Members in attendance were Susie Mahler, Jim Weirick, Lynn Overmyer, and Kathy
Clark. Also in attendance were Jon Guenin, Culver Town Manager; Chuck Lehmen of
Lehmen and Lehmen Architects for Gateway streetscape presentation; and Mark Sullivan
of Commonwealth Engineers for Gateway utilities presentation.
Minutes of the October 9'h, 2006 meeting were approved by a motion ofLynn Overmyer
seconded by Jim Weirick. There was no meeting held in November 2006.
The Public Hearing for TIF II final inclusion of seven county properties was held, there
was no citizen input. Motion made to finalize by Jim Weirick, seconded by Susie
Mahler, unanimous by vote.
Sewer Contingency Fund was reported to stand at the original amount of $200,000 per
Jon Guenin. No use of this fund was required to date for the town-wide sewer projects.
The Commission was asked to cover the over and above costs associated with the S.
Plymouth section that exceeded original estimates due to excessive problems with the
layout of the water and sewer lines on this street and the need to completely redo the
street surface. Commission approved the amount of $31 ,545 be paid to the contractor
under Jon's direction. Motion by Jim Weirick, seconded by Susie Mahler, unanimous by
vote. Jon also explained that the Peru Ct. section ofthe project was found to have lines
misreported and required extensive redesign and construction. This section of the
original project will be re-bid with bids due February 2ih. He requested that the
Commission leave the balance of the Contingency Fund stand until bids are received and
work is complete. He expects the cost to be approximately $90,000 to $100,000. Motion
to keep reserves until after this project was completed was passed by unanimous vote.
Assessed value expected to be added to TIF I for 2007 payable 2008 will include the
new Dollar General retail store and the two new mini-warehouses added to the Winters
property. Kathy Clark also explained that the assessed value for Medallion Cabinetry's
new construction will be added to TIF II for 2006 payable 2007. Exact figures cannot be
released until after the County Assessor sends out Form lIs and the 45 day appeal period
has expired. When final assessed values for this property has been determined Clark
recommends the Commission proceeds to secure bond monies for projects in TIF II.
TIF II Water and Sewer Project Estimates were provided by Commonwealth. Designs
presented included either simply extending the water and sewer lines along Jefferson to
17 and adding a lift station for the sewer system or doing the first option plus running a
looped water system along 17 and back east on Mill. Design Documents Phase of only
the first option was offered at a combined total of $21 ,500.
Streetscape Estimates for TIF II were presented by Lehmen & Lehmen. The
Commission agreed at this time to proceed with the Streetscape Design of Jefferson
Street and also conceptual land use planning for the vacant properties along Jefferson so
that these materials can be used to market the properties. The estimated cost for this
phase of work is a total of$13,800.
The Commission approved proceeding with both the Commonwealth and the Lehmen &
Lehmen design documents for an expenditure total of$35,300. Three Ayes with Mahler
voting Nay. Motion passed. Design work is expected to be completed by April 2007.
Commissioner Susie Mahler informed the Commission that due to business constraints
she would not seek reappointment for 2007. The rest of the members offered their
sincere thanks for her service since the inception of the Commission in 2003.
