PUBLIC SERVICE SPORTS CARNIVAL SAT, 26 NOV 2011, MARINA BARRAGE TELEMATCH COMPETITION RULES & REGULATIONS 1. The Event 1.1 The Telematch Competition will be held in conjunction with the Public Service Sports Carnival on Saturday, 26 Nov 2011 from 8.00am to 12.00pm at the Marina Barrage. The Telematch Competition Time-Table is given at Annex A. 2. Eligibility 2.1 The Competition is open to all civil servants and officers serving in statutory boards, institutions of higher learning, government-aided schools and corporatised / privatised organisations of the Government whose shares are not public-listed and employees of invited former Statutory Boards. 3. Entry and Registration 3.1 Each STAR organisation is allowed to enter a maximum of five teams. Each team shall comprise a minimum of 15 and maximum of 20 participants. 3.2 A team can register any combination of male and female players. However, team captains must ensure that their teams are able to field 2 female players to play in the telematches. 3.3 The Entry Form at Annex B and Registration Form at Annex C must be submitted to Civil Service Club by Friday, 21 Oct 2011. 3.4 Teams fielding ineligible players shall be disqualified from the event. Team members must produce their staff cards or Identity Card during random check or in event of protest. 4. Format 4.1 Participating teams will be drawn into groups. The top two teams of each group will proceed to the semi-final round. (Please refer to the Telematch Competition Time-Table at Annex A). The top three teams from the semifinal shall proceed to the Finals. 4.2 For each telematch, the Team Captain must include at least 1 female players. 1/3 5 Disqualification 5.1 A team will be disqualified if it fails to: a) field the required number of players to play in a telematch, b) include 2 female players in a telematch, and c) report in time for the telematch 6. Prizes 6.1 The prizes for the top 5 teams are as follows: POSITION 1st 2nd 3rd 4th 5th 6th Prize Money $500 $400 $350 $300 $200 $150 6.2 Team Captains must be present to collect the prizes from the Guest of Honour otherwise the prize will be forfeited. 7. Wet Weather Programme 7.1 If it rains heavily in the afternoon, the telematches shall be replaced by simple novelty games to be held in a shelter area. 7.2 Participants are advised to bring along a spare set of sports attire for use in case of wet weather. 8. Organisation T-shirt 8.1 Participants in a team are encouraged to wear their organisation's T-shirt or T-shirt of the same colour if they do not have an organisation T-shirt. This is to facilitate easy identification of the teams. 9. Organisation Flag 9.1 To enable supporters to identify their teams and also to enhance the carnival atmosphere, team members are encouraged to bring along their organisation flag on display in the field and at the area designated for their supporters. 10. Protest 10.1 Any protest must be submitted: 2/3 a) by the Team Manager/Captain, b) c) d) e) in writing using the official Protest Form, to the Organiser, together with a deposit of $50, and within 10 minutes following the conclusion of the telematch in dispute. 10.2 The Protest Committee shall comprise a staff from Civil Service Club and two Sports Liaison Officers/Team Captains not involved in the dispute. 10.3 The decision of the Protest Committee in any dispute is final and no correspondence will be entertained. 10.4 The whole team will be disqualified if any of its members confront any official or staff of the Organisers. 11. Appeal 11.1 The Organising Committee reserves the right to revise the rules and regulations as and when considered appropriate. 12.
