Training

Please join me in congratulating Officer Rusty Daymude on his graduation from SWAT
school. While the Harbour will definitely benefit from this advanced training, I could not
justify the time away since we have no SWAT Team so Officer Daymude used his
vacation time to achieve this personal goal. Officer Daymude was singled out at
graduation as a “can-do” officer. We are very proud of his accomplishment.

Self Tests have been incorporated monthly to enhance officer’s knowledge of the
Virginia and Stafford codes. These tests highlight a particular area of the law (searches,
DWI, warrantless arrest) and allow the officers to assess their expertise. The goal is to
enhance knowledge and confidence and reduce liability. Officer Tidwell and I will be
generating these monthly tests that will be reviewed by Mr. Chichester’s office.

Officer Hurlbut has been put in charge of training. He will track mandated training hours
and will serve as the liaison between the PD and DCJS and the Academy.

Overtime & Gaps

No gaps. 8 hours of overtime issued due to investigation / deposition hours that could not
be absorbed within the cycle.

Officer Debrular has been put in charge of managing the fleet – small though it be! He
will monitor all aspects of preventive maintenance, replacement and repair for all vehicles.
EQUIPMENT REPORT
In Car Cameras:
Thanks to Mike Nerenberg and his Dad who put a new switch in for
Car #8’s in car camera. The camera unit in #11 is periodically
ejecting the tape. We think its because of it’s placement after the
trunk organizers were put in. Joel Cleary will be checking it for us.
Portables:
One portable is completely dead. We’re going to try to get by with
out it while we wait for the new Stafford system to come up. We
had an extensive meeting with Stafford Communications this month
about how the Harbour will fit into the new radio system and we’ll
be getting a portable demo on May 13th. The Harbour’s cost for
this new system will be incorporated into the FY11 budget process.
Weapons:
Our weapons are aging and will probably need to be replaced in the
next 24 months. Officer Tidwell and Daymude are now in charge of
the armory and officer safety issues and will be researching cost
effective replacement weapons.

Aquia & Voyage, Midshipman and Stateroom
at Mast Cove have been added to the list and
have been posted on the message board.
Stafford set up a radar trailer in the 2000 block
of Aquia at a resident’s request. A “stealth”
(undetectable) radar device will also be installed
for 48 hours in the near future by SSO Traffic
Unit to give us a better idea of the frequency
of speeding.

Very busy month but numbers are consistent. Spring break stayed really quiet. The only related call we
had was two teenage girls who snuck out and were returned home by Officer Goodwin. We are anticipating
a spike next month once the weather gets warm and stays warm.
POLICE ACTIVITY - OTHER
Calls / Service of Interest –

Officer Hurlbut investigated a hit & run that caused considerable damage to two properties.
The investigation ended in an arrest - some 8 hours after the offense occurred.

Officer Hurlbut issued 4 reckless driving tickets this month. Two in the Harbour and two in
Stafford coming to and from the courthouse and the carwash.

Officer Hurlbut – on a roll this month – also nabbed a drunk driver at the Marina. The driver,
a relative of a resident, had stolen beer from the town center and then was seen at the
stables making parents and teens uncomfortable before Hurlbut finally caught up with him at
the Marina and arrested him for drunk driving. He was also charged with the theft of the
beer.

Officer Daymude worked a grand larceny where a family member stole and pawned
hundreds of dollars in tools. Officer Daymude recovered all of the items from area pawn
shops and arrested the offender.

Assisted SSO with the eviction of an uncooperative former owner. Channel 7 News was on
hand – the eviction went down without incident.

Repossessions are increasing. The policy is to stop them at the Gate unless the resident
has called them in for a voluntary repossession. Short of that – they need a court order, not
a bank order to get in here.

Officer Daymude passed on intel to Stafford that resulted in a search warrant in the Harbour
for transmitting or receiving child pornography. This involves a suspect in his early 20’s and
several girls in their mid to late teens. The teens do not live in the Harbour.

Officers Daymude and Erler assisted Alexandria Police with a search warrant at a resident’s
home who is (was) employed by Alexandria City. The resident was arrested by Alexandria
for allegedly stealing from the parking meters he was charged with servicing.
Community Outreach

The Police Harbourview article highlighted summer time problems. We have gotten some
good feedback.

Officers Daymude, Debrular and Tidwell received a commendation from a resident when
they assisted her mother during a traffic altercation.

Officer Goodwin took an alternative approach to a traffic summons with a 16 year old
speeder and, after conferring with his parents, had him write an essay about teen driving
statistics.

Recovered / unclaimed bikes were distributed to needy teens through the juvenile court
system. They were very grateful and we had far more in need than we had bikes to give so
we are considering a bike drive to continue this effort.

A letter was sent from AHPD to Stafford Communications in recognition of National
Telecommunicators Month.

Officer Goodwin received a commendation for assisting with an injured teen resident on
Government Island. She also battled a car fire in a resident’s garage with a fire extinguisher
and melted her pants! She was not injured.

Handouts were purchased for upcoming community events. We purchased pencils, jr.
police badges, coloring books and glowing wristbands.

Provided fingerprinting services to one resident this month for a security clearance.

A resident came by the Board meeting to compliment the Gate on the good job they are
doing daily to secure the Harbour.
Other

Received intel on possible suspect in police impersonator case from Public Safety
Committee member Lew Bunch. It was passed on to Stafford.

Met with the valuation assessor who valued the PD building at $0.

Bi-annual Department Meeting held. We reviewed performance for the last six months,
and started planning for the summer months.

New polo shirt has been added to the utility uniform. The black shirt will enable us to do
some undercover monitoring of parks and amenities when the need arises.
Parks & Amenities

ATV’s intercepted on powerlines. Non-Harbour residents were advised and no
trespassing paperwork was sent to them via certified mail.

Opened a dialog with the Rescue Squad folks at the Board Meeting and we will be
meeting about the plans for the RS expansion and how it will impact plans for a new
police station.

As a result of the intoxicated man at the Marina, the PD is working with Marina staff to
put on personal safety training and police reporting for users of the amenity.

Government Island is becoming an issue. Officer Erler is taking point on monitoring and
documenting problems and will be working with me as we coordinate enforcement
efforts with Stafford.

Twice this month we needed help road and grounds. Once to clear a tree and once to
set up barrels for a blocked road. Wes and his crew were on the scene in record time –
very much appreciated.
Excerpts from the Message Board
Government Island
Last weekend we noticed people with tents pitched on Government Island. Is this allowed? Now that the weather is nicer I'm
sure this will be happening more often. Noticed that the vandalism also has gotten worse in the last few weeks.
Security Check Point
The gate check was great. I had a friend in my car when I came through the "check point". They were really impressed to see
the police taking an active role in stopping gate runners. Keep it up!

Gate
I agree with all of the posts here especially the ones that say things have never been better since Chief Harmon took over. You
are doing a great job chief and so are your staff! I have only one suggestion and you've heard it before. I would like people who
try to get thru the gate to visit a Harbour resident to be stopped and the resident called if they haven't called the guards in
advance to let them know a visitor was expected. Since I last posted a comment about this I have had three different cars arrive
at my door unannounced and uninvited. So I am sure it is happening to others as well. Again, thank you Chief Harmon for all you
do to make AH such a wonderful place to live.
The procedure in place is to in fact stop unannounced visitors and deny access if we are unable to reach the resident. In fact,
we take quite a bit of heat (understatement of the year!) from residents and guests who get annoyed when we stop "Mom" or the
best friend or the landscaper because the resident did not call in the visitor to the Gate in advance, so it would be really helpful
for me to know the circumstances under which they gained entry. Did they come through the visitor's side and say they were
expected and then were then sent through? Did they come through the resident side unnoticed? Did they come through the
resident side and keep going when the Gate Guards tried to get them to stop? Do your visitors know that it is against Harbour
security protocol to drop by unannounced? This information, if you know the details, would be really helpful in trying to address
the problem. If you could you email me at [email protected] with any insight you have I would really appreciate it
and we’ll see if we can get to the bottom of how this is happening.
As I stated before, the Chief and her staff are doing an excellent job of keeping out undesirables. I've lived here nearly 3
decades and have never had any "cars arrive at my door unannounced and uninvited", yet someone has, by my count, 3 in a
month. It is obvious that the problem here is not with the Gate Guards; I believe someone needs to inform their friends and
acquaintances of the proper entry procedures into Aquia Harbour. Cellphones work great and I suggest uninvited guests be
advised to use them and call in advance if they'd like to stop by. Instead of continually harping about uninvited guests at the
gate, become part of the solution rather that part of the problem. As SGT Joe Friday used to say long ago, "Just the facts,
Ma'am".
