Assessment Finding and Recommendation in brief: Based on the information NRC received from ANDMA and UN- OCHA regarding heavy snow-fall which occurred in Pushtan Kot district and Maymana city of Faryab province at 5:00 PM on dated 16 and 18 Feb 2017 affected people in 20 villages Pushton Kot district and Maymana city. Later on, PDMC’s meeting was conducted on 19 Feb 2017 in governor office regarding this heavy snow-fall occurred in Pushtan Kot, Maymana city and other districts of Faryab province and it was chaired by Faryab governor and in the meeting, it was agreed the joint assessment team should conduct assessment from snow fall happened areas. Following that, assessment teams was formed for a joint assessment and departure to the affected areas on 23 Feb 2017 and the joint team started assessments from 23 Feb to 1 March 2017 and this door by door survey lasted for 7 days. 56 out of 113 families selected as real affected families as they met the ERM beneficiary selection criteria. The food and none food items of majority of the assessed households have been destroyed and are not enough for another one-two weeks; those are assisted and helped by relatives and neighbors and community and the children are at risk as they don’t get enough to eat or drink and are getting sick by plotted water/ environment. At the moment, some affected families have been displaced to other areas and they are living in rented house and the rest are living in host community. Their most urgent needs are NFI, Hygiene kit, shelter and food items. The market is active in these affected areas and considering all these issues, UCT for food intervention was decided as best delivery method by NRC. SCI is going to provide NFI for the 56 families. Report indicates the average household size of this caseload is 5.86 person and 100% of the beneficiaries has listed food as their first priority followed by NFIs and Others. Recommendations: Based on assessment team’s observations, the families are living in extremely bad condition therefore the team recommended them for emergency assistance. 3. Sectorial Issues: A) Food Security, Nutrition and Livelihood: 100% of the households are in dire need of food assistance with no stock. 34% of the beneficiaries have listed daily labors as their first source of income while cleaners and teachers represent 23% and 9% respectively. 57% of the households experienced their income being reduced after the shock. 32% of the households do not have access to income generating activities. In total, 80% have an income of less than 5000 afs. 83% of the households are in debt of up to 8,000 Afs while remaining 34% have incurred a debt of more than 8,000 Afs. 95% of the beneficiaries eat 2 meals per day. 5% reported that they eat complete meals only once a day. 100% of the assessed households report that they use high coping mechanisms. Recommendation: Considering above data analysis, all the assessed families’ daily income have been affected after shock and it cannot meet their essential needs so it was recommended for the affected families cash for food. B) NFI: During the assessment, the assessment team witnessed that all snow fall affected families are in urgent need of cooking items kitchen and hygiene Items and their financial status doesn’t allow them to purchase all these basic NFI needs. Besides, they are also in urgent need of warm clothes, fuel and blankets as each family is in lack of winterization items in terms of quantity and quality. 100% of beneficiaries have reported to have lost kitchen items. 98% of the assessed households reported losing hygiene items. 46% reported losing blankets and none of the households reported losing water containers. Recommendation: As it has been observed during joint assessment, all 56 selected HHs are facing lack of home commodities, warm cloths, blankets, kitchen kits, hygiene kits and fuel for heating. Hence it recommends distribution of NFI and Save the Children will be providing the 56 HH with NFI, hygiene kits and blankets, it is going to be a joint distribution with NRC. C) Shelter: According to the assessment finding, 66% of the households are living with host families, 23% are living in their own houses and 11% reported living in rented houses and no household lives under the tent or open area. Data shows the average amount of rent that the beneficiaries pay is 1,833 AFS per month. Additionally, assessment finding indicates 73% houses destroyed partially and 27% house destroyed completely. Recommendation: None of the families are living in open area. The shelter kit with NFI will be provided by SCI and the assistance for shelter will be sorted out among of 56 families if they meet with ERM criteria in IPA beneficiaries. D) WASH: There are 3 main sources of water hand pump, pipes and Kandax. 98% reported having access to enough water for Drinking and Cooking and 100% reported to have access to enough water for bathing. 79% of the beneficiaries have access to water through Hand Pumps followed by Pipes and Kandax at 14% and 7% respectively. The average time taken to access the water source is 6 Minutes. 100% of the beneficiaries reported to have access to a stable source of water. 100% of the beneficiaries have reported to have access to latrines. 100% of the beneficiaries reported to have used latrines when they last defecated. 96% of the beneficiaries agree that the available latrines provide them with enough privacy. Recommendation: Based on assessment finding, all the families have access to latrine, hence there is not any recommendation but it is recommended distribution of hygiene Kit to all families and it will be provided by SCI. E) Protection: There have been 2% cases of death and 2% injuries reported within this caseload. Joint assessment team identified 9 households need to be further assessed for IPA support due to their level of vulnerability. Recommendation: 9 potential IPA cases will to be followed up right after the distribution. F) Health: The families have access to hospitals. No serious health issues were spotted but the winter is going much harder on them. The Lack of NFI and Food leads to falling sick easily and frequently. Recommendation: No recommendation of response under Health. G) MARKET ASSESSMENT: In general, access to markets is not a problem as 100% of the beneficiaries state that they have access to the nearest markets. The average time taken to access the market is 36 Minutes covering an average distance of 2 Kilo Meters. Urgent Priority needs of affected people (as per affected point of view) As the families have lost their livelihood, food, and non-food items and as per their household condition, the team identified their needs as food- NFIs- Hygiene and winterization and the response to be conducted accordingly. UCT for food intervention will be delivered by NRC and SCI is going to provide NFI and winterization for the 56 families. Recommendations: The team has recommended these families for emergency assistance of food since the beneficiaries had access to market hence they will be offered cash assistance for food and In-Kind by SCI for NFI and winterization.
