Introduction
1.1
This strategy sets out the approach to be taken within the NHS Business Services
Authority (NHSBSA) to provide a robust Information Governance (IG) framework for
the future management of information.
2.
Policy statement
2.1
There are two key components underpinning this strategy which are:


the NHSBSA IG policy, which outlines the objectives for IG; and
an annual IG improvement plan arising from a base line assessment
against the standards set out in the NHS Information Authority toolkit.
2.2
The Information Governance and Security Group (IGSG) is accountable to the
NHSBSA Leadership Team.
2.3
The IGSG has overall responsibility for overseeing the implementation of this
strategy, the IG policy and the IG improvement plan. All will be subject to periodic
review and progress reported to the NHSBSA Leadership Team. There is Divisional
representation on the IGSG to ensure that IG is embedded within the organisational
structure.
2.4
The Corporate Secretary has accountability to the NHSBSA Leadership Team for
IG. The Operations Director is the NHSBSA’s Caldicott Guardian and Senior
Information Risk Owner (SIRO). Both are members of the IGSG. The Head of
Information Governance is the senior manager for IG in the NHSBSA and will
project manage the work of the IGSG.
2.5
This strategy cannot be seen in isolation as information plays a key part in
governance, strategic risk, service planning and performance management. The
strategy therefore links into all of these aspects of the organisation. In addition the
NHSBSA Leadership Team has identified IG as a significant risk within the
Assurance Framework. The implementation of this strategy will reduce the level of
this current risk.

2.6
Fundamental to the success of delivering the IG strategy is developing an IG culture
within the NHSBSA. Awareness and training needs to be provided to all NHSBSA
staff who utilise information in their day to day work to promote this culture. In order
to achieve this, a training plan will be identified by the IGSG.
2.7
Any associated resource implications incurred by the implementation of the IG
policy and action plan will be identified by the IGSG. Business cases will be then
developed and submitted to the NHSBSA Leadership Team for approval.
2.8
Performance will be monitored by the IGSG and submitted to the Department of
Health (via the IG Toolkit Return) on an annual basis.
3.
Conclusion
3.1
The implementation of the IG strategy, policy and action plan will ensure that
information is more effectively managed at the NHSBSA. Each year the policy will
be reviewed and an action plan developed against the IG toolkit to identify key
areas for continuous improvement.
