THE ROLE OF STATE IN THE SPORT DEVELOPMENT



In the history of the institutional organization of
sport in Europe, the end of the 19 century can be
identified as the period of the codification of the
organizational forms of sport.
The most widespread form of organization of sport
was the nonprofit associations. This was possible
because of the legislation
this associations had a total independency from the
public authorities in the almost all European
countries.




This situation remained the same for the first part of
the 20 century.
after the 2 world war the political reality in Europe
changed, creating two big formations.

In 1975 the Council of Europe approved the European Chart of Sports for
All. In 1992 changed in European Chart for Sports
 In this document were mentioned the specific obligations of the state
institutions for the development of sport.

ONU consider sport as a universal right of the people .
In 1978 UNESCO which is one of the organizations
created from ONU to deal with education, culture and
cultural heritage defined sport a basic right for all
Onu has a specific office for sport in Geneva, called
the office of sport for peace and development.
The role of this office is to prepare documents that
focus the role of sport for development and peace in
the world.




The ONU considers sport as a “natural partner”
sport and play are human rights that must be
respected and developed in all the world
Sport is considered more and more as a “low cost ”
tool and great impact in the humanitarian missions
for keeping peace and supporting people in
conflicts.
