Poulton Le Fylde Children's Centre, Carleton Green Primary School, Arundel Drive, Poulton Le Fylde Recommendation – Summary That planning permission be granted subject to conditions controlling time limits, working programme and building materials. Applicant’s Proposal Planning permission is sought for the installation of a sunshade canopy over a play area. The sunshade would be of green heavy duty knitted canvas and the canopy would measure approximately 6.5 m² x 2.5m high erected on galvanised steel posts coloured blue to match the existing bow top security railings. The proposed sun shade is part of a wider refurbishment for which planning permission is not required and includes a new play area, paved access path and a new section of bow top fencing. Description and Location of Site Poulton le Fylde Children's Centre, part of Carleton Green Primary School, is located off Arundel Drive approximately 1.2km north west of Poulton Le Fylde town centre. The application site is bordered by residential housing to the north, west and east and by the primary school playing fields to the south. The nearest residential properties are located on Caldicott Way, 18 metres to the east of the centre. The proposed sun shade would be sited to the front of the centre, within a fenced play area. History -2- The proposed development is at an existing children's centre. There is no relevant planning history. Planning Policy Wyre Borough Local Plan Policy SP14 Standards of Design and Amenity Consultations Wyre Borough Council – No objection. Environment Agency – No observations received. Area Manager (Public Realm) – No observations received. Representations – The application has been advertised by press and site notice, and neighbouring residents informed by individual letter. One representation has been received objecting to the proposal on the grounds that the development would allow more children to use the centre thereby increasing traffic and parking problems and that the development would bring the play area closer to residential properties thereby increasing noise. Advice Director of Environment and Public Protection Services - Observations The proposed sun shade is required to provide the children and adults who use the centre with a shaded area to sit/play under during the summer months. The proposed sun shade is part of a wider refurbishment for which planning permission is not required and includes a new play area, paved access path and a new section of bow top fencing to match existing. The sun shade would be located over a play area to the front elevation of the centre. Although it would be visible to a limited number of residential properties, it would be small in scale and would not adversely affect visual and residential amenity. The proposal complies with Policy SP14 of the Wyre Borough Local Plan. The development would not result in an increase in the use of the playground and would therefore not increase levels of noise or traffic to the site. The objection cannot therefore be supported. In view of the nature, location and design of the development it is considered that no Convention Rights set out in the Human Rights Act 1998 would be affected. Summary of Reasons for Decision -3The sun shade would provide a shaded area to sit/play under during the summer months. The development is acceptable in terms of scale and design and given its location there would be no adverse impact on visual or residential amenity. The development accords with the policy of the Development Plan. The policy of the Development Plan relevant to this decision is: Wyre Borough Local Plan Policy SP14 Standards of Design and Amenity Recommendation That planning permission be Granted subject to the following conditions: Time Limits 1. The development hereby permitted shall be begun not later than 3 years from the date of this permission. Reason: Imposed pursuant to Section 91 (1)(a) of the Town and Country Planning Act 1990. Working Programme 2. The development shall be carried out in accordance with the following documents: a) The Planning Application and supporting statement received by the Director of Strategic Planning and Transport on 21 September 2010. b) Submitted Plans and documents: Proposed Play Area and Shade Sail Canopy LO08 Reason: To minimise the impacts of the development on the amenities of the local area and to conform with Policy SP14 of the Wyre Borough Local Plan. Building Materials 3. The external finish of the supporting posts for the sun shade shall be painted blue (colour code RAL5010) within one month of their erection on the site and there after the posts shall be maintained in the that colour.
