Entry Fee
Entries are due by Friday 31 July. The entry fee will be $1320.00 per team. If we are
fortunate to get more funding we will refund schools.
This fee is INCLUSIVE of the officiating fee. This year all referees, regardless if they are
supplied by a team or not will be paid direct by OSSSA for each game they control. If a team
wants to supply a referee it is the teams responsibility to cover the Travel, Accommodation
and Food for that referee.
Event sanctioning:
This event is sanctioned by the New Zealand Secondary Schools Sports Council (NZSSSC)
and the New Zealand Ice Hockey Federation (NZIHF).

Managers meeting:
This will be held in the Control Room at the Dunedin Ice Stadium at 5pm on Monday 31
August. All teams need to be represented at this meeting to discuss the current tournament
and any future tournaments of a similar nature.

Game time:
Games will be played in three 15 minute periods, with 2 minutes between each period. The
Event Organiser reserves the right to alter this should the need arise.

Team Composition (refer also the Combined team’s policy below):
1.
A combined team can be formed from 2 schools
2.
Combined school teams must register as a “combined” school team when
submitting their entry. A list of the players and the schools the players
attend must accompany the entry. Both principals of the schools involved
must sign the entry as a combined school team
3.
A combined team may win the overall tournament
4.
If a school has entered the tournament in its own right, then the pupils of
that school cannot play for any other school team during the tournament
5.
Teams may be single-sex or mixed
6.
Combined teams need to be approved not only by school Principal, but by
OSSSA and organising committee
Conduct of Play:
All games are non-checking. Slap shots will be allowed in ‘A’ Grade games but not in ‘B’
Grade games.
Player Eligibility:
All team members representing a school must be bona fide pupils of that school, doing a
minimum of 4 subjects, be Year 9 – 13 and be under the age of 19 as at the 1st January in
the year of the tournament.
Before play commences a team list stating that the members have been and are bona fide
pupils for at least four weeks prior to the tournament, signed by the School Principal, must
be with the tournament organisers as outlined on the entry form that follows.
Safety regulations:
All players taking part in the ice hockey tournament MUST wear a full face cage, neck
protector, no exception (even if they are over 18). This is the responsibility of players and
team managers, not referees.
We also strongly recommend that players kit themselves out with armour, shorts, gloves,
shin and elbow guards for their own protection.
Prize giving:
This will be held following the final match, at approximately 2:15pm Thursday 3 September
at the Dunedin Ice Stadium.

Duty team (noted on draw):
The duty team must supply the following:

2 goal judges

We expect the rest of the team to be active supporters and spectators while not
playing
Minor penalties:
Minor penalties to be of two minutes duration.
Major penalties:
Any player or official who receives a major penalty is automatically ruled off the ice for the
reminder of the game. If the penalty occurs in the final period of the game, they shall
additionally miss their next scheduled tournament game.
Tournament format:
Format for the tournament will based on entries received.
Allocation of points: Two (2) points for a win; One (1) point for a draw; and Zero (0) points for
a loss. Final pool placing’s will be determined by these points in the first instance.
If equal on points at the end of pool play then the final pool placing’s within the pool will be
decided in order by:
a. Points
b. Head to head in the pool play
c. Goal differential (GF-GA)
d. Highest number of goals scored in all pool games.
e. The team with the least number of penalties in all pool games
f.
Toss of coin
Semi or Final Games:
In the event of a tie at the end of the final period, in a semi or final game (regardless of the
play off position), the teams shall play a 5-minute sudden death (first goal wins) period, with
four skaters and a goalie per side. If the score is still tied at the end of the extra time, a 3man penalty shoot-out will take place (team shooting first decided by toss of the coin). If at
the end of the 3-man penalty shoot-out, the score is still tied, a one-man penalty shoot-out
will take place until the scores are no longer tied.

Match Officials:
Referees and scorers have been organised with the assistance of the Dunedin Ice Hockey
Association (DIHA).
Team sheets:
These must be filled out with names and numbers of players prior to each match and
returned to the official scorers. Only players listed on the team sheet before the game (and
registered prior to the tournament) can compete.
Icing:
The tournament will be run under the new IIHF Hybrid Icing rules (2014 – 2018 IIHF Rule
Book).
Grooming:
Grooming of the ice is intended to be done between each game. No-one is allowed on the
ice while the grooming is taking place.
Disciplinary Committee and Disciplinary rules:
The Disciplinary Committee shall consist of the Event Organiser, a Senior Official of the
DIHA and the most senior referee present at the tournament. The members of this
committee may vary throughout the tournament depending on which schools are involved in
the dispute and the availability of personnel.

Any protest arising from a game must be lodged with the Disciplinary Committee
within thirty (30) minutes of the end of the game. A $20 charge will apply to any
dispute filed.
2.
Upon receipt of a protest or incident report the Disciplinary Committee shall obtain
the views of the other team and/or participants to the incident giving rise to the
protest or incident report and make such other enquiries as it considers necessary.
Before making a determination of the protest or incident report, it shall then inform
the team protesting of the views of the other team/participants and any information it
has obtained regarding the incident and give it an opportunity to respond to such
views. Following this exchange of views, the Disciplinary Committee shall consider
the protest or incident report as soon as possible and make a determination. It shall
advise the relevant teams of its decision regarding the protest or incident report as
soon as possible.
3.
If any dispute arises from the interpretation of these rules or the need arises to deal
with any matter not provided for in the rules, reference in writing shall be made to
OSSSA whose decision shall be binding on all parties.

First Aid:
Basic First aid support will be provided on-site, however a strapping service may be provided
off-site (TBC). It is expected however that teams should come to the tournament with their
own first aid kit.
Gear storage:
There are no lockable rooms available during the tournament at the Dunedin Ice Stadium. It
is therefore the team’s responsibility to ensure the safety of their own gear. We recommend
locking it away in your van or back at your accommodation.
Catering:
Food and drink for purchase will be available on-site at the Dunedin Ice Stadium. Light
refreshments will be available for team officials in the Control Room to the side of the rink
where the Tournament HQ will be based.

COMBINED TEAMS POLICY FOR SOUTH ISLAND SECONDARY SCHOOLS ICE
HOCKEY TOURNAMENT 2015
Rationale
To allow for students from more than one school to combine to form a combined team.
Objective
To allow small schools to participate in the SISS tournament, and/or for individuals to
compete from schools that do not have a team or are unable to field a team.
Guidelines
Composite teams are only permissible if:
a)
All eligibility criteria are met, e.g. age, attendance as in SISS Tournament rules
b)
Both Principals of the schools involved agree to combine (signatures required on
entry form)
c)
One Principal must take responsibility for the team
d)
The team must be called by a name that indicates more than one school
e)
Teams that combine are eligible for points and rankings in the given year
f)
Only two schools may combine unless there are exceptional circumstances in which
case a request for dispensation must be made to the Tournament Organiser.
If there are more than 2 schools combining then they will NOT be eligible to win the
tournament
g)
Schools should only combine because of lack of playing numbers (not to
improve playing strength)
h)
If a school should through injuries or other reasons beyond their control, be limited
in numbers of players prior to the tournament but not have made a combined team
entry, then they must approach the Tournament Organiser for dispensation to take
players from another school to make up their team
i)
Entry of a combined team is subject to the approval of the Tournament Organising
Committee (consisting of the tournament organiser, and one representative from
each of Dunedin, Christchurch and Central/South Otago)
