OUR EVENTS
Monthly Integration Forum
This forum aims to provide a safe space for the third sector to discuss and explore
the opportunities and challenges in the emerging integration landscape in Scotland.
The forum meets monthly, meeting alternately in Glasgow and Edinburgh. The
meeting has no set agenda, to enable the discussion to be shaped by what is
important to participants, but the team select a ‘hot’ topic each month to kick off
discussions.
May’s meeting in Glasgow marked the first integration forum with the ‘hot topic’ being the new
core suite of integration indicators and we will tell you all about what was discussed in the next
newsletter.
In the meantime the ‘hot topic’ for our June integration forum in Edinburgh is:
Community Connecting
Integration and the primary care modernisation programme have increased interest in, and
potential funding opportunities for, services that support people to connect to the people,
amenities and activities in their local community and simultaneously provide information and
signposting, including what specialist services have to offer. The third sector have a long
history of delivering a number of different models that seek to provide this type of support from
volunteer community connectors who live in local communities through to formal models that
employ paid staff like local area coordinators, link workers and condition specific advisors.
Given that the sector will be involved in both tendering for services and shaping the tender
specifications (through the joint strategic commissioning process) we thought it made sense
for the sector to have a conversation about what the core components and key differences of
the different models are.

decided to run the sessions again on the morning and afternoon of Wednesday 17th of June.

INTEGRATION UPDATE
Advice Note on the role of Third Sector Interfaces (TSIs)
On 23rd April the Scottish Government published a supplementary advice note on the role of
TSIs. The advice note sets out the key role TSI’s play as advocates and leaders of the third
sector in a local area and the importance of this role in the integration process.

Advice Note on ‘Working in Partnership with Scrutiny Bodies’
The Scottish Government has published an easy to understand advice note on the
role of scrutiny bodies in Integrated Health and Social Care. This offers a contextual
background to the role of these bodies in relation to the integration legislation; the
plans for the scrutiny of integrated health and social care; the organisations working
together to fulfil this role and support the processes; and a description of Joint
Inspections and their purpose.

Joint Inspections have already been piloted three health board areas - Fife, Moray
and Angus. The report from the first of these areas highlighted a majority of good
practice examples originating from the third sector.

Communications Toolkit for Integration
The team have produced a summary of the content of the Scottish Government’s
Communications Toolkit for Integration to make it easier for third sector
organisations to navigate its content.

Thinking About Localities
As previously highlighted in this newsletter, the Scottish Government and Joint
Improvement Team are running a series of three regional learning events focused
on supporting the key stakeholders in each of the Health and Social Care
Partnership areas in Scotland to continue to develop their thinking about localities.
The first of these was on the 7th of May in Clydebank and generated much
discussion and learning. Our team had the privilege of capturing the thoughts of
some of the participants as the event’s social reporters and they make interesting
listening.

Health and Sport Committee
On the 24th February the Health and Sport Committee agreed to issue their annual
questionnaire about NHS Board budgets to all territorial and special health boards.
The questionnaire focused on gathering evidence in relation to specific performance
indicators from the Scottish Government’s National Performance Framework that
are relevant to the work of the committee. In addition this year’s survey included a
final section about the integration of health and social care, asking Boards to outline
what functions will be delegated to the joint boards and the method they plan to use
to determine the level of funding they will devolve.

RELATED POLICY UPDATE
Community Empowerment (Scotland) Bill
The Scottish Parliament Information Centre (SPICe) have issued a briefing on
the Community Empowerment (Scotland) Bill in advance of it entering Stage 3 of the
bill process. The briefing summarises the main changes made to the Bill during its
Stage 2 consideration by the Local Government and Regeneration Committee and
the Rural Affairs, Climate Change and Environment Committee of the Scottish
Parliament.
The Local Government and Regeneration Committee have also produced a short
video of their Committee Convenor, Kevin Stewart MSP, reflecting on their
engagement with people and communities and how this influenced their thinking and
the eventual amendments they made to the Bill. This is available alongside all of
the evidence and reports produced by the committee to date on their Bill webpage.

Procurement Reform
The Scottish Government consultation on changes to the public procurement rules in
Scotland closed on 30th April. The Government are now analysing and considering the
responses, along with any other available evidence and will use this to make a decision
about how best to implement the new EU Directives in Scotland. As soon as the
responses are analysed a report of the findings will be published on the Scottish
Government website.

Carers (Scotland) Bill
The Carers (Scotland) Bill continues to progress through its Stage 1 process, a
consideration of the general principles of the Bill. The Committee’s call for evidence
closed on 22nd April and the written evidence received is now available on the
Committees webpage. The Committee is currently taking evidence from key
stakeholders, hearing evidence from several organisations including the ALLIANCE
and Coalition of Carers in Scotland on 5th May and from organisations focused on
the needs of young carers on 12th. This process will continue for another few weeks
with the committee hearing from carers on the 18th and then from others including
COSLA and representatives from health in the forthcoming weeks.
Once they have gathered all of their evidence and given it due consideration the
Committee will formally report their findings and recommendations to the
Parliament.

Team update
Katherine Nicol, our Development Officer (Policy) will be leaving the team on June 5th, to take
up the post of Community Connector Practitioner with Glasgow Council for the Voluntary
Sector. Katherine has only been with the team for seven months, but we thank her for her
contribution to the team and congratulate her on this exciting new opportunity at GCVS.
Jaqui Reid (Programme Director) and the ALLIANCE are now working towards a plan to get
the team back to full capacity. We will update you on this in next month’s newsletter.
CVS Inverclyde nominated for Charity of the Year award
Part of the Third Sector Interface, CVS Inverclyde have been nominated for the Charity of
Year, as part of the 2015 Scottish Charity Awards. The voting has now closed, but we look
forward to hearing the results, and a big congratulations for CVS Inverclyde for being
nominated!
‘Right skills in the right places’
Skills for Health Scotland have published an article stressing the importance of having the right
sort of workers in the right places in order for integration of services to be successful. Andrew
Lovegrove, senior consultant for Skills for Health states that as 60-70% of organisation
expenditure is on their workforce and it’s essential for them to get this right with the right skills
in the right places.

Scottish Government pilot new funding scheme: Capacity Resilience Fund
The new funding scheme is open to applications from community-based
organisations tackling welfare reform and poverty. Awarding anywhere between
£1000 to £5000 the aim is to support innovative and creative projects that increase
the capacity of frontline third sector organisations to mitigate the impact of welfare
reform, promote social inclusion, combat inequality, and increase partnership
working.

Healthy Influences 2015 - CHEX’s Healthy Influences 2015 research report follows
up on a 2012 report which explored how much influence community-led health
organisations felt they had in decision making structures. The report outlines that
despite a series of policy developments, there has been limited real improvement in
how community-led health organisations feel with these structures.
