The Division focuses on key target markets, particularly in Asia, and the eight priority sectors identified in the Jobs Plan as having the most potential to bring new dollars into our economy. ITIA Mission: To open and expand markets for BC goods and services, particularly in Asia, and attract investment to grow BC’s priority sectors. JOB OVERVIEW To lead and direct the planning and development of strategies to increase foreign investment in, and attract companies to BC to grow its industries, create jobs and secure a position of strength in the global economy. ACCOUNTABILITIES Directs and implements new or major transformations of the Branch’s core business with multiple delivery components (e.g., strategically identifying key targets, proactively developing key account plans, promoting opportunities/advantages for companies to locate in BC, generating business leads, qualifying potential foreign investors, helping potential investors develop a business case, marketing “wins” internally and externally, etc). Plans and develops strategies to establish the branch as a centre for cross-jurisdictional expertise on investment attraction and provides expert investment advice and support services to investors, companies and other jurisdictions. Directs the development and implementation of campaigns to attract investment and foreign companies to establish a presence in BC. Develops the strategies to implement a “key account” approach to generate business leads, connect with important players in each sector and market, build stronger business relationships with key individuals and companies and increase the probability that those accounts will make the decision to invest in BC. Provides a clear vision and strategic direction that aligns with the direction of Government for all business lines and leads broad organizational change. Represents the ministry and/or the Assistant Deputy Minister on committees and in meetings on controversial issues with stakeholders and other jurisdictions with the authority to negotiate solutions. Establishes and approves changes to branch business structure and operations to achieve ministry goals and objectives. Leads the preparation of recommendations and briefings for Ministry executive and implements action plans to achieve Ministry objectives. Collaborates with Government Communication and Public Engagement Branch for external investment promotion campaigns. Provides advice to the Minister, Deputy Minister, Ministry Executive, senior government officials on all international market development strategies. Directs the development of business mandates, plans overall business direction and develops strategic plans and governance structures. Develops financial forecasts and funding scenarios, advocates for operational and specific project funding priorities, allocates and manages financial resources. Supervises staff including assignment of work, development and evaluation of performance plans, approval of leave, represents the Employer at Step 2 of the grievance process and takes disciplinary action, up to and including recommendation for dismissal. Leads and directs the preparation Cabinet and Treasury Board submissions, publications, position papers, briefing notes, policy documents and presentation materials. JOB REQUIREMENTS Degree in business administration, public administration, economics, political science or related field or equivalent. Experience in a senior management role leading new business development projects and/or business transformation projects involving a diverse range of project portfolios. Strong client management experience and customer service orientation. Experience in sales oriented environment, with strong capabilities in “closing deals”. Experience establishing collaborative relationships with senior leaders across government and leading organizational change associated with implementation. Experience leading and coaching multi-disciplinary senior management teams in the development and implementation of a diverse range of projects. Experience in strategic business planning; contract management; financial management; and leading multi-party negotiations.
