1 DEFINITIONS
Dual Registered Player A player registered in more than one team on a permanent basis.
This allows clubs who are struggling with numbers to satisfy minimum
registration rules by listing a player in more than one team
Fixture Game
A game played during the season but excludes the finals series
Fixture Round
Where all teams in a grade play a fixture game against each other
Team withdrawal
Where a team withdraws after commencement of fixtures
Pick Up Player
A registered, eligible player drawn from another club or team
Suspension of Play
Where the plate Umpire considers playing conditions deteriorate to the
extent that it is not possible for play to continue safely and play is halted
for a period of time.
Suspension of Game Where play has been suspended for a period of time AND subsequently
the plate Umpire considers it not possible to resume play and the game
is suspended by the plate Umpire.
2 GROUND RULE
All fixture games conducted by the Softball FNQ Inc. shall be in accordance with the Official
Playing Rules of the Australian Softball Federation Inc except in those circumstances where the
following Ground Rules apply.
3 COMPETITIONS
3.1.1
The Management Committee will determine the length of each season.
4 SCORING
4.1.1
Points shall be awarded for fixture games as follows:

Win - 3 points

Draw - 2 points

Loss - 1 point

Bye - 0 points (occurs only where there are uneven teams in a grade)

Forfeit - 0 points (3 points to team not forfeiting and a score of 7-0)

Abandoned Games – 2 points each team
5 REGISTRATIONS
5.1.1
Competing teams shall register a minimum of eight (8) players in each competitive team for
which they have nominated prior to the beginning of the first fixture (per division) with players
only then being able to play in divisions upwards.
5.1.2
The Secondary School division is considered a lower division to all senior divisions.
5.1.3
When a Club fields two (2) or more teams in the same grade, players shall be registered into a
nominated team. The Club must identify each team uniquely by either a numbering or naming
convention of their choosing to avoid confusion.
5.1.4
SFNQ allows players to be dual registered in multiple teams within their own Club.
5.1.5
No team can have more than three (3) dual registered players.

5.1.6
Dual registration can be sought for a player wishing to play for two different affiliated clubs or
affiliated teams. This can only occur if a team player is registered in does not have an
associated team in the required grade. For instance, a school aged player who is registered in
a senior graded team may dual register for another club/teams secondary school graded team
if their own club does not have a team in that grade. Permission must be granted by the
Management Committee for this arrangement to occur.
5.1.7
Players are permitted to interchange between teams of the same grade subject to the pickup
player rules (insert number).
5.1.8
No player may participate in a division lower than that in which that player is registered. This
includes participation as a pickup player.
6 TRANSFERS AND CLEARANCES
6.1.1
Clearances from a previous Club are required wherever a member registers with a new Club.
If is the responsibility of the individual Clubs to exchange Clearances. However, the SFNQ
Management Committee may require the Club to submit to the Association, a Clearance from
any previous club of which the nominee has been a member, stating that the nominee has no
outstanding financial obligations to that club. If such a Clearance is not forthcoming, the SFNQ
Management Committee may prohibit that player from competing in SFNQ competitions. This
notification must be done of the SFNQ Local Club Transfer/Clearance Form.
6.1.2
If any affiliated club or affiliated team lodges with SFNQ, a claim setting forth any outstanding
financial obligation that a member of the Association has to that club/team, the SFNQ
Executive Committee may prohibit that member from competing in any competition organised
by SFNQ for such a time as it sees fit; provided that such prohibition shall be lifted upon
receipt of a clearance from the Club by which the claim has been lodged.
6.1.3
Notice of prohibition shall be given in writing by the Secretary of the Association to the
secretary of the competing Club that nominated the member requesting the registration. The
prohibition may not be applied retrospectively prior to the start of the current season.
6.1.4
Clearances should be sort to avoid the possible loss of competition points.
7 FINALS ELIGIBILITY
7.1.1
A player must play a minimum of 60% of all fixtures games of their registered team to be
eligible for finals. Washed out matches do not contribute towards either the number of games
played by either the player or the team.
7.1.2
The Executive Committee may consider special cases in relation to the eligibility of players to
play in semi-finals and finals of any division. The club requesting special consideration of the
eligibility of the player must provide substantial reasons. All reasons must be supported by
documentary evidence.
8 SEMI FINAL, PRELIMINARY FINALS AND GRAND FINALS
8.1.1
A finals series shall be played in competitive grades.
8.1.2
No team may participate in finals without the club having paid all monies owing to the
association i.e. fees, fines, penalties, etc.
8.1.3
In all competitive grades except the highest grade the time limit for all games in the finals
series shall be one two hours (2), provided an innings once commenced shall be completed.
8.1.4
In the highest senior grades, the finals series of games shall be seven (7) innings duration.
8.1.5
In the event of games being cancelled due to bad weather or other reason, the games will be
replayed at a time determined by the SFNQ if possible. If this is not possible, the finals series
will be shortened by one week with the lowest ranked team at the time the game was
cancelled dropping out.

8.1.6
8.1.7
The type of finals series for a division shall be determined by the total number of teams in that
division. This finals formats shall be

A total 3 or 4 teams in a division – 3 team final series

A total of 5, 6, 7, or 8 teams in a division – 4 team final series

A total of 9 or more teams in a division – 5 team final series
The final series formats will proceed as follows:

9 WITHDRAWAL OF A TEAM
9.1.1
The fixture draw shall remain until completion of the current fixture round.
9.1.2
Teams scheduled to play a withdrawn team shall be allotted 3 competition points for a win until
the end of the fixture round.
9.1.3
The fixture committee will re-draw fixtures for commencement at the next Fixture Round (see
definition).
10 FORFEITS
10.1.1 Clubs shall notify the Secretary of the Association in writing (letter or email), endorsed by a
Club Committee Member (signature or email) by midday of the day prior to the scheduled
fixture game if they intend forfeiting any fixture. The opposing team shall be advised by the
Management Committee.
10.1.2 A club can seek an exemption of 10.1.1 if the forfeit is a result of extenuating circumstances
occurring after the deadline. Clubs need to state their case to the Secretary of the Association
in writing (letter or email), endorsed by a Club Committee Member (signature or email) within
24 hours of the forfeit.
10.1.3 Failure by a Club to advise of a forfeit shall result in the forfeiting team incurring a three (3)competition point penalty.
10.1.4 The team not forfeiting shall receive three (3) competition points (as per 10.1.1) and a 7 - nil
win shall be recorded on the scorecard.
10.1.5 Any team that forfeits three (3) consecutive games for non-attendance of players shall be
required to show cause to the Management Committee why they should not be excluded from
the competition.
11 CANCELLATION OF FIXTURES
11.1.1 The grounds shall be inspected one and a half hours before the first fixture game of the day.
The time period for notification of cancellation of fixtures may be increased in order to ensure
all travelling teams are able to be advised prior to beginning their travel.
11.1.2 It will be decided if fixtures are to be played, taking into consideration the conditions of the
grounds and the possibility of further adverse weather conditions.

11.1.3 In the event of adverse conditions; three (3) members of the Executive including the Facilities
Portfolio Manager (if possible) shall decide whether:
a)
games shall commence or be delayed;
b)
games shall be deferred; or
c)
games shall be cancelled.
11.1.4 The Secretary of the Association shall:
a)
Before the first morning scheduled fixture game:
1. contact Club Secretaries advising of cancellation of morning fixtures;
2. place a message on the Association’s web site and Facebook page
b)
Before the first afternoon scheduled fixture game:
1. contact Club Secretaries advising of cancellation of afternoon fixtures;
2. place a message on the Association’s web site and Facebook page.
11.1.5 If conditions deteriorate at any time during the afternoon and playing conditions are
considered unsuitable, the Management Committee shall have the power to cancel remaining
games.
11.1.6 Should any games be cancelled because of adverse conditions, such games may be played
under the following conditions

Saturday Fixtures – at the same time on the Sunday immediately following the
cancellation

Midweek Fixtures – at the same time on the Friday immediately following the
cancellation
11.1.7 Should the rescheduled match be unable to be replayed due to adverse weather, the game
will be considered abandoned. Each team will be awarded 0 points.
11.1.8 Advice will only be provided on cancelled or rescheduled games. All games will be played
according to schedule unless advised otherwise.
12 SUSPENSION OF PLAY (SEE DEFINITION)
12.1.1 Where playing conditions deteriorate during a fixture game to the extent it is deemed
dangerous or adversely affects the playing surface; the plate Umpire may suspend play for a
period of time. The plate Umpire shall call a resumption of play if conditions improve
sufficiently to enable play to recommence.
12.1.2 The fixture game shall be resumed at the point where the suspension was called and shall
continue for the scheduled game time or required innings; whichever is applicable.
13 SUSPENSION OF FIXTURE GAME (SEE DEFINITION)
13.1.1 Where conditions during a fixture game require the plate Umpire to suspend play and
conditions do not improve sufficiently to enable play to resume the plate Umpire shall call a
suspension of the fixture game.
13.1.2 Fixture games suspended before completion of three (3) innings shall not be deemed a game
and will be rescheduled as per 11.1.6.
13.1.3 For games where three (3) innings are completed the result shall be determined by reverting
to the last completed innings

OR
Where the team second at bat has more runs at the time the game has been suspended, that
team shall be declared the winner.
13.1.4 Where the team second at bat has tied the score in its incomplete inning at the time the game
has been suspended, the score shall stand.
13.1.5 A game in the final series temporarily suspended by the plate Umpire for any reason prior to
the expiry of the time limit or the completion of seven (7) innings shall be resumed at the point
where it was suspended.
14 PREMIERSHIP POINTS TABLE
14.1.1 The Management Committee will publish prior to the commencement of a days’ fixtures, the
Premiership Points Table for each division playing on that day. That table will be the unofficial
results of all matches played prior to the start of that days’ matches.
14.1.2 The unofficial table published each week will be subject to change. These changes may result
come from any of the following:
 Registration infringements;
 Corrections to scorecards
 Other amendments made at the discretion of the Management Committee.
14.1.3 The Management Committee will publish the Official Premiership Points Table ratified by the
Management Committee at the monthly meeting. This will be done prior to the first fixture
game after the regularly scheduled Management Committee Meeting.
15 DETERMINING PREMIERSHIP LADDER POSITION
15.1.1 After completion of all competition fixture matches, team placings on the premiership ladder
shall be determined for each division.
15.1.2 Premiership points awarded throughout the season are totalled and the premiership ladder is
arranged in descending order, i.e. the team with the most premiership points appears at the
top of the premiership ladder.
15.1.3 In the event of equal points, the run difference is used to determine ladder positions with the
team with a higher run difference taking a higher position on the ladder.
15.1.4 The run difference is calculated by summing the total runs for and subtracting the total runs
again for each teams’ matches.
15.1.5 Should the teams be equal at this point, the following is considered in order until a split can be
determined.
- Highest Runs For
- Lowest Runs Against
- Highest Matches Won
- Lowest Matches Lost
16 SWING INTO SOFTBALL
16.1.1 The Ground Rules for Swing into Softball will be as per “The Game Plan” (see Attachment 1 to
these rules).
16.1.2 Swing into Softball shall be considered a non-competitive grade for the purposes of these
rules.

17 SECONDARY SCHOOL GROUND RULES
17.1.1 Players shall be enrolled in secondary school as at 31st December of the year fixtures
commence.
17.1.2 Secondary schools players are permitted an unlimited number of games in all senior divisions.
17.1.3 Secondary School shall be considered a competitive grade for the purposes of these rules.
17.1.4 Players under the age of 15 as at 31st December of the year fixtures commence cannot pitch
or catch more than 6 innings in a single day with a maximum of 3 consecutive innings. Club
officials are expected to ensure that younger players are not “over used”.
18 SENIOR GRADES
18.1.1 All senior players are permitted a maximum of 5 of games in a grade higher than the one in
which they are registered. Playing a 6th game in the higher team will result in an upgrade.
18.1.2 All senior grades shall be considered competitive grade for the purposes of these rules.
18.1.3 The SFNQ Management Committee will have full discretion over grading of teams. This
authority may be delegated to a grading committee if one is formed.
19 MIXED COMPETITIONS
19.1.1 SFNQ shall ensure a Duty of Care is afforded to all participants, to ensure a fair and safe
competition for the health and well-being of its players.
19.1.2 Male players competing in a predominately female division, shall be individually graded on
their skill, ability, strength and game sense, for suitability to compete in that division.
19.1.3 Female players competing in a predominately male division, shall be individually graded on
their skill, ability, strength and game sense, for suitability to compete in that division.
19.1.4 If SFNQ is unable to provide a men’s competition of the necessary standard, all men wishing
to participate in softball fixtures shall be evenly distributed amongst the nominated women’s
teams.
19.1.5 If SFNQ is unable to provide a women’s competition of the necessary standard, all women
wishing to participate in softball fixtures shall be evenly distributed amongst the nominated
men’s teams.
19.1.6 The Management Committee shall have the discretion as to whether a player is of a sufficient
standard within a particular grade to be captured by rules 19.1.4 or 19.1.5.
20 GAME TIMES
20.1.1 The maximum time allowed for all fixture games shall be 90 minutes.
Exception:
20.1.1.1 The highest divisions will play a full 7 innings or 105 minutes and the completion of the
current innings.
20.1.1.2 In situations where the innings are even and there is five (5) minutes or fewer remaining
until the scheduled finishing time, the Umpire may declare the game.
21 TOSS
21.1.1 The team named first in the draw shall occupy the first base bench and shall call the toss.
21.1.2 An official from each team shall be responsible for deciding the toss 5 minutes prior to the
scheduled starting time.

22 BENCH
22.1.1 Only official team members are permitted in the bench area.
23 SCORECARD
23.1.1 The registered grade of any Player playing in a higher grade must be recorded in brackets
beside their name.
23.1.2 New registrations and permits must be filled out on the back of the Scorecard and a fully
completed SQI Form 1.5 must be handed in with the scorecard on completion of the fixture
game.
23.1.3 Each team shall be responsible for exchanging the Scorecard with the opposition prior to the
game.
23.1.4 Each team shall be responsible for returning the Scorecard to the Office immediately on
completion of the game.
23.1.5 Each scorecard must be filled out completely in non-erasable ink.
Penalty: see schedule of fines for any of the above infringements.
23.1.6 Teams shall enter votes for awards on the reverse side of the scorecard. SFNQ will tabulate
votes for presentation of awards at the season end, as detailed at Section 48.
24 PITCHING DISTANCES
24.1.1 Pitching distances shall be:

24.1.2 Pitching distances are independent of the grade being played.
25 RESULT OF THE GAME
25.1.1 In fixture games where the 90 minutes has expired, the score shall revert to that of the last
completed innings, except:
25.1.1.1 that if the team second at bat has more runs when time expires, or,
25.1.1.2 in its incomplete innings has tied the score, the score shall stand,
25.1.1.3 fixture games not completed within 90 minutes (or 105 minutes for highest division as
per Section 20.1.1.1.) shall be regulation even though five (5) innings may not have
been played,
25.1.1.4 fixture games suspended before completion of three (3) innings shall not be deemed a
game and will be rescheduled as per 11.1.6.

26 TIE-BREAKER
26.1.1 The tie-breaker shall be used in fixture games and finals for all competitive grades and shall
commence at the top of the 8th innings should time permit.
27 RUN AHEAD RULE
27.1.1 All competitive grades will play the International and National Championship Run Ahead rules:
 15 runs after 3 completed innings
 10 runs after 4 completed innings
 7 runs after 5 completed innings
28 INTENTIONAL WALK RULE
28.1.1 The intentional walk rule shall not apply to any SFNQ fixtures, or finals series matches.
29 WARM UP
29.1.1 No team shall use the infield of any diamond for a warm-up prior to any fixture game.
29.1.2 A five (5) minute warm-up by each team on the diamond shall be permitted prior to all finals.
29.1.3 Balls are not to be hit into diamond fences at any time.
30 WARM UP PITCHES
30.1.1 All Persons receiving warm up pitches must wear full protective gear.
31 NOTIFICATION OF CHANGES AND/OR SUBSTITUTIONS
31.1.1 Umpires shall be notified of all changes and /or substitutions during the fixture game.
31.1.2 Coaches shall be responsible for notifying the opposition statistician of all changes and/or
substitutions.
32 8TH PLAYER RULE
32.1.1 In all grades, a team may start a fixture game with 8 players.
32.1.2 Each turn at bat of the 9th player shall be recorded as an OUT.
32.1.3 The 9th player may enter a game only at the end of a complete innings.
32.1.4 A team may continue to play with 8 players when an injured player is removed from the game,
and no substitute is listed on the Scorecard.
32.1.5 An injured player removed as per the above shall not re-enter the game.
Penalty: Any infringement of the above will result in a forfeit to the team not at fault.
33 PICK UP PLAYERS
33.1.1 A team must have a minimum of six players registered from within their own club participate in
a match in order for it to be counted as an official fixture.
33.1.2 To avoid a forfeit, a team shall be allowed to “pick-up” a maximum of three (3) registered
players from other clubs in that grade or below.
33.1.3 Teams must use their own registered team players before pick up players from other clubs
can be used.

33.1.4 The player’s name, Club and grade must be written on the scorecard.
33.1.5 Pick-up players are not allowed to pitch or catch.
33.1.6 Pick-up players may not be used in finals matches unless approval of SFNQ Management
Committee is granted.
Penalty: Any infringement of the above will result in a forfeit by the team at fault.
34 CATCHER COURTESY RUNNER
34.1.1 In any innings where there are two (2) out the catcher of the batting team who is on base, may
be replaced by another player listed in the batting line-up.
34.1.2 This replacement base runner cannot be one of the next 4 batters scheduled to bat.
34.1.3 This replacement base runner is not deemed a substitute.
35 METAL CLEATS
35.1.1 Metal cleats are not to be worn on any other diamonds.
36 UNIFORM
36.1.1 Players and coaches shall be in their correct player or Club Official uniform as per the SFNQ
By-Laws.
36.1.2 Player Umpires must wear closed-in footwear and Club shirt while umpiring.
Penalty: The scorer will note the infringement on the scorecard and fine imposed as per the
schedule of fines.
37 PROTECTIVE EQUIPMENT
37.1.1 Batting helmet, catcher’s helmet, catcher’s mask, throat protector, chest protector and
leggings must be worn in accordance with the Official Rules of Softball.
38 SMOKING AND CONSUMPTION OF ALCOHOL
38.1.1 Smoking is strictly prohibited by all participants during the scheduled game time, as per
Queensland Government Guidelines for smoking in public areas and sporting venues.
38.1.2 Alcohol is strictly prohibited on any SFNQ softball grounds during fixtures and SFNQ approved
activities, other than in designated licensed areas.
Penalty: The scorer will note the infringement on the scorecard and fine imposed as per the
schedule of fines.
39 PROTESTS
39.1.1 Protests will only be received on issues involving a misinterpretation of a rule, the failure of the
Umpire to apply the correct rule or a failure to impose a correct penalty for the violation of a
rule.
39.1.2 The Umpire must be notified at the time of the incident and before the next pitch, of the
intention to protest.
39.1.3 The statistician must note on the back of the score card:
position of runner
the count

the batter
the innings and the number of outs
the time of the incident
39.1.4 The protest must be in writing and accompanied by the prescribed fee.
39.1.5 The protest must be filed as soon as possible after the completion of the game, or by the
conclusion of the day’s fixtures.
39.1.6 A fee of $20 shall be lodged with the details of the protest. This fee will be refunded if the
protest is upheld.
39.1.7 Two (2) members of the Management Committee shall review protests received with one (1)
member SFNQ Umpire other than those who officiated the match under protest.
39.1.8 The Management Committee decision in relation to the protest shall be final.
40 EJECTION FROM GAME
40.1.1 A player or official ejected from a game; shall be reported to the SFNQ Secretary by the
Umpire at the conclusion of the game.
40.1.2 The Umpire shall complete an Advice of Ejection of Player/Official form.
40.1.3 An Incident Report Form shall be submitted by the Umpire/s within 24 hours of the ejection.
40.1.4 An Ejected Player/Official Incident Report Form shall be submitted by the ejected person
within 24 hours of the ejection.
40.1.5 All ejections must be reported to SQI.
41 INJURY
41.1.1 All injuries must be reported to the on duty sports medicine person, even if the outcome does
not require further action. The injury is to be noted on the back of the scorecard and at the
point in the game in the scorebook. An Injury Report Form and SQI Form 1.9 is to be
completed by the injured player or club official who witnessing the injury and submitted to the
SFNQ Secretary by the end of that day's fixtures.
42 FIRST AID
42.1.1 SFNQ will provide a first aid officer at fixtures who will coordinate the calling of ambulance
assistance as required.

43 CLEANING OF BLOOD AFFECTED AREAS
43.1.1 The Umpire shall ensure that any area of the playing field soiled by blood be effectively
cleaned prior to the game continuing. The management of the withdrawn player's team shall
be responsible for cleaning any soiled area in the proximity of the "bench or dugout"
44 OFFICIALS
44.1.1 All coaches, umpires, managers and scorers must hold a current Working with Children Blue
Card. This is regardless of the team/grade they are associated.

45 CODES OF CONDUCT
45.1.1 All players, officials, parents and spectators are required to comply with the behaviour
provisions outlined in the relevant SQI Code of Conduct. The Codes of Conduct are on the
SFNQ website.
46 SQI AND SFNQ ZERO TOLERANCE POLICY
46.1.1 SQI Zero Tolerance Policy and Procedures shall be applied as per the Policy. Full details of
this policy are available at www.qld.softball.org.au under the Resource Library.
47 FINES AND PENALTIES
47.1.1 Fines and penalties applicable for non-compliance with the provisions of SFNQ By-Laws and
Ground Rules are detailed the Schedule of Fines at Attachment 2.
47.1.2 The due date for all fines and penalties shall be deemed by the Management Committee.
47.1.3 SFNQ has discretion over the awarding of all fines and penalties.
47.1.4 Where fines are not paid by due date $100 +10%/week until paid.
48 ASSOCIATION AWARDS VOTING
48.1.1 At the end of each game, coaches of each teams will determine the best three players from
the opposition team.
48.1.2 Points will be awarded as follows:
48.1.2.1 Three (3) points to best player;
48.1.2.2 two (2) points to best next player; and
48.1.2.3 one (1) point to third best player.
48.1.3 Nominations are to be recorded on the back of the scorecard as per Section 10.2.5 as follows:

48.1.4 Only players registered in the Grade are eligible to receive votes, no pick up players can

ATTACHMENT 1 - SWING INTO SOFTBALL GAME PLAN
1. Swing into Softball (SIS) is a Softball Queensland program to revamp the junior level competition
to:
a.
make it more fun and better teach the basic skills of the game;
b.
to help with our retention of the juniors by making the programme fast and engaging
2. All Swing into Softball players will be registered directly with SFNQ.
3. Players will not be dressed in traditional club uniforms but wear SIS identifiable clothing and cap
based on nominated colours from the range available.
4. SIS may not always use softball equipment – the fundamental skills of catching etc. will be covered
by fun game sense approach whilst learning basic co-ordination skills and achieving set goals.
5. Coaches of SIS should be qualified Softball Community Coaches Program (SCCP) to ensure they
have the right skills to and understanding of a games-based program known as the Game Sense
Approach.
6. The focus of the program is not on winning or technique, but on maximising involvement and
participation using modified games based on the prompt cards provided at SCCP training courses
7. SIS sessions will take the form of a planned 30 minute activity session for a combined group of
players from both teams, followed by a 35 minute modified T-Ball / Softball game with a game
sense approach.
8. Players should be organised into ability groups to maximise the learning opportunity and ensure
players participate in a safe environment.
