Havens Auditorium Emergency Evacuation/Relocation Plan

Purpose
The purpose of the Emergency Evacuation/Relocation Plan is to protect all employees,
students, and guests from serious injury, property loss, or loss of life, in the event of an actual or
potential major disaster. A major disaster may include, but is not limited to, any of the
following: fire, tornado, earthquake, bomb threat, or hazardous chemical spill. In the event of a
major disaster, this Emergency Evacuation Plan describes the initial responsibilities and actions
to be taken to protect all employees, students, and guests until the appropriate responders take
over.

Scope
It is impossible to provide specific information for all situations. There is no guarantee
implied by this plan that a perfect response to disasters or emergency incidents will be practical
or possible; therefore, this plan is a guide for employees to familiarize themselves with basic
emergency planning, response and evacuation.
Haven’s Auditorium Layout
The main floor of Havens Auditorium is divided into six sections and the balcony is divided
into two sections. Each section is color coded and assigned a volunteer that is trained to assist
with an evacuation or relocation.

General Procedures
a. Planning and Preparation
Preparation will increase the margin of safety in an emergency.

c. Notification of Emergency Situation
In the event of an emergency, the warning may come from any of the
following sources: commercial radio or television, NOAA radio, building smoke
detection or sprinkler system, web/internet, private citizen, IUKPD or any other
law enforcement agency. It is recommended that several sources be monitored to
assist in determining when emergency situations exist since no one system can
cover all circumstances.
Anyone receiving notification of a emergency situation should
immediately sound the alarm to notify employees and then call IUPD at x363.
(e.g., In case of fire, pull building fire alarm, and call IUPD.) After contacting
IUPD, the employee should inform their immediate supervisor who will continue
notification up the chain of command. The building fire alarm system is reserved
for building evacuation only. It is not to be used for severe weather; doing so
could cause further danger or injury.

Situation Specific Procedures
a. Fire Procedures
Evacuate the building upon seeing smoke/fire or hearing the fire alarm
other types of evacuation are covered elsewhere in this document):
i. IUPD will notify Event Coordinator and Physical Plant of the situation
and sound the fire alarm.
ii. Event Coordinator will make appropriate announcement
iii. The signal for a building wide evacuation will be the sound of the fire
alarm.
iv. IUPD, Physical Plant staff and volunteers will direct people to the
Severe Weather Shelter Area
1. Everyone is required to evacuate the building, unless
authorized to remain by the emergency agency in charge.
2. The alarm may not sound continuously. If the alarm stops,
continue the evacuation and warn others who may attempt to
enter the building after the alarm stops.
v. CLOSE THE DOORS AS YOU LEAVE
vi. Use stairways, not elevators. When outside, move away from building
and leave walks and drives open for fire and emergency responders.
vii. If necessary for a safe, orderly evacuation, activate fire extinguishers
or fire hose. At the discretion of the individual, use extinguisher if
trained and assigned to do so.
viii. Once out of the building notify:
1. Fire fighters if you suspect someone may be trapped inside the
building.
2. Immediate supervisor, the CMT Chairperson (or highest
ranking member present), and proper agencies for any needed
services.
b. Tornado or Severe Weather Procedures
In the event of a tornado or severe weather warning, the following
procedure should be put into effect.
i. IUPD will listen for latest advisories on commercial and/or NOAA
weather radio.
ii. Tornado or Thunderstorm Watch: Weather conditions are favorable for
the possible development of tornadoes or severe thunderstorms.
1. IUPD will notify Event Coordinator and Physical Plant of the
situation
2. Event Coordinator will make appropriate announcement
3. IUPD will continue normal activities but have someone
monitor the situation and notify others if conditions deteriorate.
iii. Tornado Warning: A tornado is occurring or is sighted in the area.
1. IUPD will notify Event Coordinator & Physical Plant of the
situation
2. Event Coordinator will make appropriate announcement
3. IUPD, Physical Plant staff and volunteers will direct people to
the Severe Weather Shelter Area
4. All doors in the Severe Weather Shelter Area should be shut
and occupants should stay sheltered until the all clear is given
by the National Weather Service.
5. IUPD will monitor the NOAA weather radio and notify
Physical Plant staff and volunteers when the all clear has been
issued.
6. IUPD and Physical Plant staff will restore calm and check for
injuries and provide the occupants with further instructions.
7. Report injuries and damage to the Vice Chancellor for
Administration.
8. The Vice Chancellor for Administration will notify IU Risk
Management.
c. Hostile Intruder on Campus
When a hostile person(s) is actively causing death or serious bodily injury
or the threat of imminent death or serious bodily injury on or in close proximity to
the IU Kokomo Campus, the following procedures should be implemented:
i. IUPD will notify Kokomo Police, Event Coordinator & Physical Plant
of the situation
ii. Event Coordinator will make appropriate announcement
iii. IU Kokomo Police and the Kokomo Police will respond as quickly as
possible and take any action deemed necessary to control the hostile
situation.
iv. IUPD, Physical Plant staff and volunteers will direct people to either
evacuate or shelter in place
1. Shelter in place
a. If sheltering in place, immediately lock/barricade the
doors of the auditorium
b. Do not sound the fire alarm. A fire alarm would signal
the occupants to evacuate the building and thus place
them in potential harm as they attempt to exit.
c. Stay away from windows and doors.
d. Turn off lights and all audio equipment.
e. Try to remain as calm as possible.
f. Keep everyone together.
g. Stay out of open areas and be as quiet as possible.
h. Keep the room secure until the police arrive and give
directions.
i. Once the police arrive, all commands should be
obeyed. This may involve a person being handcuffed
or keeping hands in the air. This is done for safety
reasons. Once circumstances are evaluated by the
police, further instructions will be given.
2. Evacuation
a. If evacuating special instructions will be provided by
IUPD
a. Evacuate as quickly and orderly.
b. Get as far away from the threat as quickly as possible.
c. If out in the open do not run in a straight line but run
behind vehicles, bushes, trees, and anything else to
block the view of the intruder.
d. Take into consideration an area in which to hide and
remain hidden to avoid danger if you are unable to get
away.
e. Once the police arrive, all commands should be obeyed.
This may involve a person being handcuffed or keeping
hands in the air. This is done for safety reasons. Once
circumstances are evaluated by the police, further
instructions will be given.
d. Medical Emergency
Emergency Medical Service (EMS) personnel or those individuals who are
trained by the American Red Cross will provide first aid. Until professional medical
personnel arrive, administer first aid in the building or, in the event of a complete
evacuation, at a designated safe assembly area outside.
i. Call 9911 from a campus phone or 911 from a cell phone immediately
if the injury is life threatening. Provide the following information:
1. Nature of medical emergency.
2. Location of the emergency (address, building, room number).
3. Your name and the phone number from which you are calling.
ii. Event Coordinator or IUKPD will contact local emergency medical
personnel and provide the following information:
1. Nature of medical emergency.
2. Location of the emergency (address, building, room number).
3. Your name and the phone number from which you are calling.
iii. Do not move victim unless absolutely necessary.
iv. IUPD will provide CPR and First Aid until professional medical help
arrives.
v. First Aid Kits are located in each custodial closet.
vi. If personnel trained in First Aid are not available, as a minimum,
attempt to provide the following assistance:
1. Stop bleeding with firm pressure on the wounds (note: avoid
contact with blood or other bodily fluids).
2. Clear the air passages using the Heimlich Maneuver
(abdominal thrusts or chest compressions) in case of choking.
This Emergency Evacuation/Relocation Plan cannot cover every possible situation that
might occur, but they are tools that can reduce the number of injuries or death if put into
action as soon as a situation develops. Time is the most important factor in the optimal
management of these types of situations.

phones and pagers at this time. And to ensure everyone’s safety in the event of an emergency,
please take a moment to look around and locate the nearest exit to your seating area. Ushers will
be present to assist you in the unlikely event that we would need to evacuate the Auditorium.
We are very proud of our graduates, and we look forward to sharing the best day of the
year on campus with you as we celebrate their accomplishments.

Emergency Evacuation/Relocation Script
Public Address Announcement for
Evacuation of Havens Auditorium for Fire
or Bomb/Terrorist Threat
Ladies and Gentlemen, our university police officials have requested that
Havens Auditorium be evacuated.
Please remain calm and follow the directions of ushers who will guide you
to the nearest exit. Once outside, please move quickly and safely away from
the building towards the university employees wearing the bright orange vests.
Again, evacuation is a precautionary measure necessary to ensure safety.
Please remain calm and leave in an orderly fashion. Thank you.
Public Address Announcement for
Severe Weather Evacuation
Ladies and Gentlemen, the National Weather Service has issued a
Tornado/Severe Weather Warning for the Kokomo area.
An evacuation of Havens Auditorium is necessary.
Please remain calm and follow the directions of ushers who will guide you
to the lower levels of the building.
Should the lights go out, please remain calm; emergency lights will come
on momentarily.
