Introduction
The universal recognition of “Social Security
for all” embodied by Article 22 of the Universal
Declaration of Human Rights states emphasis that
“everyone, as a member of society, has the right to
social security”. Effective national social security
systems are recognized as powerful tools to provide
income security, to prevent and reduce poverty
and inequality and to promote social inclusion and
dignity. A well-designed social protection policy
which is linked to other policies could enhance
social cohesion, productivity, employability and
supports economic development. Despite its
fundamental role and functions, social security is
still far from being a reality for the vast majority
of the world’s population, which has no access to
social security protection, or very little.
In June 2012, the Recommendation 202
concerning national floors of social protection was
adopted by the International Labour Conference.
The aim of the Recommendation is to promote
access to essential services and social transfers
for the vulnerable groups. It includes basic set of
essential social rights and transfers, in cash and in
kind, to provide minimum income and livelihood
security for poor and vulnerable populations and
facilitate access to essential services, such as
health care.
Recognising the social and economic necessities
of social protection, and the strategic importance
of the SPF, the G20 Development Group
recommended the implementation of capacity
building activities in order to share in-depth
knowledge on social protection policy issues and
support countries in the extension of their social
protection system.
Responding to the G20 Development Group
request, this e-learning platform on social
protection is an ILO contribution to the G20
knowledge sharing initiative.
Objectives
Target group
The main objectives of this G20 capacity
building and e-learning platform is to update on
the emerging instruments as well as on global
developments related to the social protection
floor. The platform will also help strengthen the
capacity of key actors and stakeholders involved
in the management, governance and design of
comprehensive social protection systems and
implementation of social protection extension
strategies. More specifically, the objectives of this
course are:
The G20 capacity building and e-learning platform
is designed for participants committed to furthering
social protection with innovative practices. More
specifically:
• Understanding the importance of the extension
of social protection as a powerful tool to reduce
poverty and inequalities while contributing to
economic growth and development
• Understanding the challenges posed by the
demographic and economic changes for social
security schemes;
• Improving the skills of social security managers
involved in the governance, design and
administration of social security institutions;
• Increasing awareness of the economic and
financial implications of social protection
systems;
• Understanding the process for a diagnosis
of current national social protection systems
and formulation of a national strategy on the
extension of social protection;
• Enhancing knowledge of the techniques and
methods used for establishing financially
sustainable social security schemes;
• Analysing best international practices and
guidelines of social security schemes and the
protection of the interests of beneficiaries;
• Strengthening the capacity and technical skills
of key actors to design and implement strategies
to reform social security schemes;
• Reviewing various initiatives around the world
which are components of the social floor or
milestones for extension of social protection, in
view of their replication and adaptation in other
countries.
• Planners, advisers and professionals working
in social security institutions or with social
protection mechanisms;
• Representatives of workers and employers’
organizations involved in social protection
issues;
• Practitioners and consultants of UN agencies
of the coalition responsible for the social
protection floor initiative who will be involved in
its promotion and implementation at national,
regional or global levels;
• Leaders and key members of associative or nongovernmental organizations engaged in social
protection policy formulation;
• Any other international organizations and
sponsors who wish to gain new technical insights
and expertise relating to their interventions in
the area of social protection.

Methodology
Each training module of the proposed G20 capacity
building and e-learning platform features the
following components:
• A learning space with access to synchronous
and a-synchronous learning events. The
synchronous space consists of a training
calendar with training events and the possibility
to participate in live lectures on specific topics.
The a-synchronous space consists of different
self-paced e-learning components such as online
modules and targeted readings.
• A self-evaluation space where participant can
find quizzes and activities that help them
identify where they stand in terms of knowledge
and get targeted feedback pointing to the right
readings and answers available in the platform.
• A sharing space where everyone can comment
on the studied material and interact with their
fellow classmates.
• A module assignment that aims to summarize
and assimilate the subject material covered
by applying it to the participants’ national
situation.
The combination of these three different elements
leads to an integrated capacity building and
e-learning platform.
In addition, the applied project (or final
assignment) constitutes a focal point of this
course. Starting from the first week, the module
assignments will gradually become the building
blocks of that main project. Guidance will be
periodically provided by the course tutor so that
everyone comes up with a comprehensive country
assessment and analysis.
Content
The G20 e-learning platform on social protection
is designed for 60 training hours over a 3-month
period (around 4/5 hours per week). A designated
tutor will help participants to cope with the
e-learning platform, and make sure they understand
how to work their way through the course. The
tutor will also help participants to form learning
communities, engage with the course materials and
apply knowledge from the proposed five training
modules to their workplace.
