool that can be utilized to assist in
aligning the budget to the CNA/DIP/CIP
What is Plan4Learning?

Assessment (CNA) and
Improvement Plan (DIP\CIP)
in full compliance with
state and federal laws. It
also ties the CNA &
Improvement Plans to the
budget.

How can Plan4learning be used to
align to Federal and State Law?
• A CNA must be conducted to
identify needs.
• An Improvement Plan must be
written to address the needs
that were identified in the
CNA.
• Funding can only be spent on
items included in the
Improvement Plan which are
addressing the needs identified
in the CNA.

One purpose of the CNA is to identify the strengths
and weaknesses of existing programs, practices,
procedures, and activities using district and
campus data. The appropriate funding source(s)
and resources are to be aligned with the CNA to
address the needs.

The funding source(s) are to be included into the “Area Evaluated” Needs
section in order to utilize resources and prioritize funding for improving
student academic achievement. Thus, aligning the budget to the CNA.
District Improvement Plan (DIP) and Campus
Improvement Plan (CIP) Essential Components

One purpose of the DIP/CIP is to align your department/campus
vision, goals, and essential components of the improvement plan
with the appropriate funding source(s).
• The outline of a DIP/CIP consists of:

• The DIP/CIP includes the Goal, Performance Objective and
Strategy (ex. Student interventions, Saturday school,
before/after school tutoring, educational conferences,
instructional field trips, professional development, etc.).
• The Strategy Funding includes:
Resources Needed (ex. supplies and materials, travel, substitutes
for teachers, etc.)
Fund Source for the strategies (ex. 211, 164, 245, etc.)

Reminder: A GPS is needed for every expenditure submitted to the Federal Programs Department
(i.e., requisitions, payroll, travel, etc.). Items submitted without a valid GPS cannot be processed.

Title I Components:
Departments/Campus
• Departments are completing the Title I
components as a best practice.
• Departments make up the entire district plan,
as such the Title I components can be general.
• Campuses are completing the Title I
components as required by statute.
• Campuses must have their own individual plan
and it must be customized.

• Departments will need to check a school-wide
component when entering a strategy in the
improvement plan (Goals, Performance
Objective, Strategy) so that the Plan4Learning
software will automatically update the schoolwide components template.

• When a school-wide component is checked for a
strategy, Plan4Learning will automatically
update the Title I Components in the Title I Tab
by including the strategy in the expandable box
under each component. The changed wording
reads that the strategies implemented are
attached to this component. Thus, eliminating
the need to manually customize.

PS3001 – Needs Assessment, Priorities,
and Program Outcomes
• New shift in focus with ESSA in 2017-2018:
• ESSA increases TEA and LEA responsibility in areas
such as performance monitoring and continuous
improvement planning
• PS3001 will incorporate department/campus CNA
and improvement plans information for compliance
• It will be included in the Budget Grant Packet that
will be released in May
• Information to complete this form will come from
what is entered in Plan4Learning
