Conclusions how ESPON can support INTERREG B
ESPON might engage more in the „stakeholder-oriented“ processing of existing data, e.g.

provide easy accessible background visualisations in order to be able to communicate and steer
programme perfomance – special „service“ unit at the CU?
ESPON could provide typologies and indicators for pinpointing the factor of
„transnationality“ within structural fund interventions – so far, regional structural effects are

among the most important success indicators and compete with other funding options, we need to
better communicate the the added value of transnational approaches – for example, TranSMEC
showed that „strong performing“ regions show a higher participation rate …. do they benefit more
from the offers of transnational approaches?
ESPON provides (maybe on demand?) territorial evidence in order to better steer the
programme concerning new, emerging themes like innovation – e.g. TranSMEC shows that
regions with certain typologies for the European knowledge economy (ESPON KIT project:
networking, scientific and technologically advanced regions) show stronger participation than
others….what „type“ of INTERREG participant is initiating cooperation in the field of innovation?
INTERREG B calls for more dynamic interaction between the programmes – so far, the

interactive periods between the programmes where limited to the INTERREG programming period. In
the future, the ICT capacities and better alignment of processes allow a closer linkage through the
complete programme cycle e.g. the registration of projects and the assessment of territorial effect in
very short feedback loops.

- ESPON and INTERREG can help to better understand the success criteria for
EU2020‘s call for „innovation and knowledge transfer throughout the EU

-EU2020 flagship initiative „Resource Efficient Europe“ wants to „accelerate
the implementation of strategic project with high European Added Value to
adress ciritical bottlenecks, in particular cross-border sections“
-INTERREGs effectiveness lies in exchanging and pooling knowledge about
resource efficent, greener and more competitive approaches.
- With TranSMEC, it is much easier to assist the identification of suitable
cooperation partners with similar territorial settings
INCLUSIVE
Growth
-ESPON can help to show where lower perfoming partners have so far not
been able to participate successfully
- Based on territorial evidence, INTERREG can develop strategies on how to
integrate partners for different performance levels.
