Workstream 4.4: Project management: Implementation strategy LEG regional training workshop on national adaptation plans (NAPs) for African Francophone developing countries 28 September to 2 October 2015, Niamey, Niger Least Developed Countries Expert Group (LEG) Terms of reference for the parallel workstream groups Objectives: a) To understand the workstream concept (using an example workstream) b) To produce a sample workstream e.g. for the next 5-10 years c) To identify key elements and outputs and outcomes for the sample workstream d) To produce a national adaptation programme, an M&E system for it, and a strategy to build institutions to be ready to engage with main funding of the GCF e) To develop an implementation strategy for a list of priority adaptation options (output of appraisal process under Workstream 3.2 Terms of reference for the parallel workstream group Mechanics of the parallel group • Select a facilitator and rapporteur. LEG member will present the objectives and overview of the particular workstream example, addressing how it fits in the whole process • Presentations from the LEG, practical experiences from countries and organizations during the group work to add examples • The facilitator will ensure an open and interactive session to arrive at the outputs of the session • Assume a list of adaptation priorities is delivered from the appraisal stage • Produce outputs listed in the objectives by focusing on a) key elements and outputs and outcomes for the sample workstream b) A strategy to implement the NAP showing targeted sources of support, coordinating institutions, etc Note: Please agree on a schedule to complete the work within the time allocated List of adaptation priorities derived from appraisal stage • <<Sample list of priority adaptation options to be provided>> Time Agenda 10:00 – 10:30 Introduction to WS 4: Project development: Planning and implementation strategies 10:30 – 16:00 Overview presentations and exercises to define - Design or enhancement of a National CCA programme to fully embrace the NAP process, building on existing efforts - Design an M&E system for the outcomes of adaptation undertakings (to complement an M&E system for the process) - Develop a plan to build readiness, taking into account the five building blocks of the readiness programme of the GCF - Design an implementation strategy for the NAP for a list of priority adaptation options 16:00 – 17:30 Consolidation of outputs of the workstream 17:30 – 18:00 Re-convene in plenary for wrap-up for the day • Design a typical National CCA programme that would manage the NAP process, showing a structure and how it would operate for the next 5 to 10 years • Show how it would build on existing efforts on CCA as well as relevant development processes • Output: Chart of the CCA programme and notes on relevant details about the operation of such a programme • Design an M&E system for the outcomes of adaptation undertakings • Output: Table of key indicators of adaptation (outcome and impact of the adaptation actions) covering the medium- to long-term • Design a readiness programme, taking into account the five building blocks of the readiness programme of the GCF • Set targets for readiness over the next 5 to 10 years showing progression of ability • Output: Table of the proposed readiness programme showing targets and key indicators of the process that could be added to the PEG M&E tool • Design an implementation strategy for the NAP o Assume an output of appraisal process under Workstream 3.2 o Explore how projects, programmes and/or policies could be implemented including an ideas on sequencing over time and space o Consider how the country would access funding including through turning the NAP into a Strategic Framework for adaptation for the GCF o Show which institutions would take the lead, etc • Output: A chart/table showing how implementation would be carried out over the next 1-10 years Contact: The Chair Least Developed Countries Expert Group (LEG) [email protected]
